Assignment Title: Provision of International Advisory and Technical Support Services to the Project Management Group under the President of Tajikistan

The Republic of Tajikistan has received financing from the World Bank toward the cost of the Sustainable Financing for Rogun Hydropower Project and intends to apply part of the proceeds for consulting services for Provision of International Advisory and Technical Support Services to the Project Management Group under the President of Tajikistan (PMG).

The overall objective of this assignment is to provide Project Implementing Agency with high-level technical, managerial, procurement, contract management, civil works, electromechanical, and environmental & social expertise required for effective oversight of the Rogun HPP project during the construction phase, including for the oversight of the Project Management Consultant (PMC), the HSE Supervisor, the Dam Safety Panel of Experts (DSPoE) and the Environmental and Social Panel of Experts (ESPoE) and Contractors.

The scope of services includes, among others, the following:

  1. Supporting Project Implementing Agency in the overall technical, managerial, procurement, contractual, and environmental and social oversight of the Project;
  2. Reviewing reports, deliverables, recommendations, and decisions prepared by the Project Management Consultant and other consultants;
  3. Advising Project Implementing Agency on technical, contractual, procurement, and E&S matters related to the Project;
  4. Participating in coordination meetings with the Project Management Consultant, contractors, financiers, and other stakeholders, as required by Project Implementing Agency;
  5. Supporting Project Implementing Agency in decision-making processes by providing independent professional opinions;
  6. Contributing to capacity strengthening of Project Implementing Agency through on-the-job support and knowledge transfer.

Anticipated date for commencement of the Services is April 2027 and the tentative duration of the assignment for the Services is 3 years.

The Project Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan (PMG) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  1. Legal status. The Consultant shall be a legally registered entity that has been established and operating for at least the last ten (10) years. A copy of the certificate of incorporation or an equivalent registration document issued by the relevant authority in the country of establishment shall be provided. In the case of a joint venture (JV), this requirement shall apply to each JV member.
  2. General experience. The Consultant shall have at least fifteen (15) years of experience in providing advisory, owner’s-engineer, project-management, construction-supervision, or technical-support services to project implementing agencies or employers responsible for large dam and hydropower projects.
  3. Specific experience.

The Consultant shall demonstrate the following experience on large dam or hydropower projects:

  1. technical-support and/or owner’s-engineer services;
  2. construction-supervision services;
  3. contract-administration support under FIDIC-based contracts, including claims and variations management; and
  4. services in i, ii, or iii above on a project financed by the World Bank, AIIB, ADB, EIB, or another Multilateral Development Bank.

The above experience may be demonstrated through one or more assignments. However, the Consultant shall demonstrate at least one (1) principal assignment for a large dam or hydropower project with an installed capacity of at least 300 MW and a dam height of at least 100 m. The underlying construction-works value of the principal referenced project shall be at least US$300 million.

For each referenced assignment used to demonstrate any of the above requirements, the Consultant shall provide the name of the assignment, location and country, name of the client, description and scope of the services performed, Consultant’s contract value, value of the underlying construction works, duration, years of execution, completion status, and the Consultant’s role in the assignment.

In the case of a JV, the experience of the JV members may be combined. However, the experience of proposed subconsultants, affiliated entities, or individual experts shall not be considered the corporate experience of the Consultant or the JV members.

4. Capacity to deliver. The Consultant shall submit a detailed organogram demonstrating the managerial and organizational capability to carry out the assignment, and shall provide evidence of a quality management system (ISO 9001 or equivalent).

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (Seventh Edition, September 2025) (Procurement Regulations) setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but shall indicate clearly in the Expression of Interest whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Climate Resilient Irrigation for Sustainable Production (CRISP) Project. The implementing agency, the Ministry of Irrigation and Lowlands, intends to apply part of the proceeds for the consulting service.

The consulting service (‘the service’) includes conducting the feasibility study, detailed design, tender document preparation, construction supervision, & contract administration for the Gidabo Left Bank New Irrigation Development project, an area of 5,000ha for the Feasibility Study and 1,000ha for the Detailed Design.

The Objective of the Assignment: The objectives of this consultancy service shall include the following major categories, but not limited to:

      1. Conduct Feasibility Study
      2. Prepare detail design
      3. Prepare tender Document
      4. Provide Contract Administration and Construction Supervision for the Gidabo Left Bank Irrigation Scheme.

