  1. Le Gouvernement de la République togolaise a obtenu un financement de l’Association internationale de développement (IDA) pour financer le coût du Projet Corridor Economique Lomé-Ouagadougou-Niamey, et se propose d’utiliser une partie des fonds pour effectuer des paiements autorisés au titre du contrat pour lequel cet avis à manifestation d’intérêt est publié.
  2. Les services du consultant consisteront entre autres :

2. La durée prévisionnelle globale de la mission est de trois (3) mois, pour un crédit temps de 60 jours. La mission sera déclenchée par un ordre de service de démarrage.

3. Le Ministère des Transports, du Désenclavement et des Pistes Rurales (MTDPR) à travers l’Unité de Coordination du Projet Corridor Economique Lomé-Ouagadougou-Niamey, invite les consultants éligibles à manifester leur intérêt à fournir les Services décrits ci-dessus. Ces derniers devront fournir les informations démontrant qu’ils ont les qualifications et expériences pertinentes pour fournir ces services.      

A cet effet, les consultants doivent apporter les informations suivantes :

5. Le marché sera attribué au consultant ayant les qualifications et expériences les plus pertinentes pour l’exécution de la mission avec une meilleure offre financière.

6. La passation du marché sera conduite suivant la méthode de « consultant individuel » telle que définie dans le « Règlement de Passation des Marchés pour les Emprunteurs sollicitant le Financement de Projets d’Investissement (FPI) de novembre 2020 de la Banque Mondiale (« le Règlement de passation des marchés ») et ouverte à tous les soumissionnaires de pays éligibles tels que définis dans les Règles de passation des marchés.

7.Les consultants intéressés par la mission sont invités à porter leur attention
sur les paragraphes sur la section III, paragraphes 3.14, 3.16 et 3.17 du Règlement
de Passation des Marchés de la Banque Mondiale pour les Emprunteurs sollicitant
un Financement de Projets d’Investissement (FPI) de novembre 2020 des Services de Consultants qui décrivent
les politiques de la Banque Mondiale sur les conflits d’intérêt.

8. Les informations complémentaires relatives au présent recrutement peuvent être obtenues à l’adresse indiquée ci-dessous, du lundi au vendredi, de 8 h à 12 h et de 15h à 17h TU.

9.   1. La République du Bénin a sollicité un financement de la Banque mondiale et de la Banque Asiatique d’Investissement pour les Infrastructures (AIIB) pour la mise en œuvre du Projet de Mobilité Urbaine Durable dans le Grand Nokoué (PMUD-GN), et a l’intention d’utiliser une partie du montant de ce financement pour effectuer les paiements au titre du marché relatif à la réalisation de la mission d’Études de faisabilité technico-économique et plan d’affaires (incluant une étude technique niveau Avant-Projet Sommaire (FPA-APS), un Avant-Projet Détaillé et l’appui à la passation de marchés (APD-PM)) pour la mise en œuvre d’un système de transport public et son exploitation durable dans le Grand Nokoué.
  2. Les services de consultant (« les Services ») comprennent :

Phase A – Étude de faisabilité technico-économique et plan d’affaires pour la mise en œuvre d’un système de transport public et son exploitation durable (FPA-APS)

Les prestations relatives au plan de communication et de marketing seront confiées à une agence de communication recrutée dans le cadre du projet ; celles relatives à la politique et à la stratégie de stationnement sont intégrées aux termes de référence de l’étude du plan de circulation du Grand Nokoué. Le consultant pourra être sollicité pour mettre à la disposition de ces prestataires les éléments techniques utiles issus des tâches A1 à A6 et assurera la cohérence d’ensemble.

Phase B – Étude d’Avant-Projet Détaillé et appui à la passation de marchés (APD-PM)

Les services de consultant démarreront en mars 2027 pour une durée de Seize (16) mois. Le consultant devra mobiliser les moyens en personnel qualifié et mettre en place une organisation appropriée pour des prestations de qualité.

3. La Société des Infrastructures Routières et de l’Aménagement du Territoire (SIRAT), Structure de mise en œuvre du Projet de Mobilité Urbaine Durable dans le Grand-Nokoué (PMUD-GN) invite les firmes de consultants éligibles (« Consultants ») à faire part de leur intérêt à fournir les services.

Les Consultants intéressés doivent fournir les informations démontrant qu’ils possèdent les qualifications requises et une expérience pertinente pour l’exécution des Services. Les critères pour l’établissement de la liste restreinte sont :

Ce critère sera évalué à travers la note de présentation du cabinet/firme, organigramme de structure et plan d’assurance qualité interne ou certificat ISO. En cas de groupement, tous les membres doivent satisfaire au critère.

La liste restreinte comprendra cinq (05) à huit (08) cabinets.

NB : Seules les attestations de bonne fin d’exécution des missions précédentes fournies par les cabinets seront prises en compte pour l’évaluation des manifestations d’intérêt.

Pour être retenu sur la liste restreinte, le cabinet doit obtenir une note supérieure ou égale à 70 points à l’issue de l’évaluation des manifestations d’intérêt.

En cas d’égalité entre les Cabinets, le critère relatif à la « missions de conception et d’études de système de transport public en commun en agglomérations urbaines au cours des dix (10) dernières années » permettra de les départager.

Les experts clés ne seront pas évalués à l’étape de la préparation de la liste restreinte.

4. L’attention des Consultants intéressés par la présente mission est portée sur les paragraphes 3.14, 3.16 et 3.17 du Règlement de Passation des Marchés pour les Emprunteurs sollicitant un Financement de Projets d’Investissements (FPI) de septembre.

 5. Les Consultants peuvent s’associer avec d’autres firmes pour renforcer leurs compétences respectives en la forme d’un groupement solidaire ou d’un accord de sous-traitant. En cas de groupement, tous les membres du groupement seront solidairement et conjointement responsables pour le contrat dans son intégralité, si sélectionné.

 6. Un Consultant sera sélectionné selon la méthode de Sélection Fondée sur la Qualité et le Coût telle que décrite dans le Règlement de Passation des Marchés.

D’une manière générale, l'Union des Comores à travers le Ministère de l’Education Nationale, de l’Enseignement, de la Recherche Scientifique, de la Formation et de l’Insertion Professionnelle s’associe et participe à l’Approche programmatique multiphase (APM) pour promouvoir des méthodes innovantes pour favoriser l’apprentissage en Afrique de l’est et australe. L’APM proposée, intitulée « Advancing Innovative Methods to Promote Learning » (AIM4Learning) ou Favoriser des méthodes innovantes pour promouvoir l’apprentissage, intègre des approches résolument nouvelles pour offrir une meilleure éducation aux élèves.

Cependant, l’Union des Comores a subi ces dernières années des chocs et des perturbations qui ont fortement impacté le système éducatif du pays, accentué les pertes d’apprentissages, les profondes inégalités scolaires et les risques d’exclusion scolaire des groupes les plus vulnérables. Il est nécessaire de rétablir et sauvegarder l’éducation en tant que droit fondamental, vecteur de développement, facteur de réduction de la pauvreté et levier puissant pour la paix, la résilience aux changements climatiques et au développement durable.

C’est ainsi que le Gouvernement comorien a obtenu un Don de l’Association International de Développement (IDA) et du Fonds du Partenariat mondial pour l’éducation équivalent à 23,7 millions de dollars pour répondre aux besoins du pays en matière d’amélioration et du renforcement de l’éducation pour l’amélioration des Résultats en Matière de Capital Humain aux Comores.

