The Government of Angola has received financing from the World Bank Group's International Bank for Reconstruction and Development (IBRD) toward the cost of the Accelerating Economic Diversification and Job Creation Project (Diversifica Mais) and intends to apply part of the proceeds for consulting services for supervision of the construction of the railway branch line and terminal of the caála logistics platform.
The consulting services (“the Services”) consist of technical supervision, contract management, quality control, and environmental, social, health, and safety (EHS) monitoring of the works executed by the main contractor, namely the construction of the railway branch line and the cargo terminal of the Caála Logistics Platform.
Main Activities:
The expected duration of the consultancy contract is fourteen (14) months.

The Accelerating Economic Diversification and Job Creation Project (Diversifica Mais) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” revised in September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

Royal Government of Bhutan has received financial assistance in the form of Credit and Grant from the World Bank towards the cost of the proposed Accelerating Transport and Trade Connectivity in Eastern South Asia (ACCESS)-Bhutan Project, to be implemented partly by the Department of Surface Transport (DoST), Ministry of Infrastructure and Transport (MoIT). Druk Green Power Corporation Limited (DGPC) is representing MoIT in implementing the subcomponent 3.3 of the ACCESS Bhutan Project and intends to apply a part of the proceeds of this financing for “Supply and Delivery of Handheld GPS Devices, Portable Tablets and Accessories”.
Therefore, eligible and interested Bidders are invited to submit their Bids as per the Bidding Document available on the DGPC’s website (https://www.drukgreen.bt/tender) and can be downloaded free of cost during the period.

The Government of Indonesia has received financing from the World Bank toward the cost of the Investing in Nutrition & Early Years Phase 2 Program in Indonesia (GFF Grant Number TF0C1687 and IHCA Grant Number TF0C3114) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include results-based financing mechanism, focusing on capacity building of the system and the sustainability of convergence in accelerating stunting reduction across Indonesia. The duration of project task implementation is estimated to be 18 (eighteen) months and the location of task implementation is located in Jakarta and across designated regions. The Ministry of Home Affairs, Directorate General of Regional Development now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. In the case of JV, the EOI shall clearly identify the lead member authorized to represent the JV, and all JV members shall be jointly and severally liable for the entire assignment if selected. For the purpose of EOI evaluation and shortlisting, only the qualifications and experience of the JV members shall be considered in assessing compliance with the shortlisting criteria The qualification and experience of sub-consultants shall not be taken into account for the evaluation of the EOI.

ASSIGNMENT TITLE: CONSULTING SERVICES FOR THE VALIDATION AND VERIFICATION OF CARBON PROJECTS UNDER COMESA ASCENT PROGRAM -ZM-COMESA-553255-CS-QCBS.
1.0 INTRODUCTION
The Common Market for Eastern and Southern Africa (COMESA) received a grant from the World Bank towards the implementation of the Accelerating Sustainable and Clean Energy Access Transformation (ASCENT) program and intends to apply part of the proceeds towards the provision of consultancy services for the validation and verification of caron projects under the ASCENT program.
As a key element of the ASCENT Program, the Regional Energy Access Acceleration Platform aims to create an enabling environment for increasing access to sustainable and clean energy. COMESA has the responsibility of managing the ASCENT Regional Energy Access Acceleration Platform. This COMESA-managed Platform contributes to implementation and monitoring of the overall ASCENT program, and progress towards the overall program objectives. Particularly relevant for the aim to mobilize financing through carbon markets is the digital MRV (d-MRV) for energy access that the COMESA-managed platform is establishing at the regional level. The Regional Energy Access Acceleration Platform is also an important vehicle to facilitate capacity-building efforts, including carbon markets among the ASCENT countries, as well as to exchange knowledge and experiences. This includes support for the validation of ASCENT countries’ carbon programs.
2.0 OBJECTIVE OF THE ASSIGNMENT
COMESA, as manager of the ASCENT Regional Energy Access Acceleration Platform, is seeking to hire Validation and Verification Bodies (VVBs) operating in Africa to provide services for the validation of ASCENT countries’ carbon programs according to the Energy Access Program (EAP) Standard developed by the Global Carbon Council (GCC).
Scope of Work
COMESA is seeking to identify VVBs that are operating in Eastern and Southern Africa and can offer carbon project validation services for ASCENT Countries’ carbon programs following the Energy Access Program (EAP) Standard developed by the Global Carbon Council (GCC).
The scope of work may cover the validation of 1 or 2 ASCENT Carbon programs per ASCENT countries (i.e., one country may have ASCENT carbon programs on (i) electricity connection, and (ii) clean cooking). The confirmation of the countries and timing of validation assignments will depend on the readiness of individual countries’ ASCENT Carbon programs.
VVBs are also invited to indicate for which country(ies) in the ASCENT geography they are expressing interest to offer their carbon project validation services and also confirm their ability to validate both types of ASCENT Carbon programs: (i) electricity connection; and (ii) clean cooking.
The selected VVB will conduct rigorous technical and methodological assessments to confirm that proposed projects meet the GCC requirements for registration. Activities include desk review of the Project Submission Form (PSF), Emission reductions calculations, additionality assessment, Environmental and Social Safeguards forms, SDG Impact assessment forms, supporting audit documentation and any other relevant documents required for validation. The validation engagement will also include a site visit.
For each carbon project submission, the expected deliverables include a final validation report in line with the GCC requirements, and any other document required by the GCC for project registration.

1.0 INTRODUCTION
The Common Market for Eastern and Southern Africa (COMESA) received a grant from the World Bank towards the implementation of the Accelerating Sustainable and Clean Energy Access Transformation (ASCENT) program and intends to apply part of the proceeds towards the provision of consultancy services for the development of the carbon policy framework on carbon market development.
COMESA intends to develop a Model Policy Framework for Carbon Markets that will :
The proposed Model Policy Framework will provide structured, nonbinding guidance to Member States, enabling them to establish robust and transparent systems for carbon market participation while preserving national sovereignty. It will emphasize principles of environmental integrity, transparency, accountability, and equitable benefitsharing, ensuring that carbon market activities contribute meaningfully to sustainable growth and resilience. The framework will also outline institutional arrangements, including national focal points and a regional coordination platform under the COMESA Secretariat, to facilitate policy convergence, knowledge sharing, and collective engagement in international negotiations.
In addition, the framework will provide technical guidance on monitoring, reporting, and verification systems, carbon registries, and safeguards against double counting, thereby supporting Member States in meeting international standards. Importantly, the framework will align carbon market development with COMESA’s broader climate, energy, and development priorities, with potential to link carbon finance to renewable energy expansion and productive use of energy
By advancing this initiative, COMESA will strengthen institutional capacity across the region, enhance transparency and accountability, and foster investor confidence. The framework will help Member States avoid the pitfalls of fragmented approaches, build collective bargaining power in global climate negotiations, and ensure that carbon market participation supports inclusive and sustainable development. Ultimately, the Model Policy Framework will serve as a strategic tool to guide Member States toward highintegrity engagement in carbon markets, reinforcing COMESA’s role as a driver of regional integration and sustainable transformation.
2.0 OBJECTIVES OF THE ASSIGNMENT

To enhance and strengthen the enabling policy environment for high integrity carbon market development in the COMESA and ASCENT region by establishing a harmonized Model Carbon Market Policy Framework and Implementation Plan that supports Member States in mobilizing carbon finance to accelerate sustainable energy access.

3.0 SHORTLISTING CRITERIA
The Common Market for Eastern and Southern Africa now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria is as follows.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers,” Sixth Edition of February 2025.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations Sixth Edition of February 2025.
