The Republic of Uzbekistan has received financing from the World Bank toward the cost of the “Innovative Social Protection System for Inclusion of Vulnerable Populations” (INSON) project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the development, implementation, and delivery of a fully functional Minimum Viable Product (MVP) enabling digital monitoring of all five categories of activities of the “Inson” Centers. The MVP will include:
Estimated level of effort: approximately 4 professional staff-months.
Implementation period: approximately 4 months from contract start.
Expected start date: upon contract signature (tentatively September 2026).

3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
Bidder must meet the following minimum qualification criteria:
(i) General Experience: The Bidder shall have at least five (5) years of experience in the supply, delivery, installation, configuration, testing, and commissioning of enterprise ICT infrastructure solutions of similar nature and complexity, including at least network switching, firewall/security systems, wireless network infrastructure, structured cabling, or WAN / Internet connectivity solutions, completed satisfactorily prior to the bid submission deadline.
(ii) Specific Experience: The Bidder shall have successfully completed at least one (1) contracts during the last five (5) years for the supply, delivery, installation, configuration, testing, and commissioning of enterprise ICT or network infrastructure solutions, each with a value of not less than LKR 120 million. Contract shall include at least three (3) of the following components: core or distribution network switches, enterprise firewall systems, wireless LAN infrastructure, structured cabling for data center or campus environments, Internet connectivity integration, or inter-site leased line / VPN connectivity.
(iii) Manufacturer Experience: The manufacturers of the primary proposed equipment, specifically the network switching equipment, firewall systems, and wireless infrastructure, shall have at least five (5) years of proven experience in manufacturing and supplying similar enterprise ICT infrastructure equipment, with successful deployment track records in Sri Lanka or in comparable operational environments.
(iv) Financial Capacity:
a. The minimum required Average Annual Turnover of the Bidder for the last three (3) years shall be LKR 250 million.
b. The minimum amount of liquid assets and/or credit facilities, net of other contractual commitments, of the Bidder shall be LKR 60 million.

FDGT/PG/CON/1.5- Development of Technical Documentation for the Public Key Infrastructure (PKI)
In advancing the national VISION 2030 Jamaica goals, the Government of Jamaica (GOJ) recognizes that a prosperous Jamaican economy (Pillar 3) with empowered citizens (Pillar 1) requires a resilient, robust and efficient digital infrastructure, serving as the foundation for modern, digital government services. The build-out of a national digital service framework is essential to reposition government services around citizens’ needs - shifting from a model that requires citizens to come to government to one where government is digitally available anywhere, in a simplified, secured and accessible manner.
In April 2024 the World Bank Group (WBG) conducted a Digital Economy Assessment (DEA) of Jamaica’s digital landscape. The purpose of the DEA was to identify gaps and make recommendations on policy, strategic and operational issues across Six (6) pillars; digital infrastructure, digital public platforms, digital financial services, digital businesses, digital skills and the trust environment. The findings revealed, among other things, the need to:
Considering the foregoing and following discussions with the WBG and other Government entities, it was proposed in July 2025 to develop a Foundation for Digital Government Transformation (FDGT) programme. To facilitate expediting the scoping and design of the FDGT, the WBG has provided a Grant to the GOJ, through the Office of the Prime Minister (OPM). The Grant is administered by the Information and Communications Technology (ICT) Authority. This Consultancy is a preparatory assignment under the Grant and is limited to the following Services.
The Consulting Services (“the Services”)
The purpose of this consultancy is to produce accurate, maintainable and security-sensitive documentation that enables the ICT Authority and MDAs to understand, operate, integrate with, and adopt the existing GOJ PKI and eSignature services. The assignment shall translate the current PKI environment and technical documentation into practical, easy to use technical documentation, integration guidance and eSignature standards, while identifying gaps, risks, dependencies and adoption-readiness actions for Government consideration.

The ICT Authority now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. The attention of interested Consultants is drawn to paragraph 3.15, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers Seventh Edition, September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants should provide a curriculum vitae and brief assignment summaries that describe the scope, client, period of performance, role performed, outputs produced, relevant standards or technologies used, outcomes where known, and relevance to this assignment. Consultants may submit redacted samples or excerpts of comparable technical documentation, guides, standards, checklists or knowledgebase materials where confidentiality permits.
The best qualified Consultant to carry out the services will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Regulations and based on the following criteria:

\n\nThe Government of Liberia, through the Ministry of Commerce and Industry (MoCI) is implementing the Liberia Investment, Finance and Trade (LIFT) Project (P171997) with financing from the International Development Association (IDA) of the World Bank Group ($40 million). This project was developed to support the government’s strategic objectives to promote private sector development. Accordingly, the project development objective is to improve the investment climate, expand sustainable access to finance, and increase the efficiency of trade in Liberia. Achieving this objective requires support for improving SME’s capabilities for accessing finance and new market opportunities, to contribute to economic growth, competitiveness, and job creation. The project implementation is being coordinated by the Project Implementation Unit, under a Project Steering Committee chaired by the Minister of Commerce and Industry of the Republic of Liberia, and co-chaired by the Governor of the Central Bank of Liberia (CBL).
\n\nKey Objectives of the Assignment
\n\nThe objective of this consultancy is to design, develop, and deploy a secured, integrated, scalable, and user-friendly digital ESIA platform within six months. This platform is intended to enable the EPA to manage all stages of its ESIA permitting and other internal licensing processes, from licensing application and document submissions to evaluation, approval, and license issuance. The platform design shall aid monitoring and compliance tracking, ensuring alignment with legal obligations and user accessibility. The platform shall enable SMEs and the general investment community to register and manage profiles, seamlessly obtain ESIA documents and information, connect with the EPA, and promote transparency, effectiveness, and data security.