Scope of the service: The scope of the consultancy services comprises, but is not limited to:

  1. Several basin-wide and scheme-specific studies have been conducted for the Rift Valley basin and Gidabo- left bank, as well as the bigger Gidabo (including Gidabo right bank). The consultant will make use of this information/data from all available sources through desk-work, combined with the initial two days of field visits and beneficiary consultation meetings at the Gidabo irrigation scheme, which will serve as a base to prepare the Inception Report.
  2. Conduct feasibilitylevel field surveys, investigations, and explorations for 5,000 ha of the Gidabo irrigation scheme on the Oromia side. This area comprises new, previously undeveloped (virgin) land that requires pumping due to elevation differences. It is located on the left bank of the already-constructed, concrete-lined main canal, which will also be investigated by the consultant.
  3. Carry out technical, economic/financial, social, and environmental analysis, among others, to come up with clear recommendations for the optimal crop and irrigation and drainage technology options selection and prepare a complete set of feasibility report to irrigate 5,000 ha.
  4. Once MILLs validate the feasibility study report, see Section 7 schedule of reporting, undertake detailed design level surveys and technical investigations (as detailed in Section 7) for 1,000ha with a focus on the feasibility level selected irrigation and drainage technology option. This includes determining optimal pump intake location and investigating improvement needs (including safety) of the main canal upstream of the intake. 
  5. Given that the development of a number of irrigation schemes benefiting from the same dam and main canal is planned or progressing, the assignment includes assessing their implication and ensuring water availability in all circumstances.
  6. Prepare detailed design, engineering drawings, and bid document to irrigate 1,000ha as well as the improvements needed along the above-mentioned main canal. This includes specifying pump capacities and power requirements, optimal energy source, as well as specifying/quantifying irrigation equipment, locating sources of construction materials, proposing construction/installation method, and preparing engineering cost estimates (including O&M costs).
  7. Undertake contract management and construction supervision of 1,000ha modernized irrigation and drainage infrastructures, as well as drafting the operation and maintenance manual during the detailed design stage (to be finalized at the end of supervision to include, among others, the as-built drawings). 
  8. Assess the institutional and O&M capacity of Oromia Irrigation and Pastoralist Development Bureau (OIPDB) and the water user groups, recommend the capacity building needs, and provide them with the required support to effectively and efficiently undertake their respective O&M roles. In case a pressurized water application is to be recommended, the consultant is required to prepare the Terms of Reference (based on its feasibility level draft design) for the competent company to design, build/install, and operate for two years while building the operational capacity of OIPDB and the water users’ groups.

Service Duration; The total duration of the service is 9 months (270 calendar days) for the feasibility study and detailed design and tender documents, and 18 months (540 calendar days) for Construction supervision and Contract Administration.

The Ministry of Irrigation and Lowlands now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are: Core business and years in business, qualifications and experience in the field of assignment, organizational, managerial and technical capabilities of the firm.

Le Gouvernement de la République Démocratique du Congo a reçu un financement de la Banque Mondiale pour couvrir le coût du Projet de Développement des Transports et de la Connectivité en RDC (PDTC) et a l’intention d’affecter une partie du produit à des services de Consultant firme chargé de mettre en œuvre le Plan d'Action de Réinstallation (par) des travaux de bitumage du tronçon Mbanga – Riviere Lualaba (200 km) avec la plateforme de 2 voies x 2, dans les Provinces de Lomami et du Maniema, dans le cadre du projet PDTC.

Les services du Consultant consistent à réaliser les tâches suivantes :

Le démarrage des prestations est prévu à partir du mois de décembre 2026 pour une durée estimée à quatre-vingt-dix (90) jours étalés sur une période de 180 jours.

La Cellule Infrastructures, Agence d’exécution du Projet, invite dès à présent les firmes (« Consultants ») éligibles à faire part de leur intérêt à fournir les services. Les Consultants intéressés doivent fournir des informations démontrant qu’ils possèdent les qualifications requises et l’expérience pertinente pour exécuter les services. 

