1. The Government of Suriname has received financing from the World Bank toward the cost of the project Suriname Competitiveness and Sector Diversification project (SCSD) loan IBRD 8985 SR and intends to apply part of the proceeds toward payments under the contract[1] for Machines online
2. The Project Implementing Unit of Suriname Competitiveness and Sector Diversification project (SCSD) loan IBRD 8985 within the Ministry of Economic Affairs, Entrepreneurship and Technological Innovation now invites Bids from eligible Bidders for Goods such as mentioned in table 1. All goods shall be new and unused.
Please note: This Invitation consists of a total of 6 items. Bids will only be accepted for evaluation if the 2 mandatory items (Item 1. Big CNC and Item 2, 1 Fiber Laser are fully priced. Failure to provide pricing for these 2 mandatory items shall result in the immediate rejection of the bid as non-responsive."
Bidding will be conducted through national competitive procurement through the procurement method RFQ as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Mandatory RFQ Conditions and Submission Requirements
Equipment FabLab – SCSD Project
1. Quotation Addressed To

The quotation must be prepared for the delivery, installation, commissioning, and training of the requested equipment for the SCSD project/FabLab.
2. Scope of Supply
The quotation must include, at a minimum:
• Supply of the offered equipment in accordance with the requested specifications.
• Delivery to the FabLab location in Suriname.
• Installation and setup of the equipment.
• Functional testing and commissioning.
• Operator training and basic maintenance instruction.
• Warranty and aftersales support during the warranty period.
• All required standard accessories for normal operation.
• Technical documentation, datasheets, manuals and warranty documentation.
Supply-only quotations, or quotations limited to shipment/delivery of boxed equipment without installation, commissioning and training, may be considered non-responsive.
3. Technical Compliance
The bidder shall quote in accordance with the requested specifications. Any deviation from the requested specifications must be clearly stated and explained. A technical compliance matrix must be submitted with the quotation, showing for each requirement: requested specification; offered specification; compliance status; deviation, if any; and reference to datasheet/brochure page. Offers that do not clearly identify deviations may be considered non-responsive.
4. Mandatory Product Information
For each offered item, the bidder must provide:
• Brand, exact model, and manufacturer.
• Product installed dimensions and net weight.
• Country of origin.
• Full technical datasheet of the exact offered model/configuration.
• Configuration list and included accessories.
• List of exclusions, if any.
• Recommended spare parts and consumables list, including pricing.
Generic catalogues without clear identification of the exact offered model/configuration may be rejected.
5. Supplier Qualification
The bidder must provide evidence of capability to supply, install and support the offered equipment. The bidder shall submit:
• Company registration details (KKF).
• Confirmation whether the bidder is the manufacturer, authorized distributor, authorized reseller, or system integrator.
• If not the manufacturer, a manufacturer authorization letter or proof of authorized supply/support relationship may be requested.
• Details of the technical support team and local support provider.
6. Electrical, Utility and Site Requirements
For each machine, the bidder must provide a site preparation sheet including: required voltage; phase and frequency; maximum current; recommended breaker size; plug or connection type; grounding requirements; compressed air or gas requirements (if applicable); water cooling/chiller requirements (if applicable); ventilation/fume extraction requirements; floor space and working clearance; floor loading requirements; environmental requirements (temperature and humidity); and unloading/forklift/crane requirements. The FabLab will arrange the required facilities based on the information provided by the bidder.
7. Installation, Commissioning and Training
The quotation must include installation, commissioning and training. Commissioning shall include: physical installation/setup; power-up and functional testing; test run or sample output; verification of main machine functions; basic operator and maintenance instruction; handover of manuals and warranty documents; and a signed commissioning/acceptance report. Training shall cover safe operation, basic machine use, routine maintenance, and basic troubleshooting.
8. Warranty and Aftersales Support
The warranty period shall be a minimum of one year from the date of successful commissioning and signed acceptance. The quotation must state the warranty period, scope, exclusions, local support arrangement, and procedure for warranty claims. The bidder shall provide local support and aftersales service throughout the warranty period.
9. Safety Requirements
Where applicable, offered machines must include relevant safety provisions such as: emergency stop; safety interlocks; protective covers or enclosures; laser safety protection/PPE; fume extraction or ventilation provisions; safety labels and operating instructions; and user manuals with safety instructions. Laser equipment must include appropriate safety documentation and recommended PPE.
10. Pricing Requirements
The quotation must be priced in USD and must clearly show: equipment price; required accessories; delivery to FabLab; installation; commissioning; training; warranty/aftersales support; and optional spare parts and consumables (listed separately). Prices must be quoted inclusive of import duties and delivery to the FabLab. VAT shall be quoted at 0%. Any exemption from import duties will be determined after award.
11. Payment Terms
• 85% of the contract sum upon delivery of the equipment to the FabLab.
• 15% of the contract sum after successful installation, commissioning, training and signed acceptance.
12. Delivery Time
The bidder must state the delivery time to the FabLab, including production time, shipping time, import/customs clearance, and local delivery.
13. Quotation Validity
The quotation and pricing must be valid for four weeks from the date of issue.
14. Clarifications and Right to Reject
The purchaser may request clarifications, additional technical documentation, manufacturer confirmation, or proof of supplier capability. The purchaser reserves the right to reject incomplete quotations, non-compliant offers, offers with unclear deviations, or offers that do not demonstrate sufficient capability for delivery, installation, commissioning and aftersales support.
15. Evaluation Criteria
Quotations will be evaluated based on: technical compliance with the requested specifications; completeness of submitted documentation; supplier qualification and experience; delivery and installation capability; warranty and aftersales support; delivery time; and price. The purchaser is not obligated to select the lowest-priced quotation if the offer does not sufficiently meet the technical, support, documentation, or delivery requirements.