\n\nComponent one of this project supports improvements in Liberia’s business environment by strengthening critical Government to Business (G2B) services covering international trade, business licensing, and private investment. This component builds on and complements the extensive advisory work that has been carried out in recent years by IFC and others, and which will continue through the initial implementation stages of the project.
\n\nAccordingly, Sub-component 1.1 seeks to provide Technical Assistance to selected government Ministries, Agencies, and Commissions (MACs), including the EPA, to enable Liberia to attract and retain large private sector investments and ensure its impact. Resources are focused on technical assistance needed to prepare large investments and institutional or regulatory support that will be geared towards consolidating and reinforcing what is today a weak and fragmented institutional setup in support of private sector investment.
\n\nThrough the Project, the EPA is implementing transformative and innovative initiatives to fulfill its mandate and respond to the growing demands of the public. One of the critical reform areas is the modernization of the Environmental and Social Impact Assessment (ESIA) licensing regime, particularly to improve access and service delivery to all sectors. A recent consultancy report commissioned under the project assessed the ESIA licensing framework of the EPA and identified major procedural bottlenecks, a lack of digital infrastructure, and limited SME access to permitting services. Among the key recommendations was the need to automate and digitalize the ESIA licensing system to reduce delays, increase accountability, and improve service delivery.
\n\nIn line with this recommendation, and in accordance with the project’s PDOs and the EPA’s strategic plan, the EPA aims to recruit a qualified consulting firm or consortium through the LIFT project to develop the digital infrastructure for the ESIA process automation in Liberia.

Approach and Implementation Arrangements

The Pacific Island Forum Secretariat (PIFS) has received financing from the World Bank (WB) Group’s International Development Association (IDA)and will act as the Implementing Agency for the regional “Pacific Strengthening Correspondent Banking Relationships Project” (the Project), which will enable continuous access to correspondent banking services in Pacific Island Countries (PICs). The PICs covered by the regional project (Fiji, Kiribati, Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu) include diverse island economies facing similar correspondent banking relationship (CBR) challenges . \n\n\t\t\tFinancial systems in PICs are characterized by low levels of financial access and an uneven development of national payment systems. Commercial Bbanks, both domestically owned and multinational, dominate the financial sector in all PICs. In several PICs, much of the population lacks access to basic transaction accounts, limiting households and businesses’ ability to send and receive payments, save, invest, and respond to climatic and economic shocks. \n\n\t\t\tPICs are uniquely vulnerable to the withdrawal of the correspondent banking relationships (CBR) that underpin international trade, tourism, remittances, and humanitarian financial flows. Correspondent banking is an arrangement under which one bank (correspondent) holds deposits owned by other banks (respondents) and provides payment and other services to those respondent banks. CBRs are an essential feature of the global payment system – they enable individuals, businesses, and governments to make and receive cross-border payment services related to remittances, e-commerce, trade, and official sector flows. The cross-border transactions enabled in PICs are in various currencies, primarily the US dollar, Euro, and Australian dollar. \n\n\t\t\tThe withdrawal of CBRs, a well-documented global phenomenon affecting many emerging markets and developing economies, has adverse consequences and negative externalities for Pacific Islanders, including seasonal laborers, small and medium enterprises (SMEs), and vulnerable populations. Based on publicly available data, the number of active correspondents for Pacific banks has declined significantly since 2011 to unsustainably low levels that put the whole Pacific financial system at risk. \n\n\t\t\tIn order to mitigate the issues identified mentioned above, the WB World Bank is providing funding to the Pacific Islands Forum Secretariat (PIFS) to implement the “Pacific Strengthening Correspondent Banking Relationships Project”. \n\n\t\t\tThe project has two components: (1) Temporary correspondent banking services, and (2) Enabling environment and regulatory harmonization. The Procurement Officer undertakes to comply with PIFS’s and WB’s policies and rules with regard to anti-corruption and prevention of fraudulent practices, conflict of interest and confidentiality. 1.BACKGROUND
\n\n\n\n
The Government of Kosovo (GoK) recognizes digital development as a priority to enable sustained economic growth and improve public services. The enabling environment exists for opening new channels of communication and improving the transparency and accountability of public service provision, by building upon the existing foundations of countrywide ICT infrastructure, internet penetration, and digital literacy. The government’s State Services Portal (eKosova) was launched in 2021 and it now includes more than 350 electronic services for citizens and businesses.
\n\n\n\n
As a horizontal agenda supporting the National Development Strategy (NDS) 2030, the Digital Agenda 2030 lays out the cross-sectoral government strategy that defines the policy and priorities for Kosovo to support the digital transformation of the economy and society. The digitalization of government is included as Strategic Objective #3 (SO3). With support from the e-Governance Academy of Estonia, the GoK prepared the new e-Government strategy and Action Plan, which was approved in October 2023.
\n\n\n\n
Coordination on the digital governance agenda is a high priority in Kosovo’s strategic digitalization framework, and the government is working on strengthening coordination both within Government and with development partners. There are several agencies which have the mandate for and focus on process reengineering and administrative reforms including supporting digital governance infrastructure. In the recent past, the Ministry of Public Administration (MoPA) has had the legal authority to take forward the digital government and e-services agenda and hosted some of the critical institutions, including the Agency of Information Society (AIS) and the State Data Center (SDC). In 2021, the MoPA was merged with the Ministry of Internal Affairs (MIA), and AIS became part of MIA’s area of responsibility. The Office of the Prime Minister (OPM) is directly engaged in leading the development and overseeing the implementation of the e-Government Strategy, which also includes engagement with MIA, Ministry of Trade and Industry, Entrepreneurship and Trade (MIET) (for business services), Ministry of Finance, Labor and Transfers (MFLT), and other key ministries and agencies. A Digital Transformation Unit (DTU) within OPM was established in 2022 to coordinate all digital initiatives within the Government and with the development partners. The World Bank has been directly engaged as a partner supporting the GoK digitalization reforms.