Les critères de sélection sont :

Le Consultant/Firme doit être un Bureau d’études spécialisé dans le domaine environnemental et social et avoir une expérience générale suffisante ; soit avoir réalisé et avoir mis en œuvre :

  1. Au moins 2 PAR au cours des 5 dernières années ;
  2. Au moins 1 PAR avec le nouveau CES ; et
  3. L’usage de l’outil KoBocolect (collecte des données d’enquête avec un smartphone) serait un atout. 

Il est porté à l’attention des Consultants que les dispositions des paragraphes 3.14, 3.16 et 3.17 du « Règlement de passation des marchés pour les Emprunteurs sollicitant le financement de projets d’investissement par la Banque Mondiale, édition de Septembre 2025 (Règlement de passation des marchés) qui énonce la politique de la Banque Mondiale en matière de conflits d’intérêts sont applicables.

Les Consultants peuvent s’associer avec d’autres firmes pour améliorer leurs qualifications, mais ils doivent indiquer clairement si l’association prend la forme d’un groupement et/ou d’une sous-traitance. Dans le cas d’un groupement, tous les membres du groupement d’entreprises seront solidairement responsables de l’ensemble du contrat, s’ils sont sélectionnés.

Un Consultant sera sélectionné selon la méthode de Sélection fondée sur la qualité et le Coût, conformément aux dispositions de l’Accord-Cadre décrites dans le Règlement de passation des marchés susmentionné.

  1. La République du Bénin a sollicité un financement de la Banque mondiale et de la Banque Asiatique d’Investissement pour les Infrastructures (AIIB) pour la mise en œuvre du Projet de Mobilité Urbaine Durable dans le Grand Nokoué (PMUD-GN), et a l’intention d’utiliser une partie du montant de ce financement pour effectuer les paiements au titre du marché relatif à la réalisation de la mission d’Études de faisabilité technico-économique et plan d’affaires (incluant une étude technique niveau Avant-Projet Sommaire (FPA-APS), un Avant-Projet Détaillé et l’appui à la passation de marchés (APD-PM)) pour la mise en œuvre d’un système de transport public et son exploitation durable dans le Grand Nokoué.
  2. Les services de consultant (« les Services ») comprennent :

Phase A – Étude de faisabilité technico-économique et plan d’affaires pour la mise en œuvre d’un système de transport public et son exploitation durable (FPA-APS)

Les prestations relatives au plan de communication et de marketing seront confiées à une agence de communication recrutée dans le cadre du projet ; celles relatives à la politique et à la stratégie de stationnement sont intégrées aux termes de référence de l’étude du plan de circulation du Grand Nokoué. Le consultant pourra être sollicité pour mettre à la disposition de ces prestataires les éléments techniques utiles issus des tâches A1 à A6 et assurera la cohérence d’ensemble.

Phase B – Étude d’Avant-Projet Détaillé et appui à la passation de marchés (APD-PM)

Les services de consultant démarreront en mars 2027 pour une durée de Seize (16) mois. Le consultant devra mobiliser les moyens en personnel qualifié et mettre en place une organisation appropriée pour des prestations de qualité.

3. La Société des Infrastructures Routières et de l’Aménagement du Territoire (SIRAT), Structure de mise en œuvre du Projet de Mobilité Urbaine Durable dans le Grand-Nokoué (PMUD-GN) invite les firmes de consultants éligibles (« Consultants ») à faire part de leur intérêt à fournir les services.

Les Consultants intéressés doivent fournir les informations démontrant qu’ils possèdent les qualifications requises et une expérience pertinente pour l’exécution des Services. Les critères pour l’établissement de la liste restreinte sont :

(4 pts par mission pour un maximum de 20 pts).

Ce critère sera évalué à travers la note de présentation du cabinet/firme, organigramme de structure et plan d’assurance qualité interne ou certificat ISO. En cas de groupement, tous les membres doivent satisfaire au critère.

La liste restreinte comprendra cinq (05) à huit (08) cabinets.

NB : Seules les attestations de bonne fin d’exécution des missions précédentes fournies par les cabinets seront prises en compte pour l’évaluation des manifestations d’intérêt.

Pour être retenu sur la liste restreinte, le cabinet doit obtenir une note supérieure ou égale à 70 points à l’issue de l’évaluation des manifestations d’intérêt.

En cas d’égalité entre les Cabinets, le critère relatif à la « missions de conception et d’études de système de transport public en commun en agglomérations urbaines au cours des dix (10) dernières années » permettra de les départager.

