Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.</p><p>The shortlisting criteria are:</p><ol><li>Legal status. The Consultant shall be a legally registered entity that has been established and operating for at least the last ten (10) years. A copy of the certificate of incorporation or an equivalent registration document issued by the relevant authority in the country of establishment shall be provided. In the case of a joint venture (JV), this requirement shall apply to each JV member.</li><li>General experience. The Consultant shall have at least fifteen (15) years of experience in providing advisory, owner&rsquo;s-engineer, project-management, construction-supervision, or technical-support services to project implementing agencies or employers responsible for large dam and hydropower projects.</li><li>Specific experience.</li></ol><p>The Consultant shall demonstrate the following experience on large dam or hydropower projects:</p><ol><li>technical-support and/or owner&rsquo;s-engineer services;</li><li>construction-supervision services;</li><li>contract-administration support under FIDIC-based contracts, including claims and variations management; and</li><li>services in i, ii, or iii above on a project financed by the World Bank, AIIB, ADB, EIB, or another Multilateral Development Bank.</li></ol><p>The above experience may be demonstrated through one or more assignments. However, the Consultant shall demonstrate at least one (1) principal assignment for a large dam or hydropower project with an installed capacity of at least 300 MW and a dam height of at least 100 m. The underlying construction-works value of the principal referenced project shall be at least US$300 million.</p><p>For each referenced assignment used to demonstrate any of the above requirements, the Consultant shall provide the name of the assignment, location and country, name of the client, description and scope of the services performed, Consultant&rsquo;s contract value, value of the underlying construction works, duration, years of execution, completion status, and the Consultant&rsquo;s role in the assignment.</p><p>In the case of a JV, the experience of the JV members may be combined. However, the experience of proposed subconsultants, affiliated entities, or individual experts shall not be considered the corporate experience of the Consultant or the JV members.</p><p>4. Capacity to deliver. The Consultant shall submit a detailed organogram demonstrating the managerial and organizational capability to carry out the assignment, and shall provide evidence of a quality management system (ISO 9001 or equivalent).</p><p>Key Experts will not be evaluated at the shortlisting stage.</p><p>The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank&rsquo;s &ldquo;Procurement Regulations for IPF Borrowers&rdquo; (Seventh Edition, September 2025) (Procurement Regulations) setting forth the World Bank&rsquo;s policy on conflict of interest.</p><p>Consultants may associate with other firms to enhance their qualifications but shall indicate clearly in the Expression of Interest whether the association is in the form of a joint venture and/or a sub-consultancy. The implementing agency, the Ministry of Irrigation and Lowlands, intends to apply part of the proceeds for the consulting service.</p><p>The consulting service (&lsquo;the service&rsquo;) includes conducting the feasibility study, detailed design, tender document preparation, construction supervision, &amp; contract administration for the Gidabo Left Bank New Irrigation Development project, an area of 5,000ha for the Feasibility Study and 1,000ha for the Detailed Design.</p><p><strong>The Objective of the Assignment: </strong>The objectives of this consultancy service shall include the following major categories, but not limited to:</p><ol><li><ol><li><ol><li>Conduct Feasibility Study</li><li>Prepare detail design</li><li>Prepare tender Document</li><li>Provide Contract Administration and Construction Supervision for the Gidabo Left Bank Irrigation Scheme.</li></ol></li></ol></li></ol><p><strong>Scope of the service: </strong>The scope of the consultancy services comprises,&nbsp;but is not limited to:</p><ol><li>Several basin-wide and scheme-specific studies have been conducted for the Rift Valley basin and Gidabo- left bank, as well as the bigger Gidabo (including Gidabo right bank). The consultant will make use of this information/data from all available sources through desk-work, combined with the initial two days of field visits and beneficiary consultation meetings at the Gidabo irrigation scheme, which will serve as a base to prepare the Inception Report.