The Program will support seven out of the twenty identified tourism clusters, focusing on wine, wellness, adventure, cultural, educational, and ecotourism in the regions of Ararat, Vayots Dzor, Shirak, Tavush, and Syunik. Within the framework of the Program, access to the identified clusters will be improved, and infrastructure at tourism destinations will be developed. The Program also seeks to leverage Armenia&rsquo;s natural resources and human potential by developing the entrepreneurial and professional skills of residents of neighboring communities, with the aim of maximizing employment opportunities. In addition, the TRIP Program is aligned with the World Bank&rsquo;s approach to attracting private investment to these tourism clusters.</p><p>The infrastructure investment component of the TRIP Program includes the construction of new public buildings, including museum buildings; the restoration and preservation of historical and cultural monuments; the revitalization of the urban environment of historic towns and villages, including the restoration of building fa&ccedil;ades, public spaces, museums, and roads; as well as the improvement of cultural and natural heritage sites, including ensuring their accessibility and appropriate presentation.</p><p>Under the World Bank&rsquo;s <strong>Local Economy and Infrastructure Development (LEID) Project</strong>, which preceded the Tourism and Regional Infrastructure (TRIP) Program, designs for the museum buildings at the <strong>Dvin archaeological site</strong> and <strong>Dashtadem Fortress</strong> were developed and approved in 2024. Based on these designs, construction works will be implemented under the TRIP Program.</p><p>Under the TRIP Program, in parallel with the work of the museum specialist, the design documentation will be updated, the cost estimate will be recalculated based on current prices, and the accompanying documentation will be updated, including the <strong>Architectural Planning Assignment (APA), technical specifications, expert examination conclusions, approvals, and other relevant documents</strong>. The revision of the design will be carried out through the conclusion of a direct contract with the original design author.</p><p>At present, within the framework of the TRIP Program, it is necessary to develop <strong>conceptual approaches for the organization of the museum environment and exhibitions</strong> for the museums at the <strong>Dvin</strong> and <strong>Dashtadem</strong> archaeological sites, including exhibition design, taking into consideration their respective missions, visions, and objectives.</p><p>&nbsp;</p><ol><li><strong>OBJECTIVE OF THE ASSIGNMENT </strong></li></ol><p>Objective of the Assignment</p><p>The objective of the assignment is to:</p><ul><li><strong>Dvin:</strong> Present the archaeological museum of Dvin and the preserved monuments of the archaeological site of the <strong>&ldquo;Capital of Dvin&rdquo;</strong> to tourists by creating a culturally rich and, at the same time, scientific and educational environment that is historically grounded while incorporating modern amenities and design, archaeological exhibits, and historical reconstructions.<br /><strong>Proposed museum type:</strong> Archaeological Museum.</li><li><strong>Dashtadem:</strong> Determine the type and content of the Dashtadem Museum; develop and collect exhibits; plan interactive activities and festivals; recreate historical events using the entire area of the large fortress; and incorporate all structures of the restored fortress into programs featuring reenactments of historical episodes and military-sport games.<br /><strong>Proposed museum type:</strong> Military-Historical Museum, though a broader historical scope could also be suggested <em>(subject to further discussion)</em>.</li></ul><p><strong>Expected Results of the Assignment</strong></p><p>The expected result of the assignment is the establishment of <strong>operational archaeological and military-historical museums at Dvin and Dashtadem</strong>, respectively, featuring:</p><ul><li>Exhibitions developed on a sound scientific basis;</li><li>Modern lighting and design;</li><li>Information delivered through multimedia tools;</li><li>A management system compliant with modern museum standards, including digitized databases and appropriate conditions for the preservation, conservation/restoration, and display of exhibits;</li><li>Increased tourist visitation and increased tourism-generated revenues.</li></ul><p>&nbsp;</p><ol><li><strong>SCOPE OF SERVICES </strong></li></ol><p>The scope of consulting services is divided into three phases:</p><p><strong>Phase 1.</strong> Preliminary Study, Collection Assessment and Documentation, and Development of the Exhibition Concept and Layout Plans</p><p>This phase shall include a preliminary study of the sites and museums, assessment and documentation of the existing collections, and development of the conceptual approach to the organization of the exhibitions and the relevant layout plans.</p><p><strong>Phase 2.</strong> Development of Museum Content, Exhibition Planning, and Development of Exhibition Design and Lighting Schemes</p><p>This phase shall include the development of the museums&rsquo; content, exhibition planning, and the development of exhibition design and lighting schemes for both interior and exterior spaces, in accordance with the requirements applicable to the <strong>&ldquo;Design Developement&rdquo; stage</strong>.</p><p><strong>Phase 3.</strong> Integration of the Approved Solutions into the Museum Design Documentation, Capacity Building, Support for the Development of Management Policies, and Final Reporting</p><p>This phase shall include:</p><ul><li>Integration of the solutions approved under Phase 2 into the design documentation of the museums;</li><li>Capacity building for museum staff;</li><li>Support for the development of museum management policies; and</li><li>Preparation and submission of the final report.