1. BACKGROUND

The East African Community (EAC) Secretariat is implementing the EAC component of the Eastern Africa Regional Statistics Program-for-Results (EARSPforR), with financing from the World Bank. The Program seeks to strengthen the production, harmonization, dissemination, and use of quality economic and social statistics in Eastern Africa.

Under EARSPforR, the EAC Secretariat has developed online learning materials in fourteen priority statistical domains for use by Partner State institutions and other data users. Although technically sound, many of the materials are text-heavy and rely on static presentations and manuals, which can limit learner engagement, accessibility, and understanding, particularly among non-specialist audiences.

The Secretariat intends to engage a qualified consulting firm to develop new multimedia content where explanation gaps exist and to transform selected approved learning materials into concise animated videos. The videos will incorporate infographics, accurate data visualizations, professional voice-over narration, captions, and transcripts, and will be suitable for the EAC Learning Management System, websites, and mobile access.

The assignment will be completed within a maximum of ten weeks from contract commencement. The principal deliverables will include an inception report and production plan; scripts, storyboards, and visual style; a pilot video; a complete draft video package; and final master, LMS/mobile, caption, transcript, thumbnail, editable-source-file, asset/licence, and completion-report packages.

2. QUALIFICATION REQUIREMENTS

The EAC Secretariat now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they possess the required qualifications and relevant experience to perform the assignment.

Expressions of Interest will be evaluated on a pass/fail basis against the following criteria:

Consultants should submit a company profile and supporting evidence for the above criteria, including descriptions of relevant assignments, client names and contact details, contract dates, assignment values where available, the Consultant’s role, and links to or samples of comparable work.

4. CONFLICT OF INTEREST

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers (September 2025), setting forth the World Bank’s policy on conflict of interest.

5. ASSOCIATIONS

Consultants may associate with other firms in the form of a joint venture or sub-consultancy to enhance their qualifications. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract if selected. Therefore, each member of the JV shall independently meet the requirements of the evaluation criteria. The experience, technical capability, and managerial capability of the sub-consultant shall not be evaluated to enhance the qualification of the lead firm or JV. Consultants shall not use the Affiliate Member's managerial, technical, or experience capabilities to enhance their qualifications.

6. SELECTION METHOD

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers.

7. SUBMISSION OF EXPRESSIONS OF INTEREST

  1. Le Ministère des Finances et du Budget (« le Bénéficiaire ») a reçu un financement de la Banque mondiale pour financer le coût du Projet de Gouvernance Numérique du Secteur Public (PGNSP) et a l’intention d’utiliser une partie de ce financement pour effectuer les paiements prévus au titre du marché de fourniture d’un système d’information robuste permettant une gestion intégrée de la situation administrative et financière du personnel de l’Etat. Pour ce marché, l’Emprunteur utilisera pour les paiements la méthode de décaissement intitulée « Paiement Direct » si le montant atteint le seuil requis sinon sur le compte désigné du projet telle que définie dans les Directives de Décaissement de la Banque mondiale pour les Financements de Projets d’Investissements (FPI). 

 

  1. L’Unité de Gestion du Projet de Gouvernance Numérique (PGNSP) invite, par la présente, les Soumissionnaires de pays éligibles à soumettre des Offres sous pli fermé, pour la réalisation du marché de Conception, fourniture et installation d’un système d’information robuste permettant une gestion intégrée de la situation administrative et financière du personnel de l’Etat.

3.       La procédure de passation de marchés sera conduite par mise en concurrence internationale par Appel d’Offres tel que défini dans le « Règlement des Passation de Marchés de la Banque mondiale pour les Emprunteurs de FPI », 7e édition, septembre 2025 (« le Règlement de Passation des Marchés »), et est ouvert à tous les Soumissionnaires éligibles comme défini dans le Règlement de Passation des Marchés.

4.       Les Offres seront évaluées conformément au processus d'évaluation défini dans le dossier d'appel d'offres. Les pondérations suivantes s'appliqueront aux Critères notés (y compris les facteurs techniques et autres que le prix) : la note technique se verra attribuée un poids de 80%, tandis que le coût de l'Offre sera pondéré à hauteur de 20%

5.       Les Soumissionnaires intéressés et éligibles peuvent obtenir des informations supplémentaires auprès du Secrétariat de la Coordination de l’Unité de Gestion du Projet PGNSP et examiner le Dossier d’Appel d’Offres durant les heures de bureau de 8h30 à 16h30, heure locale (GMT+1) à l’adresse indiquée au paragraphe 11 ci-dessous.

