Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:</p><ol><li>Have a minimum of 10 years of proven experience in the inspection and supervision of complex infrastructure projects, preferably in railway, logistics, industrial, or heavy transport projects;</li><li>Have executed, with documentary evidence through contracts, certificates of satisfactory completion, or client statements, at least three (3) contracts for the supervision of similar works over the past ten (10) years, preferably in similar contexts in the Sub-Saharan Africa region;</li><li>Demonstrate proven practical experience in contract management, cost control, schedule monitoring, and environmental and social safeguards.</li><li>Experience in the application of FIDIC Contract Conditions (or other internationally recognised contract forms) will be considered an advantage;</li><li>Demonstrate institutional capacity to operate in multi-stakeholder contexts, ensuring technical coordination among different contractors, public entities, railway operators, and other stakeholders.</li></ol><p>Key Experts will not be evaluated at the shortlisting stage.</p><p>The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank&rsquo;s &ldquo;Procurement Regulations for IPF Borrowers&rdquo; revised in September 2025 (&ldquo;Procurement Regulations&rdquo;), setting forth the World Bank&rsquo;s policy on conflict of interest.&nbsp;</p><p>Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. The duration of project task implementation is estimated to be &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;18 (eighteen) months and the location of task implementation is located in Jakarta and across designated regions. Detailed TOR is attached in the REOI.</p><p>The Ministry of Home Affairs, Directorate General of Regional Development now invites eligible consulting firms (&ldquo;Consultants&rdquo;) to indicate their interest in providing the services. <strong>Interested Consultants should provide information to demonstrate that they have the required qualifications and relevant experience to perform the Services</strong> such as brochures/company profile (indicating the core of business and technical resources) and description of similar assignments (including location/country, name of the Client, type of services provided, contract amount, period of contract, including the starting and the completion date) and contract value.</p><p><strong>The shortlisting criteria are:</strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p><p>A. Core Business and year in Business:</p><ol><li>Minimum of 10 (ten) years of experience in management consulting services;</li><li>Experience in providing consulting services for projects funded by loans/grants from the World Bank or other international development partners, with a minimum of 3 (three) times within the last 5 (five) years;</li></ol><p>B. Similiar experiences required:</p><p>Consultant must have successfully carried out all required experiences as follows:</p><ol><li>Experience in providing consulting services in capacity building or technical assistance &nbsp;or community empowerment related to health for 5 (five) years;</li><li>Experience in providing consulting services in capacity building or technical assistance or community empowerment related to stunting for 3 (three) years;</li><li>Experience in providing healthcare consulting services for government programs funded by loans/grants from the World Bank or other international development partners for 3 (three) years.</li></ol><p>C. Technical and Managerial capability of the firm:</p><p>Availability within the firm of permanent (i.e. in the firm&rsquo;s regular payroll), experts/ professional staff relevant to the assignment. Provide only the structure of the organization, general qualifications, and number of key staff. The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage.</p><p>The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank&rsquo;s &ldquo;Procurement Regulations for IPF Borrowers&rdquo; Fifth Edition September 2023 (&ldquo;Procurement Regulations&rdquo;), setting forth the World Bank&rsquo;s policy on conflict of interest.</p><p>The Firm may associate with other firms to enhance their qualifications but shall clearly indicate in EOI whether the association is in the form of a Joint Venture (JV) and/or a sub-consultancy arrangement. In the case of JV, the EOI shall clearly identify the lead member authorized to represent the JV, and all JV members shall be jointly and severally liable for the entire assignment if selected.