Il est prévu qu’une partie des sommes accordées au titre de ce Don sera utilisée pour effectuer le paiement à titre du contrat portant « Recrutement d’un(e) Assistant(e) de direction du projet Education à la Coordination Nationale ».

L’Assistant(e) sera recruté Conformément au « Règlement de Passation des Marchés dans le Cadre du Financement de Projets d’investissements (FPI) Fournitures, Travaux, Services Autres que des Services de Consultants et Services de Consultants », 7ème Edition- Septembre 2026.

La méthode de sélection est la « Sélection de Consultants Individuels (SCI) ».

1.Le Gouvernement de la République de Madagascar a obtenu un financement de l’Association Internationale de Développement (IDA) pour financer la mise en œuvre du Projet de Transformation économique pour la croissance inclusive (PIC3). Une partie du crédit sera utilisée pour effectuer les paiements au titre du contrat cité en objet.
2.La Coordination Nationale du Projet sollicite des offres fermées de la part des soumissionnaires éligibles et répondant aux qualifications requises pour réaliser les Travaux de réhabilitation d’infrastructures d’accès urbains à Tuléar - Région Atsimo Andrefana en lot « unique indivisible ». En tranche ferme, les travaux sont destinés à améliorer l’exploitation du port par la réhabilitation des infrastructures existantes : digue d’accès, éclairage et clôture de séparation du quai long courrier au quai de batelage. La voirie Don bosco dans la ville de Toliara, d’un linéaire de 2,5km, fera également l’objet de travaux de réhabilitation et sera revêtue en couche de bitume. En tranche conditionnelle, les travaux consisteraient à réhabiliter les appontements du bac à Saint-Augustin et Soalara Sud.
3.La procédure sera conduite par une mise en concurrence nationale en recourant à un Appel d’Offres (AO) telle que définie dans le « Règlement de Passation des Marchés applicables aux Emprunteurs dans le cadre de Financement de Projets d’Investissement » de la Banque Mondiale 6ème édition – Février 2025 et ouvert à tous les soumissionnaires éligibles tels que définis dans le Règlement de passation des marchés. 
4.Les Soumissionnaires intéressés et éligibles peuvent obtenir des informations auprès du bureau de la Coordination Nationale du Projet PIC 3 et prendre connaissance du dossier d’Appel d’offres à l’adresse mentionnée ci-dessous pendant les heures de bureau de 09 heures à 17 heures.
5.Le Dossier d’Appel d’offres en Français peut être obtenu par tout soumissionnaire intéressé en formulant une demande par lettre ou par mail mentionnant les coordonnées complètes du candidat (Nom du Candidat, adresse physique complète, adresse e-mail, téléphone) à l’adresse ci-dessous.
6.Les offres devront être remises à l’adresse ci-dessous au plus tard le 16 octobre 2026 à 10 heures. La soumission des offres par voie électronique ne sera pas autorisée. Toute offre arrivée après l’expiration du délai limite de remise des offres sera rejetée. Les offres seront ouvertes en présence des représentants des soumissionnaires et des personnes présentes à l’adresse mentionnée ci-dessous à 10 heures, heure de Madagascar le même jour que dessus.
7.Les offres doivent être accompagnées d’une Garantie d’offre, pour un montant de CINQ CENT MILLIONS ARIARY (MGA 500 000 000,00), ou CENT MILLE EUROS (EUR 100 000,00) ou CENT SEIZE MILLE DOLLARS AMERICAINS (USD 116 000.00)
8.Des visites des lieux seront organisées par le Maître d’Ouvrage le lundi 28 et le mardi 29 septembre 2026 à 09 heures, le rendez-vous est fixé au Bureau de la Coordination Régionale du Projet PIC, sis au Villa Iko, quartier Andaboly, Toliara. Les visites ne sont pas obligatoires mais les soumissionnaires sont encouragés à y participer. Chaque soumissionnaire assumera ses propres frais.

Le Gouvernement de la République de Madagascar a reçu un financement de la Banque mondiale pour couvrir le coût du Projet de Connectivité Numérique et Energétique pour l’Inclusion à Madagascar (Projet DECIM) et a l'intention d’utiliser une partie du montant de ce crédit pour effectuer les paiements au titre du contrat suivant : Recrutement de trois Comptables pour appuyer l’Unité de Coordination du Projet DECIM à enregistrer les documents comptables dans la plateforme « Fundschain » pour une durée maximale de 3mois.

Les services de consultant (« les Services ») consistent à : Sous la supervision du Responsable Administratif et Financier (RAF), les trois Comptables sont tenus d’assurer l’enregistrement des 4 999 transactions avec les documents (pièces justificatives) correspondants dans la plateforme « Fundschain » sur une durée maximale de 3mois.

La durée du mandat est prévue pour une période de trois (3) mois non renouvelable. Le poste est basé à Antananarivo au sein de l’UCP DECIM.

Le Comptable travaillera à plein temps dans les locaux de l'UCP DECIM.

L’attention des Consultants intéressés est attirée sur la Section III, paragraphes, 3.14, 3.16 et 3.17 du « Règlement de Passation des Marchés pour les Emprunteurs de FPI » de la Banque mondiale, édition septembre 2023, qui énonce la politique de la Banque mondiale en matière de conflits d’intérêts liés à cette mission. En outre, veuillez-vous référer aux informations spécifiques suivantes sur les conflits d'intérêts liés à cette mission conformément au paragraphe 3.17 du Règlement de Passation des Marchés :

« Le Consultant qui a une relation professionnelle ou familiale étroite avec tout cadre de l’Emprunteur, de l’organisme d’exécution du projet, d’un bénéficiaire d’une fraction du financement de la Banque ou de toute autre partie représentant l’Emprunteur ou agissant en son nom qui participe directement ou indirectement à tout segment : (i) de la préparation des Termes de référence de la mission ; (ii) du processus de sélection pour le contrat ; ou (iii) de la supervision du contrat, ne peut être attributaire d’un contrat, sauf si le conflit résultant de ladite relation a été réglé d’une manière que la Banque juge satisfaisante tout au long du processus de sélection et de l’exécution du contrat ».

Les consultants seront sélectionnés conformément à la méthode de Sélection de Consultants Individuel énoncée dans le Règlement de Passation des Marchés.

Dans le cadre de la mise en œuvre de sa stratégie nationale de développement des PME, le Gouvernement de la RDC a sollicité et obtenu de l’Association Internationale de Développement (IDA) un crédit et un don pour financer le « Projet d’Autonomisation des femmes entrepreneures et mise à niveau des PME pour la transformation économique et l’emploi », TRANSFORME RDC en sigle. L’objectif de développement de ce projet est d’améliorer la croissance et la création d'emplois des MPME nouvelles et existantes, en particulier celles appartenant à des femmes, dans des zones géographiques sélectionnées. Le projet devrait permettre d'atteindre l'objectif de développement en s'attaquant à trois contraintes critiques pour les emplois du secteur privé et la transformation économique : (i)capacités des entreprises ; (ii) accès au financement ; et (iii) environnement des affaires.