6.       Le Dossier d’Appel d’Offres en Français peut être acheté par tout Soumissionnaire intéressé en formulant une demande écrite à l’adresse ci-dessous contre un paiement non remboursable de cent mille (100 000) francs CFA ou l’équivalent dans une monnaie librement convertible. La méthode de paiement sera un paiement en espèce ou par virement bancaire au compte No 37125987802-83 ouvert au nom de Ressources internes à la banque Populaire Maroco-Centrafricaine(BPMC) - Bangui. Le Dossier d’Appel d’Offres sera envoyé par courrier électronique ou à récupérer à l’adresse indiquée ci-dessous dès réception du paiement ou réception de la preuve de transfert de fonds.

7.       Les Offres doivent être remises à l’adresse indiquée à la fin de cet Avis d’Appel d’Offres au plus tard à 10h30, heure locale (GMT+1) le 6 novembre 2026. La remise des Offres par voie électronique ne sera pas permise. Toute Offre reçue après la date limite de remise des Offres sera écartée. Les enveloppes extérieures des Offres marquées « OFFRE ORIGINALE », et les enveloppes intérieures marquées « PARTIE TECHNIQUE » seront ouvertes publiquement en présence des représentants désignés des Soumissionnaires et de toutes personnes qui souhaitent assister à l’ouverture des Offres à l’adresse indiquée à la fin de cet Avis d’Appel d’Offres au plus tard à 10 :30 heure locale (GMT+1) le 6 novembre 2026. Toutes les enveloppes marquées « PARTIE FINANCIERE » devront rester fermées et seront conservées dans un lieu sûr du Maître d’Ouvrage jusqu’à la seconde ouverture publique des Offres.

8.       Les Offres doivent être accompagnées d’une Garantie d’Offre, pour un montant de huit millions sept cent mille (8 700 000) francs CFA, ou de son équivalent dans une monnaie librement convertible.

10.     Veuillez noter que le Règlement de Passation des Marchés exige que l’Emprunteur divulgue les informations sur les bénéficiaires effectifs du Soumissionnaire attributaire, dans le cadre de la Notification d’Attribution de Marché, en renseignant le Formulaire de Divulgation des Bénéficiaires Effectifs inclus dans le dossier d’Appel d’Offres .

  1. Bidding will be conducted through International competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated, November 2020, and is open to all eligible Bidders as defined in the Procurement Regulations, and is open to all eligible Bidders as defined in the Procurement Regulations.

The Guangdong Administration for Market Regulation has received financing from the World Bank toward the cost of the China Food Safety Improvement Project Guangdong Agricultural Product Quality and Safety Improvement (Demonstration) Project, and intends to apply part of the proceeds for consulting services.

The consulting services aims to strengthen the research and development of high-quality food standards, carry out publicity and promotion activities, and create demonstration and model enterprises. For detailed scope, deliverables, duration, and other specific requirements, please refer to the attached Terms of Reference (TOR).

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The Guangdong Administration for Market Regulation now invites eligible consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  1. Consultant's competence and strength;
  2. Management and quality control expertise;
  3. Technical capabilities;
  4. Historical experience and performaces.

Note: 

  1. The submitted EOI shall be stamped with the official seal of the consultant.
  2. Key Experts will be not evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank's  "Procurement Regulations for IPF Borrowers" (September 2025 version), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.

Project on the Construction, Publicity and Promotion of the High-Quality Food Standard System Implemented by Guangdong Administration for Market Regulation

Package  I: Development of High-Quality Food Standards, High-Quality Food Improvement and Model Demonstration Initiative

In order to ensure the effective implementation of Package I (Development of High-Quality Food Standards, High-Quality Food Improvement and Model Demonstration Initiative) under the abovementioned project, and to achieve the targeted objectives of project information technology development, the Guangdong Administration for Market Regulation intends to select and engage qualified service institutions through public procurement to carry out the implementation of this project.

1. Project Background and Overview

The World Bank-financed China Food Safety Demonstration Project took effect on March 21, 2024, with an implementation period ending on March 31, 2029. It aims to comprehensively enhance national and local modern food safety governance capacity. As a key implementing entity of this project in Guangdong Province, the Guangdong Administration for Market Regulation is responsible for project management, procurement management, contract administration, project acceptance, fund reimbursement and payment, as well as reviewing standard development plans and publicity-promotion activity plans, organizing standard reviews, and strictly ensuring project quality.

