The project will be implemented over a period of 6 years (2023-2029), and budget of US$67.3 million will be allocated for the following four components: Component 1 &ndash; Institutional Strengthening for Solid Waste and Plastic Management (US$ 4.32 million, implemented by Ministry of Environment), Component 2 &ndash; Integrated Solid Waste and Plastic Management, Planning, Monitoring, and Capacity Building for Participating Provinces, Municipalities and Districts (US$8.42 million, implemented by Ministry of Interior). Component 3 &ndash; Solid Waste and Plastic Management Infrastructure (US$54.56, implemented by Ministry of Public Works and Transport) and Component 4 &ndash;emergency response with zero allocation has been provisioned for the Bank to provide emergency support in the event of a natural disaster, emergency and/or catastrophic event.</li></ol><ol><li><strong>The Project Development Objective (PDO) and Key Results Indicators</strong></li></ol><ol><li>The PDO is to improve solid waste and plastic management in selected areas, and in case of an Eligible Crisis or Emergency, respond promptly and effectively to it. There are three PDO level indicators that will be measured through the following indicators: (i) Proportion of population in selected areas with regular household waste collection, to be measured by the percentage of population that will have regular waste collection; (ii) the landfill disposal capacity operational per defined criteria, to be measured by the amount of landfill disposal capacity that will be realized under the project in Cubic Meter (m3); (iii) plastics policies, guidelines, or standards developed, to be measured by the number of policies, guidelines or standards developed; and (iv) the percentage of municipal solid waste recovered, recycled, composted and/or treated with other techniques.</li></ol><ol><li>The Project now invites expressions of interest from qualified and experienced individual consultants to undertake with the assignment listed below:</li></ol><ol><li>National Procurement Consultant (Intermittent), Ref. No: MOI-INV-16</li><li>Administrative and Contract Management Assistant, Ref. No: MOI-INV-17</li></ol><ol><li>The interested consultants will be evaluated based on the qualification and relevant experience in regards to the minimum criteria listed below:</li></ol><ol><li><strong>National Procurement Consultant (Intermittent)</strong></li></ol><ul><li>At least Bachelor degree in Business Administration, Commerce or other relevant field;</li><li>At least 5 years of relevant experience in carrying out procurement of goods, works and consultant services under bilateral/multilateral funded projects/programes including WB, ADB, EU and other development donors;</li><li>Experience of procurement with the Royal Government of Cambodia&rsquo;s Standard Procurement Manual, Bidding Documents and Proposals for Externally financed Projects will be an advantage;</li><li>Have ability to work independently and provide trainings to other staffs when needed;</li><li>Demonstrated ability to consult and work cooperatively with others as a team; and</li><li>Fluency in written and spoken English and Khmer and good report writing skill.</li></ul><ol><li><strong>Administrative and Contract Management Assistant</strong></li></ol><ul><li>At least Bachelor degree in Business Administration, Commerce, Law, Engineering, or other relevant field;</li><li>At least 5 years of relevant experience in carrying out administrative services under bilateral/multilateral funded projects/programes including WB, ADB, EU and other development donors;</li><li>Experience in office management, project operation and procurement will be an advantage;</li><li>Ability to work independently, provide trainings and work as&nbsp; a team, manage multiple tasks, and meet deadlines under pressure;</li><li>Demonstrated ability to consult and work cooperatively with others as a team; and</li><li>Fluency in written and spoken English and Khmer and good report writing skill.</li></ul><ol><li>The consultants will be based at the Project Management Unit.</li></ol><ol><li>The selection process will be carried out in accordance with provisions set forth in the Government Procurement Manual for Externally Financed Projects/Programs in Cambodia and Approved Selection Method for Individual Consultants - Section VII.&nbsp;Approved Selection Methods: Consulting Services of the World Bank Procurement Regulations for IPF Borrowers Fourth Edition (November 2020).</li></ol><ol><li>The detailed Terms of Reference (ToR) for the assignment can be found with the link: https://www.owso.gov.kh/wp-content/uploads</li></ol><ol><li>Interested candidates are requested to obtain detailed terms of reference (TOR) and send your expression of interest (EOI) by submitting the updated curriculum vitae with current photo and cover letter with at least three referees by email and attention to: Mr. Ung Keorattanak, Deputy Project Manager, Email: rattanak.ukr@gmail.com&nbsp;and Copy to and Mr. Soun Samreth, Procurement Officer, Email: dst.samreth@gmail.com.</li></ol><ol><li>Expression of Interest must be submitted no later than <strong>October 21, 2026</strong>&nbsp;before 5:00 pm (Local Time).