 

  1. Le Responsable du Système de Suivi-Évaluation est chargé d’assurer la conception, la coordination, la supervision et l’amélioration continue du système de suivi-évaluation du Projet TRANSFORME afin de garantir :

Le Gouvernement de la République Démocratique du Congo (RDC) a adressé à la Banque Mondiale une requête relative au financement de deux nouveaux projets, le Projet de Facilitation des Investissements (PFI) et le Projet de Développement de la Capacité Statistique pour Améliorer la Prise de Décision (DECIDE) et à l’intention d’utiliser une partie du financement du projet PFI pour effectuer des paiements au titre du Marché de recrutement d’un (e) coordonnateur (trice) de l’unité de gestion du projet.

Afin d’assurer un leadership efficace, conforme aux politiques de la Banque mondiale, aux normes fiduciaires et aux exigences du Cadre environnemental et social (CES), un/une coordonnateur/coordonnatrice de projet est recherché(e) pour superviser les activités quotidiennes de l’ensemble des projets au sein de l’UGP et assurer une articulation claire des responsabilités du personnel entre les différentes opérations.

Sous la supervision du Ministre en charge du Plan, le (la) Coordonnateur (trice) aura pour mission de :

Assignment Title: Provision of International Advisory and Technical Support Services to the Project Management Group under the President of Tajikistan

The Republic of Tajikistan has received financing from the World Bank toward the cost of the Sustainable Financing for Rogun Hydropower Project and intends to apply part of the proceeds for consulting services for Provision of International Advisory and Technical Support Services to the Project Management Group under the President of Tajikistan (PMG).

The overall objective of this assignment is to provide Project Implementing Agency with high-level technical, managerial, procurement, contract management, civil works, electromechanical, and environmental & social expertise required for effective oversight of the Rogun HPP project during the construction phase, including for the oversight of the Project Management Consultant (PMC), the HSE Supervisor, the Dam Safety Panel of Experts (DSPoE) and the Environmental and Social Panel of Experts (ESPoE) and Contractors.

The scope of services includes, among others, the following:

  1. Supporting Project Implementing Agency in the overall technical, managerial, procurement, contractual, and environmental and social oversight of the Project;
  2. Reviewing reports, deliverables, recommendations, and decisions prepared by the Project Management Consultant and other consultants;
  3. Advising Project Implementing Agency on technical, contractual, procurement, and E&S matters related to the Project;

The Project Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan (PMG) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  1. Legal status. The Consultant shall be a legally registered entity that has been established and operating for at least the last ten (10) years. A copy of the certificate of incorporation or an equivalent registration document issued by the relevant authority in the country of establishment shall be provided. In the case of a joint venture (JV), this requirement shall apply to each JV member.
  2. General experience. The Consultant shall have at least fifteen (15) years of experience in providing advisory, owner’s-engineer, project-management, construction-supervision, or technical-support services to project implementing agencies or employers responsible for large dam and hydropower projects.
  3. Specific experience.

The Consultant shall demonstrate the following experience on large dam or hydropower projects:

  1. technical-support and/or owner’s-engineer services;
  2. construction-supervision services;
  3. contract-administration support under FIDIC-based contracts, including claims and variations management; and
  4. services in i, ii, or iii above on a project financed by the World Bank, AIIB, ADB, EIB, or another Multilateral Development Bank.

The above experience may be demonstrated through one or more assignments. However, the Consultant shall demonstrate at least one (1) principal assignment for a large dam or hydropower project with an installed capacity of at least 300 MW and a dam height of at least 100 m. The underlying construction-works value of the principal referenced project shall be at least US$300 million.

For each referenced assignment used to demonstrate any of the above requirements, the Consultant shall provide the name of the assignment, location and country, name of the client, description and scope of the services performed, Consultant’s contract value, value of the underlying construction works, duration, years of execution, completion status, and the Consultant’s role in the assignment.

In the case of a JV, the experience of the JV members may be combined. However, the experience of proposed subconsultants, affiliated entities, or individual experts shall not be considered the corporate experience of the Consultant or the JV members.

4. Capacity to deliver. The Consultant shall submit a detailed organogram demonstrating the managerial and organizational capability to carry out the assignment, and shall provide evidence of a quality management system (ISO 9001 or equivalent).

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (Seventh Edition, September 2025) (Procurement Regulations) setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but shall indicate clearly in the Expression of Interest whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.

The Government of Ghana has secured a US$200 million World Bank IDA credit to implement the six-year Ghana Tree Crop Diversification Project (TCDP). The Project seeks to improve economic, social and climate resilience across the cocoa, coconut, cashew and rubber value chains. It is implemented by the Ghana Cocoa Board (COCOBOD) for cocoa and the Tree Crops Development Authority (TCDA) for coconut, cashew and rubber.

The Project supports institutional strengthening and sector governance; productivity and climate resilience; post-harvest management, value addition and market access; and project coordination, monitoring and evaluation.

  1. THE OBJECTIVES OF THE ASSIGNMENT

Reporting to the Project Coordinator, the Environmental Specialist will provide technical leadership and oversight for environmental and climate safeguards. The Specialist will ensure that all project activities are environmentally sustainable, climate-resilient and compliant with Ghanaian environmental requirements and the World Bank Environmental and Social Framework (ESF).

The Specialist will lead the implementation and monitoring of the Project’s environmental, social and Occupational Health and Safety (OHS) instruments, including the ESMF, IPMP, LMP, SEP, ESCP and site-specific instruments such as ESIAs, ESMPs and environmental and social audits.

Background:

The Gambia is a small country with a total area of about 10,690 square kilometers.  It is surrounded on all sides by the Republic of Senegal, except in the West by the Atlantic Ocean. The population is estimated 2.42 million with a high population growth rate of 3.1 percent per year (Census, 2024). The 2017 Human Development Index shows the country rank at 174 out of 189 countries. Efforts to fight poverty have also proven ineffective with poverty levels remaining unchanged in the past decade (the percentage of households living below the poverty line of 1.25 $/day is 48.65 per cent in 2015 (HIS 2015/2016). The average GDP growth of 3 per cent per annum has barely kept up with population growth of 3.1 per cent. Data from the 2019/20 Demographic Health Survey (DHS) showed encouraging results for U5MR having dropped to 34 per 1,000 down from  54 per 1,000 live births in 2013, Maternal Mortality Ratio estimated 189/100,000 down from at 433/100000 live births in 2013.

Micronutrient deficiencies are widespread and continue to pose serious public health risks. Anaemia affects 44.8% of children, and only 10.8% of households consume adequately iodized salt even though 77% do consume iodized salt. Vitamin A deficiency affects 18.3% of children under five (MICS 2018). These figures highlight the urgency of interventions such as supplementation, iodization, fortification, and biofortification, supported by regulatory frameworks like the Food Fortification Regulation (2020). Despite these efforts, gaps in coverage and compliance persist, particularly in rural and underserved communities. Strengthening supply chains, enforcement mechanisms, and public awareness campaigns will be essential to improving micronutrient outcomes.

Infant and young child feeding practices show mixed progress. While 98% of children are breastfed, only 36% of mothers initiate breastfeeding within one hour of birth and 53.6% of children are exclusively breastfed. Complementary feeding remains inadequate, with just 15% of children receiving a minimum acceptable diet. The prevalence of malnutrition has improved with the DHS 2019/20 estimating stunting at 17.5% from 25% in 2013, wasting 5.1% from 12% and underweight 11.6% from 16%. These indicators reflect broader food and nutrition security challenges. The country produces only 50% of its food needs and over half the population (60.2%) do not have enough to meet their food expenditure, according to the Integrated Household Survey (IHS 2022). Climate change, low agricultural productivity, and population growth exacerbate these conditions, prompting national strategies focused on climate-smart agriculture, diversified and increased local food promotion and integration of nutrition into broader development efforts.

