The Office of the Minister of State for Administrative Reform (OMSAR) has received financing from the World Bank toward the cost of the Preparation Grant for the Lebanon Digital Acceleration Project (LDAP) and intends to apply part of the proceeds for the following consulting services.
The consulting services (“the Services”) include providing technical, legal, and advisory support to establish the practical foundations and pathways for the progressive use of electronic signatures in Lebanon. Running over an estimated implementation period of 15 weeks, the Services comprise three parallel workstreams:

The Office of the Minister of State for Administrative Reform (OMSAR) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations and based on the following shortlisting criteria:

The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

E-Signature Foundations: Mapping, Roadmap, Legal Instrument Drafting and Capacity Building
Background
Lebanon is facing a protracted, multidimensional crisis that has impaired state institutions and public service delivery. Fragmented digital systems, reliance on paper-based processes, and limited trust in electronic transactions continue to hinder efficiency, transparency, and accountability across the public and private sectors. These challenges are compounded by gaps in digital governance, incomplete regulatory activation, and limited institutional capacity to operationalize key digital enablers.
To address these issues, a strategic investment to modernize Lebanon’s public sector through digital transformation, stimulate private sector growth, and accelerate the development of a robust digital economy is under preparation with World Bank support. The Lebanon Digital Acceleration Project (the “Project”) will establish secure, scalable, and resilient digital infrastructure including cloud services, data platforms, and cybersecurity systems that are essential for attracting investment and fostering innovation. By strengthening digital ID, e-signature capabilities, and the legal framework for digital transactions, the Project will improve the ease of doing business and enable trusted, efficient engagement between the public and private sectors. In parallel, the Project will advance key regulatory reforms in telecom, data protection, e-signature, and artificial intelligence (AI), while investing in Lebanon’s digital talent pool. Together, these measures will lay the foundation for a more competitive, dynamic, and inclusive economy.
The World Bank’s Grant Facility for Project Preparation (GFPP) has been extended to OMSAR to support Project preparation. The GFPP grant will be implemented by a Technical Unit (TU) housed within OMSAR.
An important enabler of digitalization is the electronic signature (e-signature), which represents data in electronic form logically associated with an electronic document or transaction and used by a signatory to indicate approval or intent. Under Lebanese Law No. 81 of 2018, electronic signatures and electronic writing, including those of official nature, are granted the same legal validity as paper-based ones subject to defined conditions related to integrity, identification, and evidentiary reliability. The law establishes a framework for trust services and assigns supervisory and accreditation responsibilities to the Lebanese Accreditation Council (COLIBAC), including defining accreditation requirements and procedures applicable to trust service providers and accreditors, and maintaining trusted lists of accredited entities.
While the legal framework is in place, COLIBAC is not yet fully operational and has been for a long period governed by a Board of Directors as an interim arrangement, composed of representatives from relevant ministries. In April 2026, as a recent important development, a Director General for COLIBAC has been appointed, and will ensure executive leadership, while of its governance and internal structures, remain in progress. A range of technical, institutional, and procedural measures and mechanisms will need to be put in place to further support the effective operationalization of COLIBAC, in line with its mandate. It is also noted that ongoing efforts to operationalize the e-signature framework, including work on the implementing decree, has been undertaken at the national level and shall be taken into consideration under this assignment to ensure continuity and avoid duplication.
It is also worth noting that OMSAR, in collaboration with OMSTAI and the World Bank, convened a multi-stakeholder workshop on February 12, 2026 to discuss the operationalization of electronic signatures in Lebanon and to build a shared understanding of the legal, technical, and institutional aspects of the existing e-signature ecosystem. The workshop convened representatives from key public institutions, including the Ministry of Justice, the Ministry of Industry, Banque du Liban, the Banking Control Commission of Lebanon, as well as legal and digital experts from the private sector. The discussions formulated a high-level roadmap that highlighted the need to establish the practical foundations and implementation pathways for the progressive use of electronic signatures under the current legal framework, including the importance of operationalizing COLIBAC by supporting the broader legal and governance arrangements needed to fulfil its mandate.
As a follow-up to the workshop, participants agreed on the establishment of an inter-institutional working group composed of representatives from the concerned ministries and institutions to support ongoing coordination, technical discussions, and the progressive operationalization of the electronic signature framework through the below phased approach:

It is to be noted that previous analyses have already been undertaken in this area, including the analysis of Law 81/2018. As such, the consultant will not duplicate existing work but shall, where applicable, draw on such analyses, which will be provided as an input. The consultant will focus on governance and institutional arrangements, and as such should extend the legal benchmarking beyond Law 81 itself to examine the broader legislative framework that confers mandates on the relevant institutions, including COLIBAC, in order to assess whether those mandates are sufficient and coherent and, where necessary, in need of adjustment.

