The African Union Commission (AUC) has received financing from the World Bank toward the cost of Harmonizing and Improving Statistics in West and Central Africa - Series of Projects 1 (HISWACA - SOP 1) and intends to apply part of the proceeds for consulting services.

\n\n

 

\n\n

The consulting services (“the Services”) include Selection of an Individual Consultant (IC) to perform the Consultancy services for the Development of Materials and Offer Training on the NSDS/RSDS in line with the SHaSA2.

\n\n

 

\n\n

Quality statistics are essential for evidence-based policymaking and achieving Sustainable Development Goals (SDGs) and Agenda 2063. The National and Regional Statistical System requires modernization and alignment with global standards to effectively address current data needs, improve data quality, and ensure statistical capacity-building. The National/Regional Strategy for the Development of Statistics (NSDS/RSDS) approach is regarded as the best practice in addressing these challenges. The NSDS/RSDS is a robust, comprehensive and coherent framework for strengthening statistical capacity across the entire Statistical System to respond to key user needs. The framework integrates statistics into policy formulation and planning processes, addresses statistical challenges, and mobilizes and prioritizes the use of resources. The strategy serves as a roadmap for improving and strengthening the entire statistical system.

The Strategy for Harmonization of Statistics in Africa (SHaSA) recognizes the development and implementation of NSDS/RSDS as fundamental in the strengthening and reforming of National Statistical Systems. SHaSA2 recommends that the new generation NSDS/RSDS should include emerging themes such as data revolution, big data for sustainable development and should incorporate the monitoring and evaluation of the new development agendas. It is therefore important to have a standard reference guide for the development and implementation of NSDS/RSDS in Africa.

\n\n

 

\n\n

PARIS21 has been instrumental in supporting countries and RECs with up-to-date guidelines to design and implement NSDS/RSDS since 2004. Emerging areas such as artificial intelligence (AI) and machine learning have been identified as new focal points in the modernization of strategies. In line with this, PARIS21 has developed updated guidelines to support the integration of cross-cutting issues, particularly gender and climate change, into the NSDS/RSDS design and implementation processes.

\n\n

Adoption of these guidelines and alignment of NSDSs/RSDSs to national/regional agendas and continental priorities (such Agenda 2063, SHaSA 2) has faced challenges. These challenges range from inadequate financial resources, weak institutional coordination, capacity constraints, adapting to emerging data needs and lack of political commitment. To address these challenges and in line with the ever-increasing needs for quality data, it is important to harmonize and enhance the capacity of NSOs and RECs and relevant stakeholders to formulate and implement robust strategies.

The objective of this consultancy is to develop materials and offer training on the development and implementation of NSDS/RSDS in line with SHaSA2. The materials should clearly indicate how to:

  1. Assess the current status of the National/Regional Statistical System.
    2. \n\t
  2. Identify gaps and challenges in statistical capacity and data production.
    3. \n\t
  3. Align the development and implementation of NSDS/RSDS with Paris21 guidelines.
    4. \n\t
  4. Define clear strategic objectives and actions to enhance a National or Regional Statistical System.
    5. \n\t
  5. Ensure that the strategy aligns with national development priorities, SHaSA 2 and international statistical standards (such as those from the United Nation).
    6. \n\t
  6. Provide a resource mobilization plan and implementation roadmap.
    7. \n

The individual consultant is expected to produce a draft materials document within 90 days from the date of assumption of duty. The first revised version will be submitted to the AU Member States and the relevant stakeholders from RECs and international organizations for comments and validation

  1. Required Qualifications and Experience

The ideal Individual Consultant (IC) should have:

  1. At least a master's degree in statistics, economics, public policy, or a related field.
    2. \n\t
  2. Minimum of 10 years of experience in statistical development, with a strong focus on developing and implementing National/Regional Statistical Development Strategies (NSDS/RSDS).
    3. \n\t
  3. Proven experience in national statistical system assessments, including institutional, legal, and methodological reviews.
    4. \n\t
  4. Extensive knowledge of international statistical standards, including those of the United Nations and other relevant bodies (e.g., World Bank, IMF).
    5. \n\t
  5. Demonstrated experience in stakeholder consultations and facilitating workshops or focus groups with diverse stakeholders.
    6. \n\t
  6. Experience in developing capacity-building programs for national statistical offices or similar institutions.
    7. \n\t
  7. Experience with resource mobilization and budget planning for large-scale statistical development initiatives.
    8. \n\t
  8. Prior work on M&E frameworks for statistical systems and development strategies.
    9. \n\t
  9. Language proficiency in at least one of the AU languages (Arabic, English, French, Portuguese or Spanish).

The African Union Commission now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the aforementioned Consultancy Services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant selection method set out in the Procurement Regulations.

\n\n