The GoK is implementing the “Strengthening Digital Governance for Service Delivery” project with World Bank support, to improve the quality of, and user access to selected public administrative services. The project was officially launched in December 2024 and includes three components:

Piloting Citizen-Centric Digital Services with a life events approach aims to support the development of citizen-centric service delivery by piloting a life event approach for selected services, as an important demonstration effect of innovations to providing proactive integrated services that are resilient to disruptions in physical access to government buildings. In this context, the Government of Kosovo (GoK) is looking for consultancy services to perform an analysis and design of the integrated life event services for the “Death of a relative”, “Moving - Change of Address”, and “Starting a Business” life events. The procurement is launched within the World Bank funded “Strengthening Digital Governance for Service Delivery” project.

The life-event approach has been implemented for the childbirth life event. Based on this experience, the GoK has developed a methodology for the life-event approach to service delivery which will the basis for to design the integrated service delivery for “Death of a relative”, “Moving - Change of Address”, and “Starting a Business” life events (within the scope of this Consultancy) and other categories of life events in the future.

These new services seek to operationalize the government’s flagship reform of introducing a life-event approach to service delivery by transforming the way the public administration provides services to citizens and businesses, shifting from the administration-centric approach where institutions focus on providing services based on their legal mandate, towards a citizen-centric approach where services are designed and provided based on the needs of the citizen.

2.OBJECTIVE

The objective of this Consultancy assignment is to conduct a comprehensive analysis and design of the integrated life event services for the “Death of a relative”, “Moving - Change of Address”, and “Starting a Business” life events.

3.THE LIFE EVENTS WITHIN THE SCOPE OF THIS CONSULTANCY
\n\n\n\n
3.1 Death of a Relative
\n\n\n\n
The “Death of a Relative” life event brings together a set of administrative and support services that families typically need to handle during a difficult and emotional period. The event usually begins with the confirmation of death by a health professional, which serves as the basis for all subsequent procedures. From there, families often face tasks such as arranging funeral permits, managing burial services, legal registration of death and obtaining the death certificate, and notifying relevant authorities and institutions (civil registry, healthcare providers, tax authorities, social benefits services, banks, utility providers, and employers). A streamlined, life-event–based approach aims to reduce the burden on grieving relatives by minimizing repetitive submissions of the same documents and automating the flow of information between institutions.

Beyond administrative formalities, the life event also covers entitlements and obligations. This includes the closure or transfer of pensions and social benefits, processing survivor’s pensions, handling inheritance and property transfers, and managing outstanding debts or taxes.

By organizing these procedures into a single, citizen-centric journey, the government can significantly ease one of the most stressful times in life. Instead of navigating multiple offices and complex legal steps, relatives can receive coordinated, proactive support through eKosova ensuring that they spend less time on bureaucracy and more time focusing on family and personal needs.

3.2 Change of Address
\n\n\n\n
The “Moving – Change of Address” life event represents a broader transition that goes beyond the simple administrative act of updating one’s address. It encompasses a range of interactions citizens must undertake when relocating to a new residence, such as registering the new dwelling, arranging or transferring utilities, enrolling children in a nearby school, changing a family doctor, or updating voting center. Traditionally, these actions required contacting numerous institutions individually — including the civil registry, tax authority, postal service, utility providers, and health and education institutions. Expanding the scope in this way makes the service more user-centric and better aligned with citizens’ real-life needs during relocation.

