1. The Government of Sint Maarten (GoSXM) has received financing from the World Bank toward the cost of the Emergency Debris Management Project and intends to apply part of the proceeds for consulting services under this request for expression of interest.
2. The Government of Sint Maarten (GoSXM), represented by the National Recovery Program Bureau (NRPB) is looking to select an experienced (international or national) firm for a consultancy service to conduct the feasibility assessment, detailed design, procurement support, and construction supervision services. The objective of this consultancy is to provide multidisciplinary engineering and technical services to assess the feasibility of developing the VROMI Waste Diversion and Waste Management Yard, prepare the detailed designs and procurement documents, and supervise the implementation of the civil works.
3. The scope of services under this consultancy includes, but is not limited to, the following:
a. Conduct land assessment activities, including boundary surveys, geotechnical investigations, soil bearing capacity and groundwater analysis, utilities assessment, and environmental, social, health and safety (ESHS) screening;
b. Prepare a master site development plan, detailed engineering designs, cadastral subdivision plans, and technical documentation to support regulatory approvals;
c. Develop procurement documentation for the civil works, including technical specifications, Bills of Quantities (BoQ), engineer's estimates, and provide technical support during the procurement and bid evaluation process;
d. Provide construction supervision services, including quality assurance, contract administration, ESHS monitoring, and reporting throughout the implementation of the works.
e. The detailed scope of services and deliverables is provided in the attached Terms of Reference (TOR). The assignment will be implemented in three phases:
Phase 1 – Land Assessment and Preparation;
Phase 2 – Planning, Detailed Design and Procurement Support;
Phase 3 – Construction Supervision (optional, subject to implementation of the civil works contract).
4. The detailed scope and deliverables of the assignment are available in Terms of Reference (TOR), which can be viewed and downloaded via the link: National Recovery Program Bureau of St. Maarten - Consulting Services for Land Survey and Planning. The consulting services are to be provided over an estimated 5 months; this assignment will be on a lump-sum basis (firm fixed price) for all services and expenses, including consultant travel expenses.
5. The Consultant shall ensure that all activities are implemented in accordance with the quality standards, time and budget elaborated in the contract document, in order to comply with the Project's objective.
6. The National Recovery Program Bureau (NRPB) now invites eligible firms (“Consultant”) to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. a. General Experience
Minimum 10 years of experience in land development, infrastructure planning, engineering design, or similar multidisciplinary consultancy services.
b. Specific Experience
Demonstrated successful completion, within the last ten (10) years, of at least three (3) assignments of a similar nature involving one or more of the following:
i. land development planning and master planning;
ii. geotechnical investigations and site assessments;
iii. engineering design for infrastructure and utilities;
iv. preparation of procurement documentation for civil works;
v. construction supervision of civil engineering works.
c. Technical Capacity
Demonstrated capability to mobilize a multidisciplinary team covering, at a minimum:
Civil Engineering / Infrastructure Design;
Geotechnical Engineering;
Environmental and Social (ESHS);
Surveying / GIS / CAD;
Construction Supervision;
Procurement / Contract Administration.
CVs are not requested at the EOI stage - Key experts shall be requested only after the most qualified firm is invited to submit its technical and financial proposal.
d. Regional Experience (Desirable)
Experience in Small Island Developing States (SIDS), the Caribbean region, or projects with comparable environmental and operational conditions will be considered an
advantage.
e. Development Partner Experience (Desirable)
Experience on projects financed by the World Bank or other international financial institutions (IFIs) will be considered an advantage.
7. The selection process will be undertaken in line with the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”) for open competitive selection. A Consultant will be selected in accordance with the Consultant Qualification Selection method set out in the Procurement Regulations.
8. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (November 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Project Background:
The Federal Government of Somalia has received a grant from the International Development Association (IDA) of the World Bank toward the cost of the Regional Digital Integration Project (EA-RDIP). The Ministry of Communications and Technology (MoCT) intends to apply part of the proceeds of these Grants to finance for the position of Pricing and Interconnection Specialist in support of the implementation of the National Communications Authority (NCA) in the Federal Government of Somalia.
To support the National Communications Authority's (NCA) mandate to promote fair competition, consumer protection, investment, and sustainable growth in the telecommunications sector, the NCA seeks to engage a qualified Pricing and Interconnection Specialist to support market data collection and analysis, monitor regulatory compliance, coordinate with operators, prepare technical reports, and maintain regulatory databases.
The Regional Digital Integration Project (EA-RDIP) addresses connectivity needs for countries in the Horn of Africa region. The program aims to advance the regional integration of digital markets in Eastern Africa through supporting cross-border connectivity, harmonization of data and e-commerce regulations and policies, and removal of trade barriers, with the vision of establishing a Single Digital Market (SDM). The EA-RDIP project has four components, as briefly described below:
Scope of Work:
National Communications Authority's (NCA) mandate to promote fair competition, consumer protection, investment, and sustainable growth in the telecommunications sector. The NCA is implementing various initiatives related to interconnection, pricing regulation, infrastructure sharing, roaming, licensing, and universal access. To support the effective implementation of these activities, the NCA requires a dedicated Pricing and Interconnection Specialist to provide technical, analytical, administrative, and operational support to the NCA. The Pricing and Interconnection Specialist will contribute to the day-to-day implementation of regulatory activities related to interconnection, pricing, roaming, infrastructure sharing, licensing, and market analysis, while assisting in stakeholder engagement, monitoring compliance, maintaining regulatory records, and preparing technical reports. Also, the Pricing and Interconnection Specialist shall assist in collecting and analyzing market data, monitoring compliance, coordinating with operators, preparing reports, maintaining regulatory databases. Required Qualifications and Experiences:
The shortlisting criteria for the Pricing and Interconnection Specialist position are as follows:
Duration and Reporting of the Assignment: The Pricing and Interconnection Specialist will be engaged for a period of one (1) year to renewal on an annual basis based on satisfactory performance certified by NCA and availability of funds. The consultant will report to the client, the National Communications Authority (NCA), through its Director General as a supervisor; the consultant should submit written monthly and quarterly progressive reports with the review and satisfactory approval of the client.