The Consultant will develop a phased roadmap (short, medium and long term) and recommendations for wide roll-out of e-signature across the public sector, the financial sector and the private sector, building on the high-level roadmap produced during the February 2026 multi-stakeholder workshop and work conducted under this assignment.

Building on existing work and draft instruments developed in relation to the implementation of the e-signature framework, the consultant shall draft the necessary amendment to Decree 14115 to clarify provisions and provide practical implementation pathways for e-signature in the public sector, basing the drafting on the recommendations produced by the workshop on e-signature held on February 12, 2026 and work under this assignment, and shall closely coordinate with OMSAR, OMSTAI, and relevant national stakeholders including the Ministry of Justice, the Ministry of Industry, and other relevant entities.

All personnel must sign and follow a CoC covering data confidentiality, respectful conduct, non-discrimination, and zero tolerance for SEA/SH.
The firm must ensure fair labor practices and safe working conditions and provide an internal worker grievance mechanism for its staff.
All data handled under this assignment must be securely stored, accessed only by authorized staff, and managed using privacy-by-design and cybersecurity best practices. Any data breach must be immediately reported.
Consultations must be inclusive and accessible, with all feedback documented. Stakeholders must be informed that complaints can also be submitted through the Project’s Grievance Mechanism that will be shared.
The firm must enforce zero tolerance for SEA/SH and ensure staff follow appropriate conduct and reporting procedures when engaging with stakeholders.
Any ICT equipment or data storage devices used must be managed responsibly, including secure data wiping and environmentally sound disposal.
Reporting, Deliverables, and Contract Management
Project Oversight and Management Structure
A Technical Committee (TC) will be established to provide strategic direction, oversight, and effective management of the engagement. Chaired by the Grant Coordinator and composed of members from OMSAR, OMSTAI, Ministry of Industry, Ministry of Justice, and other involved ministries, as applicable, the TC serves as the primary governing body responsible for reviewing the firm’s progress and ensuring alignment with national digital transformation goals.
Reporting Obligations
The Consultant will report directly to the Grant Coordinator. In addition to the contractual deliverables, the Consultant shall submit summary progress reports on a monthly basis (at minimum), including at minimum:

Payment Schedule and Invoicing
Payments will be made upon the satisfactory acceptance of the deliverables specified in the below Timeframe table. To initiate payment, the Consultant must submit an administrative package containing the Official Invoice, evidence of delivery, and the Acceptance Notice delivered by the TC Chairperson. In addition, for Workstream 3, signed attendance sheets of training participants must be provided as proof of capacity building.

The TA will assist the PIU E&S Unit in reviewing and implementing E&S Risk Management Instruments prepared by competitively selected and competent E&S consultants.

The Government of Liberia has established the Liberia Special Economic Zone Authority (LSEZA) and appointed its Executive Chairman and members of the Board of Directors, consistent with the 2017 Special Economic Zones Act. The LSEZA is mandated to designate and regulate special zones for economic activities, including guiding the activities of zones and industrial parks. As part of its activities for 2025, the Authority has identified the development and improvement of the Monrovia Free Zone to attract investments that will create jobs and increase revenue for the Government. The first step to this is to conduct demand assessment of the Free Zone.
\n\nTo support private sector development, the Government is determined to continue with the implementation of its new spatial strategy to accelerate large and potentially transformative private sector investments. This approach is focused on new growth corridors, industrial parks, and special economic zones, which will allow for better coordination within government and with the private sector. Liberia's investment climate presents both opportunities and challenges. The country has significant natural resources, including mining, agriculture, and forestry, which offer potential for investment. Liberia economic growth has been driven by mining, construction, and service industries; an opportunity which has pressured the government to prioritize and promote private sector development as the lynchpin for job creation and economic growth.
\n\nAll of these efforts will require building an enabling environment for a robust investment climate. The Liberia Investment, Finance and Trade Project (LIFT-P) was launched with funding from the Government of Liberia and the World Bank to address these challenges such as weak investment climate that limits investments and trade; limited SME access to markets and finance with the aim to improve the investment climate, expand sustainable access to finance, and increase the efficiency of trade in Liberia.
\n\nWith support from the LIFT Project, implemented by the Ministry of Commerce and Industry, the LSEZA is seeking to hire the services of a consulting firm with experience in zones demand assessment to conduct an assessment of the Monrovia Freezone. The Freezone is about 93.8 acres in size and is located adjacent the Freeport of Monrovia.
\n\nThe Liberia Special Economic Zones Authority (LSEZA), is seeking a qualified firm to carry out a comprehensive demand assessment of the Monrovia Freezone for private sector development activities and investment attraction. The demand assessment must align with Liberia’s national development plan, the LSEZA Act and policies, the EPA regulations and international best practices, ensuring environmental sustainability, and social inclusivity. The firm will be required to assess the demand for industrial activities while prioritizing sectors with low environmental impact and high social benefits.