3.3 Starting a Business

The “Starting a Business” life event brings together all the procedures an entrepreneur must complete to legally establish and operate a new company. This involves several steps that require navigating multiple agencies, such as business registration with the Business Registration Agency, obtaining a tax identification number, registering employees and enrolling them in the pension trust schemes and health insurance coverage, and applying for sector-specific permits or licenses. A life-event–based approach simplifies this journey by consolidating requirements into a single-entry point through eKosova online portal, where all necessary registrations can be completed in parallel rather than sequentially.

Beyond the legal setup, the event extends to supporting services for entrepreneurs, such as access to business advisory centers, information on available financing and grants, and guidance on compliance with labor, health, and safety standards. The life event aims to integrate digital services that help new businesses set up bank accounts, and access e-invoicing or digital signature tools (if available) immediately after incorporation. This not only reduces the time and cost of starting a business but also lowers barriers for small and medium enterprises (SMEs), which are the backbone of the economy.

7.REPORTING

The Contract Manager shall be the Consultant’s main counterpart on key substantive matters related to this assignment. The Consultant shall work closely with the DTU and AIS staff. Interaction with related government entities, as well as the development partners providing technical assistance to the GoK in digitalization of services may also be required.
\n\n\n\n
The Contract Manager will facilitate the Consultant’s access to the necessary documentary materials as well as access to the key stakeholders for the assignment. In the Consultant’s working relations with the GoK officials and other stakeholders, the Consultant will be expected to be self-sufficient and conduct himself/herself in the highest professional manner.
\n\n\n\n
The reports must be submitted in English and Albanian language in electronic format.

8.TIMING AND INPUTS
\n\n\n\n
This assignment is expected to start once the contract is signed by the consulting firm and be completed within a period of 36 weeks.
\n\n\n\n
The Consulting firm is expected to provide minimum 17.8 person-months (p-m) of total input within this period through six (6) key experts with required qualifications to complete the activities listed above through in-country assistance, coordination, reporting and presentations of the analysis and recommendations to the GoK officials, including: KE-1: team leader and senior business analyst; KE-2: software architect; KE-3: stakeholder engagement specialist; KE-4: content specialist; KE-5: legal expert; KE-6: user experience (UX) specialist. The team should work in Kosovo for a minimum of 7.9 person-months in total during this assignment (KE-1: 3.4 p-m; KE-2: 0.3 p-m; KE-3: 2 p-m; KE-4: 1.2 p-m; KE-5: 0.5 p-m; KE-6: 0.5 p-m).

The Government of the Republic of the Marshall Islands (RMI) has received financing from the World Bank (WB) toward the cost of the Strengthening Public Financial Management II (P510280) and intends to apply part of the proceeds for consulting services. The Procurement Advisor will strengthen national procurement systems by providing technical advice, developing standardized tools, supporting legal and regulatory updates, and building capacity across government to ensure compliance with the Procurement Code Act 2023 and international good practice. The role also supports procurement digitalization, training and mentoring of key institutions, and effective procurement implementation for the PFM Project in line with World Bank requirements.

The assignment involves directing RMI PFM II project, which includes 4 components of improving PFM practices in budget execution and financial reporting, increasing modernization of PFM systems, improving PFM Capacity, transparency and citizen engagement and project Management. It involves procurement reform and e-procurement implementation and financial management reform, upgrading FMIS system, training and certification of local staff in MOFBPS, and institutional strengthening activities.

The consulting services ("the Services") will include strengthening national procurement capacity to ensure full compliance with the Procurement Code Act 2023 and its implementing regulations, including the provision of technical advice to MOFBPS and line ministries on procurement processes, compliance requirements, and good international practice. The Procurement Advisor will develop standardized procurement templates, tools, and procedures, such as bidding documents, evaluation forms, contract management tools, and workflow guidelines, to promote consistent, transparent, and efficient procurement practices across government. The role will also involve working closely with MOFBPS management to support updates to the Procurement Code Act and the development of implementing regulations through technical advice, drafting support, and recommendations to strengthen the overall legal framework. In addition, the Procurement Advisor will design and deliver structured training programs for MOFBPS procurement staff and procurement officers across government, including support for procurement certification, contract management skills, and compliance awareness. Targeted advisory and training support will be provided to the RMI Bid Committee and the Public Service Commission to enhance procurement evaluation practices, ethical standards, and oversight functions. The services will further include leading the scoping, development, and rollout of procurement automation solutions, including needs assessments, system requirement definition, implementation of an e-tendering platform, and integration with the FMIS. To ensure sustainability, the Procurement Advisor will provide ongoing mentoring, coaching, and on-the-job support to the National Procurement Officer and procurement teams, facilitating a phased transfer of responsibilities. Finally, the Advisor will support the PFM Project’s procurement function by advising and assisting the Project Implementation Unit on procurement planning, documentation, reporting, compliance with World Bank Procurement Regulations, and the development of procurement risk and mitigation measures to ensure timely and effective project delivery.