The Health Equity and Quality Improvement Project Phase 2 (HEQIP 2) support the Royal Government of Cambodia in advancing Universal Health Coverage (UHC), improving financial protection and access to services for the poor and vulnerable, and strengthening the health system. The project is funded by the World Bank, Pooling Partners (DFAT, GFF, KfW, KOICA), and the Royal Government of Cambodia.
Under H EQIP 2, the National Payment Certification Agency (NPCA) is mandated to strengthen the quality of health services. This requires a robust Quality Assessment (QA) framework that links service quality, specifically for Non-Communicable Diseases (NCDs), directly to performance verification. NPCA seeks to engage a National Technical Assistant (TA) for Quality Verification and NCD Protocol Improvement to lead the institutional and regulatory design of this QA function.
The Senior Analysts will be contracted for a period of twelve (12) months from the contract signing date, with the possibility of extension depending on satisfactory performance, project needs, and fund availability. The contract is subject to quarterly performance reviews. The duty station will be at NPCA headquarters in Phnom Penh, with frequent travel to provinces as required.

1. The Republic of Tajikistan Recipient has received financing from the World Bank toward the cost of the Tajikistan Millati Solim Project, and intends to apply part of the proceeds toward payments under the contract for (i) Procurement of 15 sets of solar generators for 14 RHCs and 1 DHC (Lot 1); and (ii) 8 heat pump systems (Lot 2) both lots in Dangara, Temurmalik, Levakant, Nurek, Baljuvon, Roshtqal'a districts.

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised September 2023 (“Procurement Regulations”), and in accordance with the World Bank Anti-Corruption Guidelines (ACG) (July 2016), and is open to all eligible Bidders as defined in the Procurement Regulations.
