The objective of the assignment:
The purpose of this consultancy is to identify, collect, and prepare relevant agroclimatic datasets and support their seamless integration into the Global Wildfire Information System (GWIS). The assignment will help expand the system’s usefulness so that it becomes a decision-making platform hosted by both the FSRP and the Water Unit. Policymakers, planners, and farmers should be able to rely on GWIS not only for groundwater data but also for guiding agricultural practices, improving water use efficiency, and planning food production. More information is provided in the Terms of Reference attached/ available upon request
Expected Outcomes
By the end of the consultancy, agro-climatic data that can be layered in the GWIS and can be used by both water and agriculture stakeholders will be made available for three cross-border areas: Karamoja, Moyale, and FerFer. This will make it easier for policymakers and farmers to make decisions that optimise water use and improve crop yields. It will also provide stronger evidence for Member States to design policies and investments that link water and food systems in a more resilient way.

A minimum of 10 years of experience in telecommunications consulting, digital policies and regulations, with experience advising on regional mobile roaming strategies and management.
\nA demonstrated track record of completing at least three (3) similar assignments, with a focus on relevance and recent experience. This includes legal reviews, the review of national/regional spectrum policies/strategies, regulatory frameworks for spectrum management, and spectrum security-related issues.
\nPrior experience in conducting multi-country mobile roaming studies in Africa.
\nPrior experience of working closely with the public sector, private sector and other relevant stakeholders, especially in the digital economy.

\n\nAssignment Title: Third-Party Monitoring Services for Ethiopia Development Response to Displacement Impacts Project Phase II (P178047)

\n\n1. The Intergovernmental Authority on Development (IGAD) has received financing from the World Bank towards the cost of the Regional Policy Dialogue and Knowledge Exchange on Development Responses to Forced Displacement in the Horn of Africa and intends to apply part of the proceeds for consulting services.
\n\n2. The Bank’s oversight role is described in the FA signed with the GoE for ET-DRDIP II. Oversight activities are normally undertaken by the World Bank as part of the regular project cycle. While Bank staff can travel to some areas in Ethiopia, they are unable to reach all project sites due to security constraints. To support the World Bank Task Team to fulfil its monitoring and supervision obligations, IGAD is seeking a qualified and experienced TPMA to provide third-party monitoring to ensure that World Bank funds are being utilized in accordance with the terms of the FA and the Project Implementation Manual (PIM).
\n\nWhile the contract will be with IGAD, this assignment will include frequent interaction with the World Bank team based in Addis Ababa and Dar es Salaam and counterparts in the MoA. Bi-annual meetings will take place between senior management of the TPMA and the IGAD and World Bank teams to discuss progress and operational issues.
\n\nThe WB’s monitoring obligations with respect to ET-DRDIP II encompass overall progress, fiduciary issues and environmental and social risk management. The TPMA’s services will include monitoring of all aspects of project implementation
\n\n3. The assignment is to be carried out from May 1, 2026, until December 31, 2026. the closing date of ET-DRDIP II. However, continuation of the contract may be considered in the case an extension of the project is confirmed, conditional on satisfactory performance.

The TPMA will need to satisfy the following requirements:

a. Proven track record in independent monitoring. The consultant will require experience in providing fiduciary and operational monitoring services in fragile, conflict-affected situations (FCS), including across a diverse array of projects that are geographically dispersed. Qualified firms will require at least ten years of experience in undertaking large-scale program monitoring and quality assurance in FCS, including infrastructure and community-based development projects.
\n\nb. The selected firm should be able to demonstrate familiarity with working in conflict-affected environments, including a record of ensuring safety of field monitoring teams.
\n\nc. Ability to mobilize rapidly a project team with appropriate qualifications. Qualified firms must be able to demonstrate the ability to mobilise to start this assignment within 4 to 6 weeks of contract award. The ability to mobilize rapidly for this program will depend on key personnel being in place: (i) an Addis Ababa-based management team with experience in large-scale project monitoring; and (ii) a pool of sector specialists on whom the TPMA will be able to call at short notice with sector-specific specialist knowledge.
\n\nd. Capacity on developing and using geo-spatial databases.
\n\ne. Attention will be paid to the number of female staff included in the personnel list/and or the TPMA’s strategy to recruit and retain an adequate number of female field personnel.