Non-communicable Diseases (NCDs) are on the rise, driven by poor diets, sedentary lifestyles, and urbanization. Hypertension affects 47% of adults, and obesity is significantly higher among women (20.2%) compared to men (3.9%) (WHO STEPS Survey 2019). Only 6.6% of the population meets WHO physical activity guidelines, reflecting lifestyle shifts associated with urbanization, poor dietary habits and sedentary lifestyles. The Fill the Nutrient Gap analysis 2025 shows that only 29% can afford a healthy diet. National responses focus on prevention by adopting appropriate dietary guidelines and lifestyles through social and behaviour change communication, and multisectoral collaboration. However, implementation remains fragmented, and greater investment in community-based prevention and promotion of healthy behaviours is needed.

As a cross cutting issue, the improvement and implementation of nutrition interventions and programme requires a strong coordination mechanism to avoid duplication and gaps. The National Nutrition Agency (NaNA) was established in 2000 as a semi-autonomous government institution strategically placed under the Office of The Vice President through an Agency Board with the legal mandate to coordinate nutrition and nutrition-related activities and advocate for the mainstreaming of nutrition into the macroeconomic and sectoral policy frameworks, implement nutrition activities, monitor nutrition interventions and programmes, mobilize and manage resources in The Gambia.

The Agency became a legal entity in 2005 through an Act of the National Assembly (Food Act 2005) which is now repealed and replaced by the Nutrition Act 2024. This ensures effective coordination of nutrition interventions across sectors. The Agency serves as the Secretariat to the National Nutrition Council (an inter-Ministerial body chaired by the Vice President), the country Scaling Up of Nutrition (SUN) Movement and the National Alliance for Food Fortification (NAFF).

The Agency was charged with the overall coordination and implementation of the policy with the following core mandates:

  1. Coordination of policy implementation
  2. Implementation of nutrition activities
  3. Secretariat of the National Nutrition Council
  4. Nutrition policy analysis, research and indicative planning
  5. Monitoring of nutrition interventions and programmes
  6. Mobilisation, management and coordination of resources

Following the enactment of the Nutrition Act 2024, there is need to develop a regulation that is critical for establishing and  formalising the multisectoral governance structures that ensure food and nutrition security and better help to understand and implement the Nutrition Act 2024. The regulation will also translate political commitment into actionable, accountable and sustainable interventions. To work on the development of a Nutrition Regulation, The Gambia, Resilience, Inclusion, Skills and Equity (RISE) Project  has sought the expertise of a Legal Expert for the task.

Objective of The Assignment:

The objective of exercise is to review and develop comprehensive nutrition regulation.

Scope of Work and Key Responsibilities:

The scope of the work will cover the following:

  1. Inception meeting to identify areas of focus for the development of the regulation
  2. Map out which provisions of the Nutrition Act 2024 require secondary legislation particularly focusing on:
    1. Establishment of the Nutrition Fund (modalities, management tea composition and areas of usage)
    2. Reference intake of vitamins and minerals in food sources
    3. Prescription of fortification mix
    4. Establishment of fortification coordination platform (NAFF)
  3. Draft a Nutrition Regulation
  4. Conduct consultative meetings to seek the views of the stakeholders on the new draft Nutrition Regulation
  5. Incorporate views and comments in the draft Regulation
  6. Conduct a national validation of the draft regulation
  7. Facilitate review by the Ministry of Justice
  8. Finalize the Regulation and submit for approval by the Minister responsible for Nutrition

The Draftsman will require close collaboration with the NaNA for continued guidance.

4.  Individual Consultant Qualifications and Experience

Given the high level of technical rigor required to carry out the exercise, which is a succinct and analytically sound comprehensive Nutrition Regulation, dedicated human resource capacity is required in terms of time and technical expertise in conducting such a task. National Expert will objectively review the implementation and coordination mechanisms established by the Nutrition Act 2024 and any other relevant mechanisms. Hence an appropriate experienced expert, who is familiar with the development context in The Gambia and having good working experience of drafting regulations will be preferred. The Government of The Federated States of Micronesia (FSM) has received financing from the World Bank toward the cost of the Strengthening Public Financial Management II Project (P181237) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include providing full-time technical advisory support to the implementation of Component 3 Enhanced Human Resource Capacity, Communications and Change Management of the PFM II Project, including:

The Human Resource Development and Change Management Advisor will support the Government of FSM in operationalizing existing human resource development, capacity development, training, change management, FMIS adoption, stakeholder communication and citizen engagement strategies and frameworks developed under the Project.

The assignment will be based in Palikir, Pohnpei, Federated States of Micronesia, with travel to the four State Governments as required. The assignment is expected to be full-time for twenty-four (24) months, with an anticipated start date as soon as possible, subject to completion of the selection and contracting process.

  1. BACKGROUND

The Government of the Federated States of Micronesia (GoFSM), through the Department of Finance and Administration (DoFA), is implementing the World Bank-financed Strengthening Public Financial Management II Project (P181237).

 

The Project builds on achievements under the previous Public Financial Management Project and aims to strengthen fiscal management practices, improve transparency, expand digital financial management systems, and enhance institutional capacity across the National Government and the four State Governments.

 

The Project consists of four components:

 

Component 3 supports the development of the human and institutional capacity required to sustain PFM reforms, including professional development, organizational change, communication, knowledge transfer, and stakeholder engagement.

 

During the initial phase of implementation, the previous Human Resource Development (HRD) Advisor developed a number of strategic and institutional tools to guide Component 3 implementation, including:

The Project has now moved from the strategy development phase into implementation. The Human Resource Development and Change Management Advisor will therefore focus on completing outstanding assessments, operationalizing the existing frameworks, coordinating implementation activities, and supporting measurable progress under Component 3.

 

The assignment requires a professional with demonstrated experience in human resource development, organizational change, institutional capacity building, training systems, and public sector reform.

 

  1. OBJECTIVE OF THE ASSIGNMENT

The objective of the assignment is to support implementation of Component 3 of the PFM II Project by translating existing strategies, frameworks, training plans, and institutional development tools into practical activities that strengthen government capacity to sustain PFM reforms.

 

The Advisor will support DoFA and State Government counterparts to:

IR-6: Number of individuals completing certifications in specialized technical areas and retained within GoFSM, of which at least 50 percent are women.

 

Priority areas include:

IR-7: Increased engagement with citizens on public finances and the role of DoFA.

IR-8: Training partnerships established for qualification programmes in specialized public financial management disciplines.

 

In carrying out these responsibilities, the Advisor will coordinate with the relevant technical specialists, including the Budget Adviser and Procurement Reform Adviser, on transparency and publication activities. The technical preparation, validation, clearance, and publication of fiscal and procurement information will remain the responsibility of the relevant technical specialists and responsible government offices. The Advisor's role will be to facilitate coordination, stakeholder communication and citizen engagement and to monitor and report relevant progress under Component 3

1. BACKGROUND OF THE PROJECT:

The Elol Etas Subdivision Marketing, Allocation and Sale Process (ESMASP) is the government-led process for the transparent marketing, allocation, and sale of residential lots in the Elol Etas (Etas Gardens) Subdivision. It is implemented by the Ministry of Lands and Natural Resources (MoLNR), with operational and administrative support from the Project Management Unit (PMU) of the Vanuatu Affordable and Resilient Settlements (VARS) Project, financed by the World Bank. The ESMASP Office operates visibly as a MoLNR function, reinforcing that the subdivision is a Government of Vanuatu-led project.