A total of USD 10 million of World Bank loan is planned for application. Of this amount, Package I (Development of HighQuality Food Standards, HighQuality Food Improvement and Model Demonstration Initiative) under the abovementioned project plans to apply for a World Bank loan of USD 1 million (equivalent to RMB 6.9 million). The engagement of a thirdparty institution serves the following purposes: first, accelerate the development of high-quality food standards, with no fewer than 30 standards completed within two years; second, carry out the highquality food improvement and model demonstration initiatives, including organizing large-scale high-quality food publicity-promotion events (no fewer than six events within two years) and developing model demonstration enterprises for high-quality food (no fewer than six enterprises within two years), and conducting fund management in compliance with relevant requirements.

Expected outcomes of this project include further advancing the development of high-quality food standards in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), and improving the GBA high-quality food standard system. Through advertising, publicity- promotion activities, and the development of model demonstration enterprises for highquality food, stories of highquality food will be well communicated to continuously raise brand recognition and influence, so that highquality food gains wide public acceptance.

The project addresses existing challenges including difficulties in aligning foodrelated rules across the GBA, insufficient coverage in the development of highquality food standards, and inadequate publicitypromotion measures which undermine effective implementation of those standard. Through this project, the Guangdong Administration for Market Regulation will further enhance the core value of high-quality food brands, develop model demonstration enterprises, organize brand-promotion events, advance highquality development of the GBA, facilitate the popularization and application of highquality food standards (namely the GBA Food Standards), expand brand influence, and support the building of a highquality living circle in the Greater Bay Area.

2. Project Objectives

Centered on the core objective of advancing development of high-quality food standards and high-quality food improvement and model demonstration initiative, this project integrates the full-chain traceability platform with "ShangMa Su", the intelligent supervision system of "Internet-based Visualization Kitchen", the real-time emergency dispatching command system, and capacity improvement for food-related personnel under market regulation. It aims to establish a closed-loop full-chain management mechanism covering risk identification, early-warning response and disposal, so as to provide data foundation and institutional guarantee for scientifically calculating outcome indicators such as “proportion of earlywarnings for which mitigation measures have been activated". The core objectives are specified as follows: 

First, expand coverage of high-quality food standards. Building on the 87 high-quality food standards issued up to 2025, further efforts will be intensified to develop highquality food standards,expand coverage of standards, continuously enrich and improve the high-quality food standard system, and meet the demand for highquality and safe food among residents in Guangdong, Hong Kong and Macao.

Second, promote the implementation and application of high-quality food standards. Through highquality food advertising and publicitypromotion activities, as well as highpriority food improvement and model demonstration initiative, enterprises shall be encouraged to formally adopt and apply highquality food standards The project facilitates the extensive circulation of highquality food across online and offline sales channels, and continuously raises the visibility and influence of highquality food..

3. Scope of Services

Total investment for this project amounts to  RMB 6.9 million.

3.1 Scope of Service Recipients

Service recipients cover the Guangdong Administration for Market Regulation, as well as provincial, municipal and district/countylevel market regulation authorities. Target users include the general public and six highquality food manufacturing enterprises, among others.

3.2 Service Content

3.2.1 Engage a thirdparty institution to accelerate the development of high-quality food standards, with no fewer than 30 standards completed within two years. The development of highquality food standards shall comply with relevant documents including the Measures for the Administration of HighQuality Food Standards in the GuangdongHong KongMacao Greater Bay Area, the Specification for the Development of HighQuality Food Standards in the GuangdongHong KongMacao Greater Bay Area (Trial), and the Specification for the Development of GBA Standards for Precooked Dishes. 

Annual plans for the development  of high-quality food standard shall be formulated with the following requirements. Firstly, conduct a comprehensive review on the coverage of issued highquality food standards, identify uncovered areas or weak standardsetting links, and give priority to filling standard gaps for key products and critical links. Secondly, conduct in-depth research on the latest laws, regulations and food standards requirements of Guangdong, Hong Kong and Macao, and give priority to developing the standards for products with distinctive GBA dietary characteristics and large consumption volume. Thirdly, adopt multi-stakeholder participation. Opinions and suggestions from authorities including market regulation, health, and customs shall be fully taken into account.

The standard-development workflow consists of project initiation application, field research, experimental verification, public consultation, review and issuance, Relevant institutions, universities, industry associations and enterprises from Guangdong, Hong Kong and Macao shall participate throughout the process.