\n\n6. The firm shall demonstrate as having the requisite technical expertise to undertake the assignment with the indicated qualifications and experience. The TPMA will propose the number and type of experts, their geographical locations and the allocation of their responsibilities, but the team must include the following expertise:
\n\na. Program Manager. To provide overall team management, guidance and direction and to serve as the point of contact with IGAD, the World Bank and the ET-DRDIP II PCU. \n• Develop forage balance maps based on accessible forage and livestock needs.
\n3.4 Data Validation and Coordination
\n• Collaborate with national livestock, rangeland, and early warning institutions to validate EO-based assessments using field observations and reports.
\n• Liaise with regional and international partners to harmonize indicators, methodologies, and data standards.
\n• Ensure consistency and harmonization of analytical outputs across regional platforms.
\n3.5 Capacity Building and Knowledge Transfer
\n• Train national analysts and technical staff in EO-based pasture and rangeland monitoring tools and methods.
\n• Develop training manuals, technical guidelines, and standard operating procedures.
\n• Support capacity-building workshops and technical exchanges with IGAD Member States.
\n• Produce pasture and rangeland conditions bulletins highlighting forage status, water availability, forage balance, and areas at risk of stress.
\n• Develop rangeland degradation and recovery maps to support policy decisions.
\n4.Minimum Consultant’s qualifications and experience requirements
\n• Advanced degree (Masters or PhD) in Rangeland Ecology, Geospatial Sciences, Agricultural Meteorology, Climate Science, or a related field.
\n• At least 7 years of professional experience in rangeland monitoring, pasture assessment, or EO-based environmental analysis.
\n 4.1. Skills and Competencies
\n• Strong understanding of rangeland ecology, pasture dynamics, and forage production processes in arid and semi-arid lands (ASALs).
\n• Proficiency in using multi-sensor EO data (optical, radar) for rangeland monitoring, including MODIS, Sentinel-1/2, Landsat, or equivalent platforms.
\n• Demonstrated knowledge of pastoral and agropastoral livelihood systems, including seasonal mobility, grazing strategies, and resource use patterns.
\n• Experience in monitoring surface water bodies, water points, and watering corridors using EO and ancillary datasets.
\n• Experience integrating EO data with field observations, livestock data, and national rangeland monitoring systems.
\n• Experience developing technical guidelines, manuals, and standard operating procedures.
\n• Familiarity with the rangelands in the IGAD region is an advantage.
5. The Consulting Services Contract is expected to be for a period of Twelves (12) calendar months from the date of commencement, subject to renewal on annual basis throughout the project lifetime upon satisfactory performance.

\n\nThe Intergovernmental Authority on Development (IGAD) has received financing from the World Bank/IDA. /IDA in amount of $ 15Milion toward the cost of the Health Emergency Preparedness, Response and Resilience Program using a Multiphase Programmatic Approach (MPA)- HEPRR, and it intends to apply part of the proceeds to payments for consulting service of recruitment of Individual consultant to conduct a Landscape Analysis of the Situation of Animal Health Laboratory Network and Capacity in the AFE Region.
\n\nThe main objective of the Assignment
\n\nThe overall objective of the assignment is to conduct a comprehensive landscape analysis of the situation of Animal Health Laboratory Networking and capacity in the AFE region. The landscape analysis will be aimed at providing significant and objective input and guidance for the strengthening of Animal Laboratory Network in the region through development of a strategy or guideline which will be focused to enhance efficiency, security, and collaboration capabilities of the animal laboratories in the optimization of available laboratory diagnostic capabilities/resources, in strengthening regional capacity to detect pandemics/ epidemics towards enhancing global/regional health Security (The Detailed Terms of Reference (TORs) are attached to this REOI).