The world is embracing Digital Transformation to drive a prosperous and peaceful future for mankind. Digital transformation has the potential to accelerate socio-economic and political transformation and fast-track the development of critical sectors such as agriculture, energy, transport, trade, manufacturing, fintech, health and education. Digital Transformation can propel the continent to realize the AU Agenda 2063 goals and aspirations.
\n\n\n\n
The internet penetration in Africa is growing form 10% (2010) to 38% (2024)[1] and expected to grow faster within the next decade. Moreover, the continent is embarking on huge digital transformative initiatives[2] to create the digital economy and society. Furthermore, the continent thrives to realize the largest free trade zone in the world which requires more connectivity, free flow of information, huge payment transactions among others. Hence, the continent’s dependency on technology, even though, not at the level of developed nations, is increasing rising and at the same time exposing its people and business cyber threats and cybercrime.
\n\n\n\n
Emerging Digital Technologies have the potential to exponentially transform the way we work, communicate, learn and interact with each other. Furthermore, according to a study by the World Bank, Africa’s contribution to the global workforce is projected to be the largest in the world by year 2100, it is therefore critical for African countries to increase uptake of the Digital Technologies to drive employment growth for the more than 22 million African joining the workforce each year. A 2020 study by the International Finance Corporation (IFC) revealed that the digital economy could contribute $1.8 billion (5.2%) to the continent’ GDP by 2025, and around $712 billion (8.5%) by 2050.
\n\n\n\n
However, recent AfricaCERT Cybersecurity Survey covering 40 African countries in 2024 revealed that more than one third of the surveyed countries did not have a national cybersecurity strategy and that in most countries legal harmonization remains a challenge, with limited adoption of comprehensive laws and regulations
\n\n\n\n
The current awareness and preparedness to combat cybercrime on the continent is at a very low level to the extent of not being able to defend and protect even the 38% of the connected population and the sparse critical infrastructures. As a result, the African cyberspace is characterised as a safe haven for cyber criminals. This African leadership has realized the vital necessity to secure the African cyberspace and has adopted cybersecurity as one of the flagship project of AU 2063 agenda. This ambition has been supported by several decisions adopted by the AU Organs within the last decade. Starting from the “AU reference Framework for the harmonization of Telecom ICT policies and Regulations”, the entry into of force of Malabo Convention on Cybersecurity and Personal Data Protection in June of 2023, the adoption of the AU Child Online Safety and Empowerment Policy, the adoption of the “AU Digital transformation Strategy”[3]. (DTS) and ending with the recent adoption of the African Digital Compact and the Continental AI Strategy in July 2024. These instruments recognize Cybersecurity as a vital cross cutting sector.
\n\n\n\n
Cybersecurity is a component of the above-mentioned instruments, and the toolkit will contribute to their implementation by supporting African Union Member States to develop their national cybersecurity strategies.

The fundamental objective of the DTS is that by “BY 2030 all our people should be digitally empowered to benefit from Digital Economy and able to access safely and securely to at least (6 MB/s) all the time wherever they live in the continent at an affordable price of no more than 1CTS USD per MB through a smart device manufactured in the continent at the price of no more than 100 USD to benefit from all basic e-Services and content of which at least 30% is developed and hosted in Africa by Africans.”[4]

According to the World Economic Forum, cybercrime has grown to such an extent that it can now be described as the world’s third-largest economy, after the US and China. It is estimated that cybercrime could reach around $10.5 trillion by 2025.
\n\n\n\n
Hence, developing comprehensive cybersecurity strategies for Africa and her Member States is urgently required to protect the current and future African cyberspace and guide actions related to cybersecurity at the national/ regional/ continental levels.
\n\n\n\n
To this end, the AU Commission is coordinating the development of a continental cybersecurity strategy by end of Q1 of 2025. Therefore, the development of a toolkit to support AU Member States draft their own national cybersecurity strategies in line with the continental cybersecurity strategy is becoming a high priority for the AU Commission.
\n\nThe toolkit should be augmented by awareness raising and capacity building campaigns by AU Commission to make sure that countries will be motivated and stand ready to develop/ update their own national strategies.