The ESMASP is delivered by a three-person core implementation team the ESMASP Manager, an ESMASP Project Officer and an ESMASP Applications Officer supported by the VARS PMU and MoLNR and complemented by a defined set of allied in-house resources drawn from the PMU and the Ministry: nominated outreach leads, a pool of PMU interns providing outreach and intake support, in-house database, web-administration and IT support staff, and PMU vehicles. Public awareness, marketing and community engagement are delivered in-house by this team. Applications are received through a single, controlled channel in person at the ESMASP Office, where they are entered directly into the application system by ESMASP staff. Given anticipated oversubscription in the order of 20:1, the integrity of the selection process is the single most important deliverable of the ESMASP, and all positions carry explicit transparency, conflict-of-interest, and documentation obligations.

 The ESMASP Project Officer is responsible for the operational delivery of public awareness, marketing, and community engagement within the team, under the ESMASP Manager's direction. The role is centred on executing the outreach campaign directly, in line with the calendar, messaging and strategy approved by the ESMASP Manager - working with the allied outreach leads nominated from MoLNR and the PMU, the intern pool, settlement contact points and the Shefa Provincial Council.

2. PURPOSE OF THE ASSIGNMENT:

To operationally deliver, under the ESMASP Manager's approved campaign strategy the community-facing public awareness and marketing campaign for the ESMASP including the settlement outreach calendar, session facilitation with allied outreach leads, approved Bislama messaging, priority-group outreach, support to central public events and media products, and workshop logistics and to operate the ESMASP grievance intake function to the standards of Appendix 8, so that outreach is accurate, accessible, consistent and well-documented, eligible households are informed and directed to the ESMASP Office to apply, and complaints are received, logged and acknowledged reliably across all channels.

The Project Officer reports to the ESMASP Manager, who leads the ESMASP implementation team within the VARS PMU and owns the campaign plan and approved messaging. The Officer has no authority to vary the scope or time limits agreed for allied staff; conflicts of priority are referred to the ESMASP Manager. The ESMASP Manager retains strategic ownership of the marketing and communications strategy, the campaign budget, and Project Steering Committee/World Bank liaison on marketing and outreach matters; the Project Officer delivers approved activities operationally in the community and has no authority to vary campaign strategy, budget allocations or approved messaging without the ESMASP Manager's prior approval.

PIFS is seeking a qualified and experienced Payments System Advisor to provide technical advisory support to the Monetary Authority of the Marshall Islands (MAMI). The Advisor will assist with the establishment of a safe, efficient, inclusive, and scalable national payments system and oversight function, aligned with the CBR Project, the CBR Roadmap, regional harmonization work, and the emerging Pacific Payment Mechanism (PPM).

The Advisor will work closely with MAMI, PIFS, the World Bank, IMF, and other technical assistance providers to translate IMF recommendations into practical implementation steps for RMI. This is a time-based individual consultant assignment for up to twelve (12) months, with up to 240 working days of input, requiring significant in-country presence in Majuro (50–60% of input days).

Participating Countries

The Pacific Island Countries participating in the regional project comprise Fiji, Kiribati, the Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu. This assignment provides country-specific support to the Republic of the Marshall Islands under the regional project.

Overall Project Objective

The Project Development Objective is to enable continuous access to correspondent banking services in the participating Pacific Island Countries.

Project Background

The Pacific Islands Forum Secretariat (PIFS) has received financing from the World Bank Group's International Development Association (IDA) for the Pacific Strengthening Correspondent Banking Relationships Project. The project supports participating Pacific Island Countries (PICs) to maintain continuous access to correspondent banking services, and to address underlying payment, regulatory and financial integrity constraints that contribute to de-risking in the region.

PICs are exposed to the withdrawal of correspondent banking relationships (CBRs) that underpin international trade, tourism, remittances, development finance, disaster relief, and humanitarian financial flows. The project provides a short-term CBR safety net while supporting the enabling environment and regional harmonization needed for a medium-term sustainable solution.

Component 2 of the project, Enabling Environment and Regulatory Harmonization, includes support for Payment System Oversight and Regulation. The relevant activity areas include payment systems regulatory harmonization, oversight of national payment systems, and collection of remittance and gender-disaggregated data on usage of financial services. Component 2 also supports payment systems strengthening, CBR Roadmap implementation, the CBR Resilience Index, and the feasibility work for the Pacific Payment Mechanism (PPM), which aims to aggregate payment flows and improve economies of scale.

The Republic of the Marshall Islands (RMI) is in the early phase of operationalizing the MAMI. In June 2026, the Governor of MAMI requested support for an advisor to assist with implementation of the Authority's operationalization strategy, including review and tailoring of recommendations from the IMF Monetary and Capital Markets Department technical assistance report, Operationalizing A New Monetary Authority. The request also highlighted the need to establish the national payment system in alignment with the World Bank CBR Strengthening Project's payment system harmonization roadmap.

The IMF report identifies several payment-related priorities for MAMI. These include the development of a National Payments Strategy (NPS), the establishment of payment operations and payment oversight functions, the creation of a stakeholder consultation mechanism and National Payment Council, the preparation of payment operations and oversight procedures, and the design of an Integrated Payment and Clearing System (IPCS) that can combine ACH, RTGS and instant payment functionality in a phased manner. The report also notes that RMI currently has no centralized payment system, that payment services are dominated by checks, that there is no e-money provider, and that electronic payments remain limited outside selected card and POS use cases.

This assignment is designed as payment systems technical assistance under the CBR Project’s Technical Assistance component. It is framed around the project's Payment System Oversight and Regulation activities and is expected to support MAMI in converting payment-related IMF recommendations into a practical work plan, institutional arrangements, operating procedures, oversight tools, stakeholder coordination mechanisms, and capacity building outputs.

Objective of the Position

The main objective of the Payments System Advisor to MAMI is to provide technical advisory support to MAMI for the establishment of a safe, efficient, inclusive and scalable national payments system and payment system oversight function, aligned with the CBR Project, the CBR Roadmap, regional payment system harmonization work, and the emerging design of the PPM.

The Advisor will review the payment-related findings and recommendations in the IMF MCM report and assist MAMI to translate the relevant payment system recommendations into a practical implementation approach for RMI. This will include helping MAMI distinguish payment system actions from broader central banking, governance, accounting, audit, reserve management, HR, communications and corporate services matters, and sequencing the payment system actions in line with MAMI’s institutional capacity, staffing plans and expected operational priorities.

In doing so, the Advisor will consider the small scale of the RMI financial sector, the dominance of checks, limited electronic payment usage, geographic dispersion, government payment needs, remittance costs, digital financial-service developments, and MAMI’s current staffing and institutional capacity.