</li><li>Conduct feasibilitylevel field surveys, investigations, and explorations for 5,000 ha of the Gidabo irrigation scheme on the Oromia side. This area comprises new, previously undeveloped (virgin) land that requires pumping due to elevation differences. It is located on the left bank of the already-constructed, concrete-lined main canal, which will also be investigated by the consultant.</li><li>Carry out technical, economic/financial, social, and environmental analysis, among others, to come up with clear recommendations for the optimal crop and irrigation and drainage technology options selection and prepare a complete set of feasibility report to irrigate 5,000 ha.</li><li>Once MILLs validate the feasibility study report, see Section 7 schedule of reporting, undertake detailed design level surveys and technical investigations (as detailed in Section 7) for 1,000ha with a focus on the feasibility level selected irrigation and drainage technology option. This includes determining optimal pump intake location and investigating improvement needs (including safety) of the main canal upstream of the intake.&nbsp;</li><li>Given that the development of a number of irrigation schemes benefiting from the same dam and main canal is planned or progressing, the assignment includes assessing their implication and ensuring water availability in all circumstances.</li><li>Prepare detailed design, engineering drawings, and bid document to irrigate 1,000ha as well as the improvements needed along the above-mentioned main canal. This includes specifying pump capacities and power requirements, optimal energy source, as well as specifying/quantifying irrigation equipment, locating sources of construction materials, proposing construction/installation method, and preparing engineering cost estimates (including O&amp;M costs).</li><li>Undertake contract management and construction supervision of 1,000ha modernized irrigation and drainage infrastructures, as well as drafting the operation and maintenance manual during the detailed design stage (to be finalized at the end of supervision to include, among others, the as-built drawings).&nbsp;</li><li>Assess the institutional and O&amp;M capacity of Oromia Irrigation and Pastoralist Development Bureau (OIPDB) and the water user groups, recommend the capacity building needs, and provide them with the required support to effectively and efficiently undertake their respective O&amp;M roles. In case a pressurized water application is to be recommended, the consultant is required to prepare the Terms of Reference (based on its feasibility level draft design) for the competent company to design, build/install, and operate for two years while building the operational capacity of OIPDB and the water users&rsquo; groups.</li></ol><p><strong>Service Duration;</strong> The total duration of the service is&nbsp;9 months (270 calendar days) for the feasibility study and detailed design and tender documents, and 18 months (540 calendar days) for Construction supervision and Contract Administration.</p><p>The Ministry of Irrigation and Lowlands now invites eligible consulting firms (&ldquo;Consultants&rdquo;) to indicate their interest in providing the Services. suivantes&nbsp;:</p><ul><li>Soumettre un plan de travail &agrave; la validation de la Cl ;</li><li>Organiser les consultations du public avec les Personnes Affect&eacute;es par le Projet (PAP) et autres parties prenantes;</li><li>Proc&eacute;der &agrave; la v&eacute;rification physique des actifs affect&eacute;s avant le paiement des indemnit&eacute;s.</li><li>Proc&eacute;der au traitement des recours et au r&egrave;glement des litiges conform&eacute;ment au M&eacute;canisme de Gestion des Plaintes (MGP);</li><li>Tenir une base des donn&eacute;es des b&eacute;n&eacute;ficiaires et des The Firm will not be responsible for supplying, configuring, implementing, or deploying the IFMIS solution, which will be procured separately through a competitive process.</p><p>The Services will include, inter alia:</p><ul><li>Supporting IFMIS governance, project operationalization, project management, risk management, and quality assurance arrangements;</li><li>Reviewing the legal and regulatory framework relevant to digital public financial management and recommending required reforms;</li><li>Undertaking Business Process Reengineering (BPR) and defining future &ldquo;to-be&rdquo; processes, roles, responsibilities, workflow hierarchies, user requirements, and internal controls;</li><li>Preparing the Functional Requirements Specification (FRS) and System Requirements Specification (SRS), including integration, cybersecurity, data protection, business continuity, and reporting requirements;</li><li>Assessing data readiness and preparing the data migration strategy and plan;</li><li>Supporting key PFM enablers, including the Treasury Single Account (TSA) and reform of the Budget Classification and Chart of Accounts (BC-CoA);</li><li>Preparing the IFMIS acquisition roadmap, PPSD, Early Market Engagement activities, and the complete Request for Proposals (RFP), and providing technical support during the procurement process; and</li><li>Providing independent technical oversight and quality assurance during IFMIS implementation, including configuration review, data migration, UAT/OAT, training, go-live, stabilization, and sustainability planning.