\n\nBy leveraging evidence-based insights, the study will support the development of a framework that enhances the quality, availability, and responsiveness of services and products while positioning the Freezone as an attractive investment destination with sectors having low environmental impact and high social benefits. The outcomes will serve as a foundation for effective decision-making, guiding policies, programmes, and investments to drive economic transformation and long-term sustainability.
\n\nThe demand assessment will provide data-driven insights to guide the design, implementation, and management of the Freezone. It will ensure that the Freezone is economically viable, market-responsive, and globally competitive, fostering industrial growth, job creation, and sustainable investment inflows. The findings will serve as a blueprint for government agencies, investors, and development partners in establishing successful and high-impact SEZs in Liberia.
\n\nThe demand assessment service shall cover the economic potential and viability of transforming the Freezone to attract private sector developers and investors. This will assess the economic viability of the proposed zone by analyzing several key factors:
\n\n\n\n
The assessment is expected to include desk review, field and environmental site visits, stakeholder workshops, and demand modeling. However, the firm shall propose the assessment methodology, justifying the reason for adopting it. The assessment is required to be supported by appropriate documentation setting out the underlying methodology, process, and evidence used to produce the valuation. This needs to be referenced back to the underlying accounting standards and best practices and demonstrate full compliance with all aspects of the prescribed requirements.
\n\nAssumptions and calculation basis shall be communicated with LSEZA’s management and shall be clearly defined in the report and valuation model.
\n\n5.2. The final Assessment Report
\n\nThe final assessment report shall include the following but not limited to:
\n\nThe objective of the demand assessment shall be to provide the fundamentals of each approach for demand, together with limitations and caveats on the use of each, as well as extended examples of the application of each. The trainings will focus on equipping the Liberia Special Economic Zones Authority (LSEZA) staff with the necessary skills and knowledge to effectively manage, promote, and sustain the SEZs. The training should be comprehensive, practical, and tailored to the specific needs of the LSEZA, ensuring that staff are well prepared to handle the complexities of SEZ development and management. The training objective is to provide LSEZA staff with a clear understanding of the principles and methodologies used in demand assessment for SEZs and will cover among other topics to be proposed by the firm:
\n\nThese trainings are supposed to be provided by the consulting firm that will ensure that LSEZA staff are well equipped to manage the Freezone effectively, attract investors, and contribute to Liberia’s economic growth and development
\n\nThe firm should be able to demonstrate extensive experience and successful delivery of measurable zones demand assessments in sub-Saharan Africa working with both public and private sector stakeholders. The firm selected for this assignment should have at least Ten (10) years of relevant experience in demand assessment.
\n\nProposals shall include a resume detailing relevant academic qualifications and expertise for all team members and their relationship with the bidder including sub-contractors. Where sub-contractors are used, your quotation should clearly identify that part of the project to be undertaken by the sub-contractors. The consulting firm will execute the assignment and will be monitored by LSEZA’s focal person and the LIFT-P’s Project Implementation Unit, as the implementing body for the Liberia Investment, Finance, and Trade Project, LIFT-P will play a key coordinating and leadership role in ensuring that the consulting firm delivers as per the agreement. In addition, the service firm will work closely with the Liberia Special Economic Zone Authority or its focal person to deliver on this assignment.
\n\nThe assignment will be conducted over a period of four (4) months, commencing from the date of contract signing. During this period, the consulting firm will undertake a comprehensive demand assessment, including data collection, stakeholder engagement, analysis, and reporting. The timeline is structured to ensure that each phase of the assessment is executed systematically, allowing sufficient time for consultations, data validation, and formulation of evidence-based recommendations.
\n\nThe consulting firm will be required to adhere to the agreed-upon project milestones, including the submission of inception, interim, and final reports within the stipulated timeframe. Regular progress updates will be provided to the Liberia Special Economic Zones Authority (LSEZA) to ensure transparency, alignment with project objectives, and timely resolution of any challenges encountered during the assessment. The final report, inclusive of all key findings, recommendations, and strategic investment insights, must be submitted for review and approval before the completion of the assignment.
\n\nThe firm will provide regular progress updates to the Liberia Special Economic Zone Authority through its Executive Chairman to ensure work is delivered on schedule and with the expected quality. All written reports are to be discussed in full of the workgroup, and this should be reflected within the final version of the information being written. After the project, the consulting firm will submit a final report, subject to full approval, from the LSEZA, regarding the document acceptance and disagreements.

The Socialist Republic of Vietnam has received financing in the amount of US$ 68,400,000 equivalent from the World Bank toward the cost of the Integrated Resilient Development Project – Gia Lai Province, and US$ 76,570,000 equivalent toward the cost of Integrated Resilient Development Project – Da Nang City. It intends to apply part of the proceeds of this financing to payments for works to be procured under this project.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2023) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