3.2.2 .Implement highquality food improvement and model demonstration initiative, including organizing largescale publicity and promotion events for highquality food (no less than six events within two years, with a total attendance of no fewer than 2,000 participants), and developing model demonstration enterprises for highquality food (no less than six enterprises within two years; each enterprise shall have at least two products meeting highquality food standard requirements and prominently display the “GBA Standards” logo on product outer packaging).Model demonstration enterprises shall be large-scale food manufacturers within the GBA that voluntarily adopt the "GBA Standards”, with at least two compliant products. The project contractor shall submit a proposed list of demonstration enterprises for review. The development of demonstration enterprises may only proceed after the Guangdong Administration for Market Regulation confirms compliance with basic eligibility criteria  See Appendix 1 for further details.

3.3 Service Period

The service period shall commence on the date of contract signing and end on the project closure date (March 31, 2029).

4.2 Deliverable Review and Acceptance

The project contractor shall submit standard texts, standard compilation explanatory notes,  supporting documents for publicity-promotion activities and development of model demonstration enterprises and other deliverables to the Project Office. Upon review and approval of the submitted reports by the Project Office, deliverable acceptance shall be carried out in accordance with the contract provisions. For those deliverables that are required to be submitted to the World Bank for review per relevant requirements, the project contractor shall cooperate with the Project Office to complete the submission. All deliverables shall fully comply with the service requirements specified in this TOR, with standardized formats, complete content and authentic, accurate data.

5.Institutional and Personnel Qualification Requirements

5.1 Institutional Qualifications

Between January 1, 2020 and the submission deadline, the institution shall completed at least two national food standard formulation/revision projects with total contract value ≥ RMB 500,000, completed at least two food industry standard development/revision projects, undertaken at least two provincial or higher-level policy research projects on food safety or standards,organized at least 5 large-scale publicity-promotion events, and possess the equipment and professional technical capabilities required for contract performance. Alternatively, the institution may possess equivalent relevant project experience comparable to this Project in nature, complexity and scale. 

Relevant performance experience supporting documents (or documents of equivalent effect), including key contract pages (clearly indicating entity name, service content, contract value and signing date) or  project implementation documents.

5.2 Personnel Qualifications

Agency Description

Project Background

The Pacific Islands Forum Secretariat (PIFS) has received financing from the World Bank Group's International Development Association (IDA) for the Pacific Strengthening Correspondent Banking Relationships Project. The project supports participating Pacific Island Countries to maintain continuous access to correspondent banking services and address payment, regulatory and financial integrity constraints that contribute to de-risking in the region.

Component 2, Enabling Environment and Regulatory Harmonization, includes support for payment system oversight and regulation, national payment systems, regional harmonization and payments data. Related regional work includes the Pacific Payment Mechanism (PPM) feasibility study, which examines options for aggregating payment flows and improving economies of scale.

The National Reserve Bank of Tonga (NRBT) has requested support to recruit a National Payments Expert. NRBT has developed a five-year National Payment Services Strategy and is progressing its Payment Systems and Services Bill. The September 2026 concept note records that the Bill had passed its first reading in Parliament and was expected to return for further parliamentary consideration. The Expert will review the latest legislative position and implementation requirements with NRBT at inception.

The assignment will support implementation of the existing Strategy and strengthen NRBT's capacity to oversee and develop Tonga's payment system. The Expert will work alongside NRBT staff to turn strategic priorities into a sequenced work programme and support implementation, industry coordination and knowledge transfer.

 

Objective of the Position

The objective is to provide hands-on technical advisory and implementation support to NRBT in implementing its National Payment Services Strategy and improving the efficiency, resilience and oversight of Tonga's payment systems.

The Expert will support priority domestic initiatives and NRBT's active participation in the PPM feasibility study. The work will help NRBT identify the requirements for possible future participation in the PPM and prioritise preparatory actions, taking account of the study's findings, NRBT's mandate, available resources and national priorities.

 

Scope of Services

The Expert will provide country-level, time-based support on payment system matters. Activities and expected outputs will be agreed with NRBT, PIFS and the World Bank payments team through a 12-month work plan and updated through periodic work planning discussions.

Scope Exclusions

The assignment is limited to payment systems technical assistance. It does not include drafting primary legislation or formal legal opinions, general central banking advice unrelated to payments, or responsibility for production system development, procurement decisions or regulatory approvals. NRBT retains its statutory and decision-making responsibilities.

Detailed system design, cybersecurity testing, specialist supervisory manuals or other specialist work will be coordinated with appropriately qualified experts where required. Any material addition to the agreed scope or input ceiling will require written approval through the project arrangements.

Time-Based Reporting Obligations and Expected Outputs

This is a time-based individual consultant assignment. Payments will be linked to approved timesheets, agreed input days and eligible reimbursable expenses. The expected outputs are working products for managing implementation, reviewing the quality of advice and documenting knowledge transfer; they are not a fixed-price deliverables schedule.