Scope of Services

The selected Payments System Advisor will provide country-level, time-based technical implementation support for RMI on payment system matters. The work will be coordinated with the PIFS PMU, the PIFS Payment Systems Specialist, the World Bank payments team, IMF MCM and other technical assistance providers as relevant. The Advisor will carry out the following tasks, with timing and level of effort agreed through the 12-month implementation work plan and periodic work planning discussions:

i. Inception, work planning and IMF recommendation mapping

ii. Establishment of MAMI's national payments function

 

iii. National Payments Strategy

iv. Payment infrastructure and IPCS implementation support

v. Payment system oversight, data and risk-based supervision

vi. Coordination, consultation and National Payment Council support

vii. Alignment with the CBR Project and regional work

viii. Capacity building and knowledge transfer

Scope Exclusions

The assignment is limited to payment systems technical assistance and payment-related operationalization of MAMI. The Advisor will not draft the Payment Systems Act, amendments to the Monetary Authority Act, primary legislation, or formal legal opinions.

The Advisor will not provide general central bank advisory services on reserve management, fiscal agency, accounting, audit, human resources, communications, procurement, general governance, or corporate services except where those topics directly affect payment system operations, payment oversight, payment infrastructure or payment-related stakeholder coordination.

Time-Based Reporting Obligations and Expected Outputs

This assignment will be contracted on a time-based basis. Payments will be linked to approved timesheets, agreed input days, and eligible reimbursable expenses, not to a fixed-price deliverables schedule. The outputs listed below are expected working products and reporting instruments for managing the assignment, tracking progress, supporting quality review, and documenting knowledge transfer.

The Advisor will prepare and update working products in line with the agreed work plan and counterpart needs. These may include the inception note and 12-month payments work plan, IMF recommendation mapping, National Payments Strategy materials, payment function setup notes, National Payment Council materials, payment operations and oversight procedures, data templates, IPCS options and requirements notes, training materials, mission notes and handover materials.

Because the role is advisory and embedded with MAMI for a substantial part of the assignment, outputs may be revised or reprioritized during implementation with agreement from MAMI, PIFS and the World Bank. The Advisor will document changes through monthly activity notes, quarterly progress notes and the action tracker.

Reporting Obligations

The Payments System Advisor will work closely with MAMI on a day-to-day technical basis and will report administratively to the Project Coordinator within the PIFS PMU. Technical priorities, work planning, and expected outputs will be agreed with MAMI, PIFS and the World Bank payments team. The Advisor will also coordinate with the PIFS Payment Systems Specialist and the RMI Country Coordinator as relevant.

The Advisor will submit monthly timesheets and short monthly activity notes to the PIFS PMU, with confirmation from MAMI of the main activities undertaken. The monthly activity note should summarize days worked, in-country and remote inputs, meetings held, outputs prepared, issues requiring decision, and planned activities for the following month. Technical outputs will be shared with MAMI and PIFS, and PIFS will share them with the World Bank for review or no-objection where required under the project arrangements.

The Advisor will maintain a short action tracker covering agreed activities, responsible counterparts, due dates, risks, dependencies and decisions required. The tracker will be updated at least monthly, and more frequently if requested by the PMU or MAMI. The Advisor will also provide quarterly progress notes against the 12-month payments work plan and a final completion and handover note at the end of the assignment.

Institutional Arrangements

This is a time-based individual consultant assignment contracted by PIFS through the PMU under the Pacific Strengthening CBR Project. The assignment will be undertaken for the benefit of MAMI as the primary country counterpart. The procurement approach is competitive selection of an independent individual consultant, subject to the approved procurement plan, applicable PIFS procurement procedures, conflict-of-interest review, and World Bank review or no-objection requirements where applicable.

The Advisor is expected to spend significant time in Majuro during the assignment, estimated at 50-60 percent of total input days, especially during inception, stakeholder consultations, NPS preparation, payment function setup, capacity building and infrastructure planning. Remote work may be used for document preparation, virtual meetings, training, follow-up and coordination with PIFS and the World Bank.

Office space and access to meeting facilities may be provided by MAMI for in-country inputs and by PIFS for inputs in Suva, subject to availability. The Advisor will be responsible for maintaining secure records of documents, correspondence and data received during the assignment and for complying with all confidentiality requirements.

The Advisor's services will be subject to periodic performance review based on the performance indicators below. Performance review will inform continuation, extension, revision or termination of the assignment, subject to contract terms and World Bank requirements.

 

Performance Indicators

The following performance indicators will be used for contract management and performance assessment. They are intended to measure timely input, quality of advisory support, documented outputs, counterpart engagement and knowledge transfer under a time-based contract:

Confidentiality and Conflict of Interest

The Payments System Advisor shall comply with PIFS and World Bank policies and rules on anti-corruption, prevention of fraudulent practices, conflict of interest and confidentiality. The Advisor shall maintain confidentiality over all sensitive information obtained during the assignment and shall not publish or disclose any findings, data, reports or recommendations without prior written consent from PIFS and MAMI, and World Bank clearance where required.

Any draft reports and other documents produced by the Advisor will be discussed with and cleared by PIFS, MAMI and the World Bank before final issue. A non-disclosure agreement may be signed between PIFS, MAMI and the selected consultant and attached to the contract.

The Advisor must disclose any actual or potential conflict of interest before contract signature and throughout the assignment. The Advisor shall not participate in downstream procurement activities where such participation would create a conflict of interest under the World Bank Procurement Regulations or the Project Operations Manual.

PIFS is seeking a qualified and experienced Project Country Coordinator (CC) to provide incountry coordination support for the implementation of the Project in Kiribati. The Coordinator will assist with the management and delivery of countryspecific project activities, working closely with the Ministry of Finance’s designated Country Focal Point (CFP), the Project Management Unit (PMU) in Suva, and other stakeholders.

This is a parttime individual consultant assignment for up to 144 days per year (maximum 20 days per month), initially contracted for two years with performancebased extensions every two years thereafter until 2030.

2. Project Background

The Pacific Island Forum Secretariat (PIFS) is expecting to receive financing from the World Bank (WB) Group’s International Development Association (IDA) for a proposed project to enable continuous access to correspondent banking services in Pacific Island Countries (PICs).  The PICs covered by the proposed regional project (Fiji, Kiribati, Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu) include diverse island economies facing similar correspondent banking relationship challenges.

PICs range in size and topography – from small island states such as Samoa, with two principal inhabited volcanic islands, to large archipelagos such as the Republic of the Marshall Islands (RMI), with 29 atolls spread over 2 million km2 of ocean. Population sizes vary from 11,300 people in Tuvalu to 930,000 people in Fiji.

The economic landscape of PICs is equally diverse, marked by different growth drivers, poverty rates, and growth trajectories. The average GDP growth across PICs decelerated to 3.5 percent in 2023 after a historically high of 7.9 percent in 2022, in a rebound from the COVID-19 crisis. However, medium-term growth prospects have worsened, with output growth expected to be significantly below the pre-pandemic trend of 4.7 percent between 2014 & 2019. Given low growth and limited employment opportunities in the island economies, labor migration to neighboring countries and the resulting remittances are critical drivers of living standards.

The United States, New Zealand, and Australia account for 94 percent of the Pacific diaspora. Trade and tourism are vital for many PICs, providing revenue and employment opportunities. Remittances, equivalent to more than 40 percent of GDP in some PICs, are a buffer against income shocks and an important source of finance for essential household consumption and human capital investment.

Financial systems in PICs are characterized by low levels of financial access and an uneven development of national payment systems. Both domestically owned and multinational commercial banks dominate the financial sector in all PICs.  In several PICs, much of the population lacks access to basic transaction accounts, limiting households and businesses’ ability to send and receive payments, save, invest, and respond to climatic and economic shocks. The financial market infrastructure is underdeveloped, in part due to limited competition and the lack of economies of scale. The level of national payment system development is uneven across PICs, and regional efforts to improve the efficiency of cross-border payments are limited in scale and scope.