Les experts clés ne seront pas évalués à l’étape de la préparation de la liste restreinte.

4. L’attention des Consultants intéressés par la présente mission est portée sur les paragraphes 3.14, 3.16 et 3.17 du Règlement de Passation des Marchés pour les Emprunteurs sollicitant un Financement de Projets d’Investissements (FPI) de septembre. 

Ces informations sont ouvertes à tous les cabinets et bureaux d’études éligibles au sens du Règlement qui est disponible sur le site web de la Banque à l’adresse : www.worldbank.org/procurement.

 5. Les Consultants peuvent s’associer avec d’autres firmes pour renforcer leurs compétences respectives en la forme d’un groupement solidaire ou d’un accord de sous-traitant. En cas de groupement, tous les membres du groupement seront solidairement et conjointement responsables pour le contrat dans son intégralité, si sélectionné.

 6. Un Consultant sera sélectionné selon la méthode de Sélection Fondée sur la Qualité et le Coût telle que décrite dans le Règlement de Passation des Marchés.

The Greater Banjul Area is the country’s principal urban and economic center. Urban water services face major challenges including production constraints, intermittent supply, ageing infrastructure, limited storage capacity, and high levels of non-revenue water. Similarly, sanitation services in Banjul and Kotu are constrained by deteriorated sewerage assets, underperforming wastewater treatment facilities, and inadequate fecal sludge management infrastructure.  WASAP will support the Government of The Gambia in addressing these challenges through investments aimed at improving service coverage, reliability, resilience, and sustainability of water supply and sanitation services.

The assignment will support the preparation and implementation of priority investments in urban water supply and urban sanitation infrastructure, including:

The consulting services (“the Services”) will support the Ministry of Tourism and Civil Aviation (“MTCA”) as the lead Implementing Agency, in technical partnership with the iTaukei Land Trust Board (“TLTB”) as the beneficiary institution, to undertake comprehensive institutional capability development and operational strengthening.

The primary purpose of the assignment is to strengthen the institutional capacity, operational readiness, and technical effectiveness of TLTB in those areas most relevant to tourism-related iTaukei land development in the Northern Division so that TLTB is equipped to manage the increased volume and complexity of work the project will generate, and to do so in a way that is efficient, transparent, and genuinely beneficial to iTaukei landowners.

The shortlisting criteria are:   

1. Technical experience in institutional/organizational development, functional reviews, capability development and operational strengthening - The firm shall demonstrate at least eight years of relevant corporate experience in carrying out institutional/organizational assessments or functional reviews, capacity development, institutional strengthening or closely related advisory work. The firm shall also demonstrate successful completion of at least three assignments of comparable complexity during the last ten years, incorporating a combination of capacity development, institutional diagnostic work, and preparation of practical operational tools.

2. Experience in land administration and customary land governance - Demonstrated experience in land administration support, land agencies, lease systems, land records, cadastral or spatial data functions, customary or communal land institutions, or similar land governance environments.

3. GIS, land information systems, and systems planning experience - Relevant advisory experience in reviewing spatial data environments, preparing systems roadmaps, and developing technical requirements for future systems enhancement.

4. Stakeholder engagement and context-sensitive delivery - Evidence of effective work in settings requiring structured consultation with Government, statutory bodies, community stakeholders, customary institutions, women, vulnerable groups, and other actors, preferably in Fiji, the Pacific, or similar small-island contexts.

5. Local Delivery - Firms must demonstrate a credible approach to local delivery, whether through a permanent presence in Fiji, locally-based experts, or formal arrangements with local partners that ensure sustained field engagement in Suva and Vanua Levu throughout the assignment.

6. Project management, quality assurance, and multidisciplinary delivery capability - Firms shall demonstrate internal quality assurance arrangements adequate to support multidisciplinary delivery, timely reporting, and consistent technical standards across all outputs.

  1. Financing

The Lebanese Republic has received financing from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Lebanon Fiscal Management Project (FMP), and intends to apply part of the proceeds of this financing to eligible payments under the contract for the consulting services described below.

The consulting services (“the Services”) will be provided to the Ministry of Finance of the Lebanese Republic (“the Client”), which is the implementing agency for the Project.