Working products will include the inception assessment and assignment work plan; the prioritised National Payment Services Strategy implementation plan; oversight procedures and technical advisory notes; implementation and testing inputs for agreed payment initiatives; consultation materials and action trackers; payments data and monitoring tools; the PPM participation requirements and prioritised action plan; and training materials and the multi-year capacity-building plan.

Outputs may be revised or reprioritised with the agreement of NRBT, PIFS and the World Bank as implementation progresses. Changes will be recorded in progress notes and the action tracker. The Expert will submit a final completion and handover report covering work undertaken, materials produced, outstanding actions, risks and recommendations for continued implementation.

 

Reporting Obligations

The Expert will work for the NRBT's Assistant Governor Operations and designated payments staff on a day-to-day technical basis and administratively to the Project Coordinator in the PIFS PMU. Technical priorities, work planning and expected outputs will be agreed with NRBT, PIFS and the World Bank payments team. Coordination will also involve the PIFS Payment Systems Specialist and Tonga Country Coordinator as relevant.

Monthly timesheets and short monthly activity notes will be submitted to the NRBT and the PIFS PMU confirming the principal activities undertaken. The notes will record days worked, in-country and remote inputs, meetings, outputs, implementation issues, decisions required and activities planned for the following month.

The Expert will update the action tracker at least monthly and submit quarterly progress notes against the agreed work plan. Technical outputs will be shared with NRBT and PIFS, with World Bank review or no-objection obtained where required under the project arrangements.

 

Institutional Arrangements

This is a time-based individual consultant assignment contracted by PIFS through the PMU under the Pacific Strengthening CBR Project. PIFS will contract the independent individual consultant through the PMU for the benefit of NRBT. The proposed term is up to 12 months and up to 240 working days, providing for a full-time level of input. This workload does not establish a requirement for continuous residence in Tonga.

The current planning assumption is that 50-60 percent of input days will be delivered in Tonga, working directly with NRBT in Nuku'alofa, with remote inputs used for document preparation, follow-up and coordination. NRBT must confirm whether this meets its requirements or whether a fully resident expert is required. The agreed arrangement and related budget must be settled before recruitment and stated consistently in the advertisement and contract.

NRBT will facilitate access to relevant documents, designated staff and industry participants. Office space and meeting facilities may be provided by NRBT for in-country inputs and by PIFS for agreed inputs in Suva, subject to availability. The Expert will maintain secure records and comply with confidentiality requirements.

Continuation or extension will be subject to performance, project needs, budget availability, procurement plan arrangements and applicable approvals. Performance reviews will assess the quality and timeliness of advisory support, counterpart engagement and knowledge transfer.

 

Performance Indicators

Performance assessment will focus on inputs, the quality of working products, implementation support and knowledge transfer within the agreed time-based work plan. The Expert will be assessed on the following:

Confidentiality and Conflict of Interest

The Expert will comply with NRBT’s statutory requirements, including all applicable confidentiality, secrecy, data protection and information-protection obligations, as well as relevant PIFS and World Bank policies and rules on anti-corruption, prevention of fraudulent practices, conflicts of interest and confidentiality. Sensitive information obtained during the assignment will be kept confidential and handled only for the purposes of the assignment. Findings, data, reports and recommendations must not be published or disclosed without prior written consent from NRBT and PIFS, and World Bank clearance where required.

Draft reports and other documents will be reviewed and cleared through the agreed NRBT, PIFS and World Bank arrangements before final issue. A non-disclosure agreement may be signed and attached to the contract. Documents and data will be stored, transmitted and handled securely in accordance with NRBT’s applicable statutory and information-protection requirements and the contractual provisions of the assignment, and transferred to the designated counterparts at handover.

A Master's degree or equivalent qualification in economics, finance, law, public policy, payment systems, information systems, business administration or a related field.

Experience

At least fifteen (15) years of professional experience with a central bank, banking regulator, monetary authority or similar financial-sector authority, including payment system operations, oversight, regulation or related functions. Candidates must have held a department-head or equivalent senior role and demonstrate relevant advisory or implementation experience.

Desirable Qualifications

These criteria are desirable qualifications that will be considered in confirming the suitability of the proposed consultant and documenting the direct selection justification. Candidates who meet the mandatory criteria will be ranked out of 100 points based on the scoring criteria above. The evaluation committee may interview the highest-ranked candidates where clarification is required or where candidates are closely ranked.