PICs are uniquely vulnerable to the withdrawal of the correspondent banking relationships (CBR) that underpin international trade, tourism, remittances, and humanitarian financial flows. Correspondent banking is an arrangement under which one bank (correspondent) holds deposits owned by other banks (respondents) and provides payment and other services to those respondent banks. CBRs are an essential feature of the global payment system – they enable individuals, businesses, and governments to make and receive cross-border payment services related to remittances, e-commerce, trade, and official sector flows. The cross-border transactions enabled in PICs are in various currencies, primarily the US dollar, Euro, and Australian dollar.

The withdrawal of CBRs, a well-documented global phenomenon affecting many emerging markets and developing economies, has adverse consequences and negative externalities for Pacific Islanders, including seasonal laborers, small and medium enterprises (SMEs), and vulnerable populations. Based on publicly available data, the number of active correspondents for Pacific banks has declined significantly since 2011 to levels that put the Pacific financial system overall at risk.

In order to mitigate the issues identified above, the WB will provide funding to the Pacific Islands Forum Secretariat (PIFS) to implement the proposed “Pacific Strengthening Correspondent Banking Relationships Project”.  The Pacific Islands Forum was established to bring together the region to address pressing issues and challenges and foster collaboration and cooperation in pursuing shared goals. The project will have two components: (1) Temporary correspondent banking services and (2) Enabling environment and regulatory harmonization.  The proposed project will be implemented by a Project Management Unit (PMU) within the PIFS with strategic project oversight provided by a Project Steering Committee (PSC) comprised of representatives of participating Pacific Finance Ministers. While the PMU will be responsible for day-to-day project activities, it will need to ensure close collaboration and coordination with participating Ministries of Finance, which will oversee project activities and approve work plans through the PSC.

Comprising of Secretaries of Finance or other officials from the participating PICs finance ministries and the PIFS Director (Programs and Initiative), the PSC will meet on a quarterly basis and be responsible for the approval of key project activities as needed. The PSC will report to Pacific Finance Ministers annually at the Forum Economic Minister Meeting (FEMM) to ensure that strategic guidance and orientation are provided over the project activities. At the technical level, each participating PIC will be required to nominate a competent   government official as a Country Focal Point (CFP) responsible for project coordination at the national level, who will be designated as the point of contact with the PMU and the WB team.

The competent government official in each PIC will be complemented by a country coordinator (CC) based in-country, recruited through the PMU, and responsible for coordinating service delivery at the individual country level.

The PIFS is now seeking qualified and competent national consultants from each member country to be the country coordinator (CC) for the PMU and based in the respective participating Pacific Island countries (PICs).  The required positions are expected to be selected by the PIFS in accordance with the WB’s ‘Procurement Regulations for Investment Project Financing (IPF) Borrowers’ (Procurement Regulations), Seventh edition, September 2025, and as amended over time.

3. Objective of the Position

The main objective of the CC would be to provide on the ground support to the PMU in managing and coordinating the full range of project, country specific activities. The CC will be funded by the project (through the PMU) and report to the PIFS/ PMU Coordinator.  In addition, he/she will work closely with the specific Country Focal Point (CFP), a government official appointed by the MOF of that particular PIC.

 

 

4. Scope of Services

The CC will be required to adopt a flexible approach to coordinate and facilitate the required country specific project activities and report on tangible outcomes in terms of project implementation progress. The CC will be required to work in a pro-active manner, and to help ensure effective implementation of activities and delivery of outputs in a timely manner.

The selected CC will undertake the following services:

  1. Liaising with PICs Ministry of Finance’s CFP and Central Bank on country specific project related activities, including follow up on the Project Steering Committee (PSC) meetings and preparing meeting minutes as required;
  2. Work in close coordination with the CFP in developing the annual country specific activities, budgets to be submitted to the PIFS/PMU;
  3. Follow up closely on all country specific procurement activities to ensure that there are no delays in the selection process;
  4. In coordination with the CFP, identifying problems/impediments promptly as they arise during project implementation and take timely remedial actions;
  5. Monitoring, with assistance of the PMU M&E specialist, the progress of the country specific project activities and its results indicators;
  6. Follow up closely on all country specific financial management activities to ensure that there are no delays in the payment process;
  7. Follow up closely on the country specific activities and report to the CFP and the PMU Project Coordinator;

5. Reporting Obligations

The CC will attend scheduled virtual meetings with the PMU and provide weekly reports on work done.

6. Institutional Arrangements

This is a part-time work assignment, with the Consultant expected to be based in in their home country. The Consultant will be supported by the PIFS PMU based in Suva, Fiji but will work closely with and report to the country focal person in the first instance. The CC is expected to show flexibility in working arrangements as time inputs will fluctuate based on country requirements. The work will be part-time, averaging approximately 12 days per month (with a total of 144 days in and year and a maximum of 20 days per month) for the next six years. A contract will initially be signed for two years with a performance-based extension every two years thereafter. Performance evaluation shall be the basis for the extension or termination of the services. Facilities such as office space, intercom telephone facilities, personal computers, printing facilities, Internet access and stationery shall be the responsibility of the Country Coordinator.

 

7. Performance Indicators

The following performance indicators shall be used for performance assessment:

8. Confidentiality and Conflict of Interest

The CC undertakes to comply with PIF’s and WB’s policies and rules with regard to anti-corruption and prevention of fraudulent practices, conflict of interest and confidentiality. The CC shall maintain confidentiality on all sensitive information obtained during the assignment and shall not publish wholly or in part the findings or such information, without prior written consent by the PIF. Any draft reports and other documents produced by the consultant will be discussed and cleared with the PIF and the WB before their final issue. A non-disclosure agreement (NDA) will be signed between the PIFS and the selected candidate to be attached to the contract.

PIFS is seeking a qualified and experienced Project Country Coordinator (CC) to provide incountry coordination support for the implementation of the Project in Vanuatu. The Coordinator will assist with the management and delivery of countryspecific project activities, working closely with the Ministry of Finance’s designated Country Focal Point (CFP), the Project Management Unit (PMU) in Suva, and other stakeholders.

This is a parttime individual consultant assignment for up to 144 days per year (maximum 20 days per month), initially contracted for two years with performancebased extensions every two years thereafter until 2030.

2. Project Background

The Pacific Island Forum Secretariat (PIFS) is expecting to receive financing from the World Bank (WB) Group’s International Development Association (IDA) for a proposed project to enable continuous access to correspondent banking services in Pacific Island Countries (PICs).  The PICs covered by the proposed regional project (Fiji, Kiribati, Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu) include diverse island economies facing similar correspondent banking relationship challenges.

PICs range in size and topography – from small island states such as Samoa, with two principal inhabited volcanic islands, to large archipelagos such as the Republic of the Marshall Islands (RMI), with 29 atolls spread over 2 million km2 of ocean. Population sizes vary from 11,300 people in Tuvalu to 930,000 people in Fiji.

The economic landscape of PICs is equally diverse, marked by different growth drivers, poverty rates, and growth trajectories. The average GDP growth across PICs decelerated to 3.5 percent in 2023 after a historically high of 7.9 percent in 2022, in a rebound from the COVID-19 crisis. However, medium-term growth prospects have worsened, with output growth expected to be significantly below the pre-pandemic trend of 4.7 percent between 2014 & 2019. Given low growth and limited employment opportunities in the island economies, labor migration to neighboring countries and the resulting remittances are critical drivers of living standards.