\n\nThe Government of Rwanda (GoR) has received US$200 million in funding from the World Bank and Asian Infrastructure Investment Bank for a ‘Digital Acceleration Project,’ which became effective in 2022 (henceforth referred to as ‘the Project’).[1] The Project aims to increase access to broadband and selected digital public services and strengthen the digital innovation ecosystem. The project will expand digital adoption, bringing more Rwandans online, by addressing the major barriers that dampen demand for digital services and by spearheading a series of innovative digital access and inclusion initiatives. The Project will also enhance Government’s digital service capabilities, equipping the Government with the ability to harness the power of big data and scale e-services based on shared digital standards, platforms, and infrastructure, leveraging critical enabling digital platforms and data-driven solutions to improve the efficiency of public service delivery and expand the adoption of digitally enabled services. Finally, the Project will increase Rwanda’s capacity to support digitally enabled innovation by strengthening the local entrepreneurship ecosystem, supporting tech firms to move from start-ups to growth, and by developing Rwanda’s digital talent base.
\n\nThe Rwanda Information Society Authority (RISA) has received financing from the World Bank toward the cost of Rwanda Digital Acceleration Projection, and intends to apply part of the proceeds for consulting services related to Recruitment of Specialized Training Providers to Deliver Specialized Courses for the Public Workforce in the ICT Sector in Rwanda under the Framework Agreement
\n\nThe consulting services (“the Services”) for Recruitment of Specialized Training Providers to Deliver Specialized Courses for the Public Workforce in the ICT Sector in Rwanda under the Framework Agreement include deliver of advanced trainings to the technical and support workforce in the ICT sector of the Government of Rwanda for approximately 500 individuals in various specializations courses under a framework agreement for a period of one year renewable twice upon satisfactory performance.
\n\nThe training scope is divided into 9 independent lots, with each lot focusing on a specific area for skill needs. To ensure diversity and specialized focus, no single company is permitted to bid on more than 5 lots. This approach aims to promote fairness, encourage a wider range of expertise, and allow for the participation of multiple firms with unique strengths in specific training areas.
\n\nThe Terms of Reference (TOR) for the primary procurement stage for the assignment are attached to this request for expressions of interest.
\n\nThe Rwanda Information Society Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
\n\nIndividual biodata shall not be evaluated at the shortlisting stage and the shortlist will contain minimum of 5 firms to 8 firms.
\n\nThe attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2020 Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
\n\nConsultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. Country context
\n\nThe Government of Rwanda (GoR) has put ICT at the centre of its social and economic transformation agenda, positioning digital transformation as the catalyst to accelerate the achievement of the country’s development goal.
\n\nRwanda’s Vision 2050 articulates the long-term strategic development direction of the Country as a pathway that will lead the Country to the living standards of upper middle income by 2035 and high-income countries by the year 2050. A key pillar of the strategy is “Human Development” which projects a significant population increase and the imperative to undertake essential investments in human capital development and economic reforms so that the Country can have a healthy, well-educated, and highly skilled labour force that is gainfully employed. A sizeable portion of the labour force is expected to work for the public sector thus the important need for continuous training, upskilling and reskilling.
\n\nTo bridge the skills gap and meet the demands of a growing economy, Rwanda's second National Strategy for Transformation (NST2) is designed to accelerate socio-economic progress by "Developing Skills for the Future." The strategy focuses on preparing Rwandans for a digital future, with ambitious goals to equip one million coders and train 500,000 people in advanced ICT skills, ensuring Rwanda remains competitive in the global digital economy by 2029.
\n\nAs part of their mandate, the Ministry of ICT and Innovation (MINICT) and Rwanda Information Society Authority (RISA) have to play a critical role in leading the implementation of the National ICT Policy and Strategy in Rwanda, streamlining research, innovation, and infrastructure investment, including the digitization of government services. RISA’s core mandate also includes strengthening the institutional and human capacities of IT professionals in selected domains, such as IT professional courses and other essential skills, to ensure staff are equipped with the necessary skills.

\n\nSupport for Specialized Training in Advanced ICT Trainings for the Public Workforce
\n\nThe Country’s vision for 2050 acknowledges digital transformation as a central enabler towards achieving its objectives including access to high-quality broadband and achieving living standards of upper-middle income country by 2035 and high-income country by 2050.
\n\nThe Rwanda Digital Acceleration Project (RDAP) which aims to accelerate the country-wide digital transformation presents an opportunity for the GoR to address existing skills gap. To effectively address the challenges related to digital skills within the workforce, the Project has allocated investments dedicated to comprehensive capacity building and change management to create a cadre of digitally savvy government leaders, IT professionals and service users, ensuring that all key stakeholders are equipped to navigate and implement the digital transformation successfully.
\n\nThe relevance and alignment of the Plan for Training Professionals working in the public sector to RDAP’s goals are apparent in the Plan’s objectives of increasing ICT proficiency and certification of all professionals (in public and private sectors) as well as increasing the critical mass of ICT experts for domestic and export needs. The proposed trainings respond to the interventions for capacity building planned under RDAP, which among others are expected to provide specialized trainings for high-level Government officials and trainings of government IT professionals.
\n\nIn addition, the proposed trainings are aligned with the National Digital Skills Framework (NDSF), which is a comprehensive framework that was designed as both a benchmark and a strategic roadmap to foster a digitally competent society that can contribute to and benefit from Rwanda's growing digital landscape. The framework also outlines clear and well-defined standards for digital proficiency, ensuring that both the general public and the workforce are prepared to navigate and leverage digital tools effectively. These standards encompass a broad range of competencies, including the ability to use digital devices proficiently, develop strong information and data literacy, communicate effectively through digital means, engage in secure digital transactions, create digital content, maintain online safety and security, and solve complex problems using digital solutions. By setting these standards, the NDSF aims to foster a digitally competent society that can contribute to and benefit from Rwanda's growing digital landscape.
\n\nFurthermore, RDAP was developed in line with the World Bank Rwanda Country Partnership Framework, especially its Objective 1 related to improving Human Capital through interventions focused on advancing digital literacy as well as advanced and highly specialized digital skills. This alignment supports the roadmap of the Training for Professionals working in the ICT sector which aims at increasing the ICT proficiency of the IT workforce in the public and private sectors