  1. Objective and scope of the Services

The objective of the assignment is to support the Ministry of Finance (MoF) in the successful preparation, procurement, implementation, and institutionalization of a fit-for-purpose Integrated Financial Management Information System (IFMIS) that strengthens public financial management, improves fiscal transparency and accountability, and supports the Government of Lebanon’s reform agenda.

The selected consulting firm will serve as an independent technical advisor and implementation oversight consultant. The Firm will not be responsible for supplying, configuring, implementing, or deploying the IFMIS solution, which will be procured separately through a competitive process.

The Services will include, inter alia:

Cross-cutting activities will include change management, enterprise risk management, cybersecurity and data protection, capacity building, and knowledge transfer throughout the assignment.

  1. Duration, place of performance, and contract type

The assignment will comprise two components:

The Services are expected to be performed through a combination of in-country engagements at the Ministry of Finance in Beirut, Lebanon, and remote inputs, as appropriate to the nature and requirements of each phase. The required level and timing of expert mobilization, particularly during Phase F, will be agreed with and authorized by the MoF.

The contract will therefore comprise a Lump-Sum component for Phases A–E and a Time-Based component for Phase F.

  1. Terms of Reference

The detailed Terms of Reference for the assignment is attached to this Request for Expressions of Interest. It may also be obtained at the address given in paragraph 10 below, or requested by email.

  1. Invitation

The Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Expressions of interest shall be structured so as to address each of the shortlisting criteria set out in paragraph 6 below, in the order in which they appear. Submissions that do not address these criteria may not be considered.

  1. Shortlisting criteria

The consultant will be shortlisted on the basis of the following criteria. Only the qualifications and experience of the firm - and, where an association is proposed, of its joint venture partners - will be assessed at this stage.

  1. Core business and proven corporate experience in IFMIS advisory, public financial management reform, IFMIS procurement support, implementation oversight, or closely related public-sector digital transformation assignments.
  2. Demonstrated experience in IFMIS advisory, procurement preparation, and/or implementation support in at least three countries during the last ten (10) years.
  3. Demonstrated experience in business process reengineering and definition of functional and technical requirements for large-scale public financial management information systems, including preparation of FRS/SRS, data migration requirements, and system integration specifications.
  4. Experience preparing procurement strategies and RFP packages for complex COTS-based government information systems, and providing technical advisory support during evaluation, contract negotiations, implementation oversight, testing, go-live and stabilization.
  5. Proven experience working in fragile, conflict-affected or post-crisis environments. Experience in the Middle East and North Africa (MENA) region and experience under World Bank-financed or other multilateral development bank-financed projects will be considered an advantage.
  6. Demonstrated managerial and organizational capacity to mobilize and coordinate a multidisciplinary team covering IFMIS, PFM, business process reengineering, budget classification/chart of accounts, treasury/TSA, legal reform, ICT procurement, data migration, change management and independent quality assurance.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, Seventh Edition, September 2025 (“the Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. The Procurement Regulations are available on the World Bank’s website at www.worldbank.org/procurement.

  1. Associations

Consultants may associate with other firms to enhance their qualifications, but shall indicate clearly whether the association takes the form of a joint venture or of a sub-consultancy. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract if selected.

  1. Selection method and shortlist

A Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.

The shortlist will contain not fewer than five (5) and not more than eight (8) firms. Only shortlisted Consultants will be invited to submit proposals, and will be notified in writing.

Expressions of interest must be delivered in written form, in English, to the address given in paragraph 12 below (in person, by mail, or by e-mail) no later than 5 October 2026 at 15:00 hours, Beirut local time.

The Government of Mozambique has received financing from the World Bank toward the cost of the Mozambique Digital Acceleration Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the implementation of training programs on the principles of digital transformation, cybersecurity, artificial intelligence and cloud computing.

The program aims to modernize public administration by upgrading the technical and strategic skills of public employees in core digital fields like AI, Cloud Computing, Cybersecurity, and Network Administration.

The duration of the assignment is 12 months and is expected to commence in January 2027. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The Ministry of Communications and Digital Transformation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria include:

  1. at least ten (10) years of proven experience in implementing nationwide capacity-building programs;
  2. specific relevant experience in two or more training programs in the areas that are the subject of the consultancy (Digital Transformation, AI, Cloud, Cybersecurity, Networks);
  3. relevant experience in developing and managing LMS/e-Learning platforms;