The United States, New Zealand, and Australia account for 94 percent of the Pacific diaspora. Trade and tourism are vital for many PICs, providing revenue and employment opportunities. Remittances, equivalent to more than 40 percent of GDP in some PICs, are a buffer against income shocks and an important source of finance for essential household consumption and human capital investment.

Financial systems in PICs are characterized by low levels of financial access and an uneven development of national payment systems. Both domestically owned and multinational commercial banks dominate the financial sector in all PICs.  In several PICs, much of the population lacks access to basic transaction accounts, limiting households and businesses’ ability to send and receive payments, save, invest, and respond to climatic and economic shocks. The financial market infrastructure is underdeveloped, in part due to limited competition and the lack of economies of scale. The level of national payment system development is uneven across PICs, and regional efforts to improve the efficiency of cross-border payments are limited in scale and scope.

PICs are uniquely vulnerable to the withdrawal of the correspondent banking relationships (CBR) that underpin international trade, tourism, remittances, and humanitarian financial flows. Correspondent banking is an arrangement under which one bank (correspondent) holds deposits owned by other banks (respondents) and provides payment and other services to those respondent banks. CBRs are an essential feature of the global payment system – they enable individuals, businesses, and governments to make and receive cross-border payment services related to remittances, e-commerce, trade, and official sector flows. The cross-border transactions enabled in PICs are in various currencies, primarily the US dollar, Euro, and Australian dollar.

The withdrawal of CBRs, a well-documented global phenomenon affecting many emerging markets and developing economies, has adverse consequences and negative externalities for Pacific Islanders, including seasonal laborers, small and medium enterprises (SMEs), and vulnerable populations. Based on publicly available data, the number of active correspondents for Pacific banks has declined significantly since 2011 to levels that put the Pacific financial system overall at risk.

In order to mitigate the issues identified above, the WB will provide funding to the Pacific Islands Forum Secretariat (PIFS) to implement the proposed “Pacific Strengthening Correspondent Banking Relationships Project”.  The Pacific Islands Forum was established to bring together the region to address pressing issues and challenges and foster collaboration and cooperation in pursuing shared goals. The project will have two components: (1) Temporary correspondent banking services and (2) Enabling environment and regulatory harmonization.  The proposed project will be implemented by a Project Management Unit (PMU) within the PIFS with strategic project oversight provided by a Project Steering Committee (PSC) comprised of representatives of participating Pacific Finance Ministers. While the PMU will be responsible for day-to-day project activities, it will need to ensure close collaboration and coordination with participating Ministries of Finance, which will oversee project activities and approve work plans through the PSC.

Comprising of Secretaries of Finance or other officials from the participating PICs finance ministries and the PIFS Director (Programs and Initiative), the PSC will meet on a quarterly basis and be responsible for the approval of key project activities as needed. The PSC will report to Pacific Finance Ministers annually at the Forum Economic Minister Meeting (FEMM) to ensure that strategic guidance and orientation are provided over the project activities. At the technical level, each participating PIC will be required to nominate a competent   government official as a Country Focal Point (CFP) responsible for project coordination at the national level, who will be designated as the point of contact with the PMU and the WB team.

The competent government official in each PIC will be complemented by a country coordinator (CC) based in-country, recruited through the PMU, and responsible for coordinating service delivery at the individual country level.

The PIFS is now seeking qualified and competent national consultants from each member country to be the country coordinator (CC) for the PMU and based in the respective participating Pacific Island countries (PICs).  The required positions are expected to be selected by the PIFS in accordance with the WB’s ‘Procurement Regulations for Investment Project Financing (IPF) Borrowers’ (Procurement Regulations), Seventh edition, September 2025, and as amended over time.

3. Objective of the Position

The main objective of the CC would be to manage and coordinate the full range of project, country specific activities during the project cycle from effectiveness through implementation to completion.  The CC will be funded by the project (through the PMU) and report to the PIFS/ PMU Coordinator.  In addition, he/she will work closely with the specific Country Focal Point (CFP), a government official appointed by the MOF of that particular PIC.

 

 

4. Scope of Services

The CC will be required to adopt a flexible approach to coordinate and facilitate the required country specific project activities and report on tangible outcomes in terms of project implementation progress. The CC will be required to work in a pro-active manner, and to help ensure effective implementation of activities and delivery of outputs in a timely manner.

La République du Tchad a obtenu un financement de la Banque mondiale pour la mise en œuvre du Projet d’Accroissement de l’Accès à l’Énergie au Tchad (PAAET) et a l’intention d’utiliser une partie de ce financement pour effectuer des paiements au titre du contrat relatif au recrutement d’un consultant individuel, expert senior résident en production électrique, chargé d’accompagner au quotidien la Direction de la Production de TchadElec.

L’amélioration de la disponibilité des moyens de production, la maîtrise des coûts de production et la fiabilisation de l’exploitation constituent des priorités majeures pour TchadElec, dans un contexte de demande croissante et de transition progressive vers un mix énergétique plus diversifié.

La Direction de la Production est responsable de l’exploitation des centrales, de la maintenance, de la disponibilité des équipements, de la planification de la production, du suivi des consommations et de la coordination avec les autres fonctions techniques de l’entreprise.

La mission vise à mobiliser un expert senior résident, à plein temps, placé aux côtés du Directeur de la Production, afin d’assurer un accompagnement quotidien, concret et opérationnel dans l’organisation des priorités, la gestion des équipements, la maintenance, le suivi des performances et le transfert de compétences.

La mission est prévue pour une durée de douze (12) mois, à plein temps, avec une présence régulière et effective à N’Djaména auprès de TchadElec et, plus particulièrement, auprès de la direction bénéficiaire.

L’objectif général de la mission est d’accompagner, au quotidien et à plein temps, la Direction de la Production de TchadElec afin d’améliorer l’exploitation des moyens de production, la disponibilité des centrales, la maintenance, la planification et la maîtrise des coûts.

De manière spécifique, la mission portera notamment sur :

La mission sera conduite dans une logique d’accompagnement quotidien, de proximité, de pragmatisme et de transfert de compétences. L’expert n’aura pas vocation à se substituer aux responsables internes de TchadElec, mais à les appuyer dans l’exercice effectif de leurs responsabilités et dans la montée en compétence progressive des équipes.

La langue de travail est le français.

La Cellule d’Exécution de Projets de TchadElec invite les consultants individuels admissibles à manifester leur intérêt à fournir les services décrits ci-dessus.

Le consultant devra disposer au minimum des qualifications suivantes :

Une expérience dans une société nationale d’électricité en Afrique subsaharienne et dans des contextes de réseaux fragiles constituera un avantage.

Les consultants intéressés seront évalués sur la base de leurs qualifications générales, de leur expérience professionnelle pertinente, de leur expérience spécifique dans le domaine concerné, de leur capacité à assurer un accompagnement opérationnel quotidien, ainsi que de leur connaissance des entreprises publiques, sociétés d’électricité, services publics ou contextes similaires.

La sélection sera effectuée conformément aux dispositions du Règlement de Passation des Marchés de la Banque mondiale applicable aux Emprunteurs dans le cadre du financement de projets d’investissement, selon la méthode de sélection de Consultant Individuel.