Joint ventures or sub-contracting between firms that can deliver international good practices to Rwanda and firm(s) that can deliver expertise on the local Rwandan context are encouraged. Having at least one team member, especially the Lead Trainer, in Rwanda for the duration of the assignment is strongly encouraged to facilitate the training delivery.
\n\nThe training provider must offer comprehensive course content, which includes delivering training materials in both hard or soft copies and providing access to the additional resources and references either online or through physical books. Additionally, the training provider must prepare the trainees for the certification exams according to relevant industry standards, ensuring they are well-equipped with recognized qualifications. To align with industry requirements, particularly for IT-specialized courses, the training approach must include adequate labs infrastructure, ensuring that the necessary facilities are in place to enhance practical learning and skill development. The following are the requirements for the training center to be eligible to offer the proposed training, they must include but not limited to:
\n\nEach of the training provided will be conducted within two (2) to three (3) months from the date of the contract award. Each course will use a face-to-face delivery method and have a minimum duration of two (2) weeks and a maximum duration of twelve (12) weeks.

\n\n1.0 Background
\n\nThe Nigeria Digital Identity for Development (ID4D) Project, initiated by the Nigerian Government and co-financed by the World Bank, the French Development Agency (AFD), and the European Investment Bank (EIB), aims to significantly increase the number of citizens with a national ID number by establishing a comprehensive and inclusive foundational ID system. This initiative is designed to enhance access to essential services for the population. To achieve its objectives, the project focuses on improving digital enrolment infrastructure and expanding enrolment mechanisms.
\n\nThe National Identity Management Commission (NIMC), based in Abuja, is responsible for executing the Nigeria Digital Identification for Development (ID4D) Project. The issuance and utilization of digital IDs are expected to foster greater participation in the digital economy and facilitate the delivery of critical services to citizens. Given the importance of the ID ecosystem, it is susceptible to cyber threats, particularly considering the evolving and increasingly sophisticated landscape of cyber-attacks. The interconnected nature of the project heightens security concerns, making robust security measures essential as digital IDs expand access to both the digital economy and vital services.
\n\nNIMC is currently certified under ISO 27001:2022 for its NIMS Backend, ensuring that its information security management practices align with industry standards. In response to the growing need for a unified approach to information security across all offices, NIMC plans to extend the ISO 27001:2022 certification to its frontend operations in the six territorial offices, as well as have an integrated management system certification encompassing multiple standards such as ISO 27001 (Information Security Management), ISO 27701 (Privacy Information Management), and ISO 22301 (Business Continuity Management). This expansion and integrated approach will further strengthen NIMC's commitment to safeguarding information assets across all operations, thereby enhancing overall governance and risk management.
\n\nThe extension is vital for maintaining consistent, high-quality information security management throughout the National Identity Management System. It is to mitigates risks, ensures compliance, boosts stakeholder confidence, enhances business continuity, and supports the organization's growth. ANNEX A: TERMS OF REFERENCE AND SCOPE OF SERVICES
\n\nTRANSPORT DATA MANAGEMENT UNIT (TDMU) MANAGER
\n\n21st OCTOBER 2025
\n\nSTRATEGIC CONTEXT:
\n\nThe largest nation in the Micronesian sub-region, the Federated States of Micronesia (FSM), is made up of four semi-autonomous states (Kosrae, Pohnpei, Chuuk, Yap) located between Palau and the Philippines to the west and the Republic of the Marshall Islands (RMI) to the east. Although its land area covers just 700 square kilometers, FSM consists of more than 600 islands scattered over an area of about
\n\n2.6 million square kilometers, including its Exclusive Economic Zone.
\n\nRoad and Port Infrastructure. FSM’s transport network is vulnerable to climate change induced risks such as sea level rise, intensified storm surge, increased precipitation and flooding. The network of roads and ports facilitates the movement of goods and services and is therefore of critical importance to the country’s economic development, as well as providing access to social services such as schools and health facilities. In addition, most of the population in FSM lives close to the coast, and critical infrastructure including roads, schools, places of employment, port facilities, tourist facilities, power plants and airports, are located primarily in the coastal zone. The road network in FSM is Government owned and maintained, and in general, there is only one circumferential route on the main island of each of the four FSM states. The lack or inexistence of alternative routes is a critical aspect to the communities and economies and therefore paramount to be considered when making decisions on capital and maintenance investments to promote the resilience of the road network. Road condition is mostly good to fair, with some sections of the network poor and very poor. Inadequate drainage and the insufficiency of routine maintenance are the main contributors to poor condition. Hence, since there is generally only one circumferential route per island, even a few poor or very poor sections can severely interrupt the flow of people, goods and services. The combination of multiple aspects (e.g. limited or no redundancy, high rainfall and undulating terrain) implies the need for a robust strategy for reconstruction and rehabilitation of transport assets to improve resilience during extreme events as well as ensure maintenance is properly performed so all year-round access is likely to be provided to FSM states residents.
\n\nMaintenance and Asset Management. Ongoing management and maintenance of existing infrastructure is severely limited, largely attributed to a lack of proactive asset management and constrained budget allocations. Lack of preventative maintenance can potentially put lives at risk as the deterioration of infrastructure and a reduction in service levels can reduce access to critical services (e.g. schools and hospitals), inhibit the movement of goods and people, reduce network safety, and prevent the further expansion of infrastructure services. In addition, it is also costly
\n\nin a financial sense given preventative maintenance provides a better financial return than investments in new infrastructure. Though the importance of preventative maintenance is known, there has been little appetite for allocating sufficient and regular budget for this. Compounded with the fact that the network is vulnerable to extreme weather events and climate change, the road network is at risk of rapid deterioration.
\n\nThe remote geographical setting of FSM, increasingly harsh climatic conditions, the small populations of states, and unavailability of materials and equipment, all combine to make maintenance and management of infrastructure assets, and transport sector assets in particular, a major challenge. Road works are undertaken by a mix of actors including state-owned enterprise, state road agency force account, as well as state-based and international private contractors. Like many small island developing states, the development of the private contracting industry is curtailed primarily by a lack of reliable and sufficient funding for major works and maintenance. Routine and periodic maintenance of the sealed road network is ad-hoc at best, and non-existent at worst. Currently, only Kosrae has an inventory of its network drainage assets, and no state has an active network management system due to a lack of sufficient funding.
\n\nThe sealed roads in FSM were originally asphalt-surfaced decades ago, with varying approaches to routine and periodic maintenance in each state:
\n\nThe Government of FSM (GoFSM) is working with donors to support its climate change initiatives and has requested the World Bank’s assistance through the Prioritized Road Investment and Management Enhancements (PRIME) and the Strategic Climate-Oriented Road Enhancements (SCORE) projects. The common objective across the two projects is to improve the climate resilience of FSM’s transport network (with PRIME focused on primary roads, SCORE focused on secondary roads). The projects’ objectives will be achieved through three common components:
\n\nComponent 1: Spatial and Sector Planning Tools. This involves technical assistance for sectoral and spatial planning tools that will improve the way that climate change is addressed in FSM’s road sector to enable policymakers to make informed decisions based on the most accurate and up-to date information available.
\n\nComponent 2: Climate Resilient Infrastructure Solutions. This involves feasibility studies, design and construction of identified priority road assets to improve their resilience to climate-related hazards. The integration of climate change considerations into infrastructure activities will help strengthen the resilience of assets and improve functionality of the road network.
\n\nComponent 3: Strengthening the Enabling Environment. This Component provides funding to support institutional and regulatory reforms for road sector asset management and maintenance, including measures to strengthen local capacity and to increase the sustainability of climate resilient road sector investments. In addition, this Component helps strengthen coordination among relevant institutions, will look at ways in which road sector management can be improved, and will address any emerging priority issues that can help support GoFSM in addressing climate change risks.
\n\nComponent 4: Contingent Emergency Response Component (CERC). This component is designed to provide swift response in an event of an Eligible Crisis or Emergency4, by enabling GoFSM to request the World Bank to reallocate project funds to support emergency response and reconstruction.
\n\nThere are three key initiatives which fall under Component 1 that are important to the TDMU:
\n\nGoFSM has prepared a detailed assessment of vulnerabilities in the road sector and developed a strategy for enhancing the climate resilience of its overall road network for the same timeframe. The consultancy services commenced in Q3, 2021 and are now completed. The key outputs from that consultancy include:

