(Nungwi Village)</p><p><strong>SPECIFIC PROCUREMENT NOTICE</strong></p><p><strong>Request for Bids (RFB)</strong></p><p><strong>8th October 2026</strong></p><p>1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) No. WB-P811333&mdash;8 of 27-08-2021.</p><p><strong>2. The Revolutionary Government of Zanzibar</strong> has received financing from the World Bank toward the cost of the <strong>Boosting Inclusive Growth for Zanzibar: Integrated Development Project (BIG-Z)</strong> and intends to apply part of the proceeds toward payments under the contracts for <strong>Integrated Tourism Development, Infrastructure and Livelihood Improvement in Unguja, Zanzibar (Nungwi village)</strong> - Construction of Village Square, Tourist Information Centre (G+1) and Entrepreneurship Centre, and Retrofitting of the Existing Fish Market with Associated Public Spaces, Parking, Urban Furniture, Tide-Defence Embankment and Food Vending Stalls</p><p>3. The <strong>Ministry of Finance and Planning</strong> now invites sealed Bids from eligible Bidders for the following works<strong>:</strong></p><p>Construction of Village Square, Tourist Information Centre (G+1) and Entrepreneurship Centre, and Retrofitting of the Existing Fish Market with Associated Public Spaces, Parking, Urban Furniture, Tide-Defence Embankment and Food Vending Stalls</p><p>Time estimated for the completion of the works is 8 months plus 12 months Defect Liability Period</p><p>&nbsp;</p><p>4. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank&rsquo;s &ldquo;Procurement Regulations for IPF Borrowers&rdquo; Sixth edition, February 2025 (&ldquo;Procurement Regulations&rdquo;), and is open to all Bidders as defined in the Procurement Regulations.</p><p>5. Bidders should note that to qualify for award of the contract they are required to meet certain minimum qualifying criteria as provided in Section III: Evaluation and Qualification Criteria (without Prequalification Criteria) of the Bidding Document which includes:</p><ol><li><em>Experience as prime contractor: they should have successfully completed at <strong>least two (2) contracts </strong>of similar nature and complexity within the last ten (10) years, each of a minimum value of <strong>TZS 3,500,000,000 but with total value of all contracts equal or more than TZS 7 billion equivalent</strong></em></li><li><em>Minimum average annual construction turnover of <strong>TZS 4,500,000,000; </strong>calculated as total certified payments received for contracts in progress and/or completed within the last 5 years.</em></li><li><em>Minimum amount of liquid assets, unencumbered real assets, lines of credit, and other financial means for <strong>TZS 1,500,000,000; </strong></em></li></ol><p><em>Further details and complete qualification requirements are provided in the Bidding Documents. </em></p><p>5. Interested eligible Bidders may obtain further information from the Ministry of Finance and Planning through Principal Secretary, Ministry of Finance and Planning, P.O.BOX 1154, First Floor, Sea View-Wing, Vuga Street, Zanzibar &ndash; Tanzania and inspect the Bidding document during office hours 07:30 to 15:30 local hours from Monday to Friday inclusive, except on public holidays at the address given below.</p><p>&nbsp;</p><p>6. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of One Hundred and Fifty United State Dollar (US$150) or its equivalent in a freely convertible currency. Bidding documents are being provided in hard copies. Bids must be delivered to the address below on or before <strong>10th November 2026</strong> at 11:00 am local time<em>.</em> Electronic Bidding <strong>will not</strong> be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below.</p><p>8. All Bids must be accompanied by a Bid Securing Declaration.