</li></ul><p>Cross-cutting activities will include <strong>change management, enterprise risk management, cybersecurity and data protection, capacity building, and knowledge transfer</strong> throughout the assignment.</p><ol><li>Duration, place of performance, and contract type</li></ol><p>The assignment will comprise two components:</p><ul><li><strong>Part A: Lump-Sum Component (Phases A&ndash;E):</strong> expected to be completed within approximately <strong>twelve (12) months</strong> from contract commencement, covering the preparatory, analytical, requirements-definition, and procurement-support activities.</li><li><strong>Part B: Time-Based Component (Phase F):</strong> expected to extend for up to <strong>twenty-four (24) months</strong>, commencing upon effectiveness of the IFMIS vendor contract and written authorization by the MoF. The actual duration and level of effort will be aligned with the IFMIS vendor&rsquo;s implementation schedule and the project closing date.</li></ul><p>The Services are expected to be performed through a combination of <strong>in-country engagements at the Ministry of Finance in Beirut, Lebanon, and remote inputs</strong>, as appropriate to the nature and requirements of each phase. The required level and timing of expert mobilization, particularly during Phase F, will be agreed with and authorized by the MoF.</p><p>The contract will therefore comprise a <strong>Lump-Sum component for Phases A&ndash;E</strong> and a <strong>Time-Based component for Phase F</strong>.</p><ol><li>Terms of Reference</li></ol><p>The detailed Terms of Reference for the assignment is attached to this Request for Expressions of Interest. It may also be obtained at the address given in paragraph 10 below, or requested by email.</p><ol><li>Invitation</li></ol><p>The Ministry of Finance now invites eligible consulting firms (&ldquo;Consultants&rdquo;) to indicate their interest in providing the Services. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.</p><p>Expressions of interest shall be structured so as to address each of the shortlisting criteria set out in paragraph 6 below, in the order in which they appear. Submissions that do not address these criteria may not be considered.</p><ol><li>Shortlisting criteria</li></ol><p>The consultant will be shortlisted on the basis of the following criteria. Only the qualifications and experience of the firm - and, where an association is proposed, of its joint venture partners - will be assessed at this stage.</p><ol><li>Core business and proven corporate experience in IFMIS advisory, public financial management reform, IFMIS procurement support, implementation oversight, or closely related public-sector digital transformation assignments.</li><li>Demonstrated experience in IFMIS advisory, procurement preparation, and/or implementation support in at least three countries during the last ten (10) years.</li><li>Demonstrated experience in business process reengineering and definition of functional and technical requirements for large-scale public financial management information systems, including preparation of FRS/SRS, data migration requirements, and system integration specifications.</li><li>Experience preparing procurement strategies and RFP packages for complex COTS-based government information systems, and providing technical advisory support during evaluation, contract negotiations, implementation oversight, testing, go-live and stabilization.</li><li>Proven experience working in fragile, conflict-affected or post-crisis environments. Experience in the Middle East and North Africa (MENA) region and experience under World Bank-financed or other multilateral development bank-financed projects will be considered an advantage.</li><li>Demonstrated managerial and organizational capacity to mobilize and coordinate a multidisciplinary team covering IFMIS, PFM, business process reengineering, budget classification/chart of accounts, treasury/TSA, legal reform, ICT procurement, data migration, change management and independent quality assurance.</li></ol><p><strong>Key Experts will not be evaluated at the shortlisting stage.</strong></p><p>The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank&rsquo;s &ldquo;Procurement Regulations for IPF Borrowers&rdquo;, Seventh Edition, September 2025 (&ldquo;the Procurement Regulations&rdquo;), setting forth the World Bank&rsquo;s policy on conflict of interest.