\n\nGoFSM plans to establish a crash database that will allow for the recording and analysis of all road accident data including weather related factors, thereby enabling an evaluation of contributing factors to the crashes. Under this activity, staff hired for the Transport Sector Data Management Unit (under Component 3) would be trained to develop, manage and effectively use a road crash database. The TDMU will need to work closely with other stakeholders currently engaged or to be engaged in road crash reporting and recording that may include but not be limited to federal and/or state agencies of Health, Police and Transport. The crash database will be linked to the Climate-Informed RAMS being set up under PRIME.
\n\nFurthermore, there is one key activity that falls under Component 3 that the TDMU will support:
\n\nThe term Motorization Management refers to a deliberate, diligent, and coordinated process to shape, through public policies and programs, the profile, quality and, to some degree, quantity, and intensity of use of the motor vehicle stock as it progresses through a country's motorization process. It seeks to shape the way motor vehicles are managed throughout their effective in-use life in order to improve economic, safety, environmental and fuel consumption outcomes. GoFSM plans to conduct a diagnostic study to thoroughly understand how motorization is currently managed in FSM. The study will identify a roadmap of Motorization Management activities, including specific projects and institutional reform. The key outputs relevant to this role are:

Lead the establishment of a new centralized Transport Data Management Unit (TDMU), strengthen systems and processes supporting data-informed decision making and provide technical direction, leadership, and capacity building to staff within this unit.

\n\nThe TDMU, its business processes, staffing capability, and the tools it manages are also being strengthened through complementary pieces of technical assistance. For instance, the Review of Institutional and Governance Arrangements for Road Sector Management has assessed the adequacy of the institutional framework and governance arrangements supporting road transport and provided recommendations to strengthen the enabling environment with a particular focus on maintenance of the road network and funding for these activities.