</li></ul><p>The interim and final deliverables shall be submitted to the <strong>Armenian Territorial Development Fund (ATDF) (the Client)</strong> for review and comments.</p><p>Key Stakeholders</p><p>The key stakeholders of the assignment are:</p><ul><li>The <strong>Ministry of Economy of the Republic of Armenia, Tourism Committee (MoE Tourism Committee)</strong>;</li><li>The <strong>Ministry of Education, Science, Culture and Sports of the Republic of Armenia (MoESCS)</strong>;</li><li>The <strong>World Bank</strong>;</li><li>The <strong>&ldquo;Service for the Protection of Historical Environment and Cultural Museum-Reservations&rdquo; State Non-Commercial Organization</strong>; and</li><li>Relevant local self-government and state administration bodies.</li></ul><p>&nbsp;</p><p><strong>PHASE 1. PRELIMINARY STUDY, COLLECTION ASSESSMENT AND DOCUMENTATION, AND DEVELOPMENT OF THE EXHIBITION CONCEPT AND LAYOUT PLANS</strong></p><p><strong>Task 1. Preliminary Study</strong></p><ul><li>Study the key objectives and priorities of the Program, as well as the principles governing the organization and development of similar museums.</li><li>Review the existing collections and exhibits; review and update the collection inventory; and assess the physical condition of the collections, the level of documentation, the potential for expanding the exhibitions, and opportunities for the application of modern technologies and best practices.</li><li>Update or create <strong>object records/passports</strong> for the collection items in the <strong>Collection Management System (CMS)</strong> or other appropriate information platforms.</li><li>Review the design documentation for the Dvin and Dashtadem museums and assess all spaces suitable for exhibition purposes.</li><li>Conduct inception meetings with the museum (and archaeological site) management and relevant departments to discuss existing challenges and perspectives, with the participation of all relevant stakeholders. The Client (<strong>ATDF</strong>) shall be notified in advance of the scheduled meetings.</li><li>Prepare and submit to the Client a brief report summarizing the work carried out, meetings held, and recommendations and proposals received from stakeholders.</li></ul><p>&nbsp;</p><p><strong>Task 2. Collection Assessment and Documentation</strong></p><p><em>For Dvin:</em></p><ul><li>Classify the exhibits and archaeological finds into two lists: <strong>items intended for display</strong> and <strong>items to be placed in storage for further study and/or conservation/restoration</strong>.</li><li>For the items intended for display, identify their proposed display locations, such as exhibition halls, entrance/lobby areas, outdoor platforms, excavated pits protected by glass covers or shelters, and other appropriate locations.</li><li>Assess the informational signage and other small-scale architectural elements included in the design, and provide recommendations on whether they should be retained or modified.</li><li>Prepare preliminary classified lists of exhibits and archaeological finds according to their proposed display locations (e.g., exhibition hall, entrance/lobby, outdoor areas, archaeological site recreation/rest area, etc.).</li></ul><p>&nbsp;</p><p><em>For Dashtadem:</em></p><ul><li>Identify, collect information on, and inventory all potential exhibits and archaeological finds, including their current locations and the organizations holding them. Classify them into two lists: <strong>items intended for display</strong> and <strong>items to be placed in storage for further study and/or conservation/restoration</strong>, indicating the current location of each exhibit and the arrangements made for obtaining/accessing it.</li><li>Propose a list of exhibits to be <strong>reconstructed and/or reproduced</strong>, together with sketches or photographs of relevant examples.</li><li>Assess the informational signage and other small-scale architectural elements included in the design, and provide recommendations on whether they should be retained or modified.</li><li>Prepare preliminary classified lists of exhibits and archaeological finds according to their proposed display locations (e.g., exhibition hall, entrance/lobby, outdoor areas, archaeological site recreation/rest area, etc.).</li></ul><p><strong>Task 3. Development of the Exhibition Concept and Layout Plans</strong></p><p><em>For Dvin and Dashtadem:</em></p><ul><li>Develop the exhibition concept, including proposed display locations, visitor circulation routes, descriptions, justification of the selected exhibition schemes, principles for organizing the interior spaces, the proposed design and lighting style, the placement of information panels and exhibit labels, and other relevant elements.</li><li>Develop exhibition layout plans and/or wall elevations, assigning identification numbers to the displayed items. Prepare a numbered list of exhibits, indicating for each exhibit its name, historical information, and photograph.</li><li>Develop preliminary interior and exterior lighting schemes.</li><li>Propose design options for furnishing the exhibition halls, including the appearance, materials, and mounting/installation methods of display pedestals, tables, shelving, lighting fixtures, and other furnishings.</li></ul><p><strong><em>Consolidated Deliverables for Tasks 1&ndash;3</em></strong></p><p>The findings and outputs of Tasks 1&ndash;3 shall be consolidated into <strong>two comprehensive reports</strong>, one for Dvin and one for Dashtadem, with the following structure:</p><ul><li>Summary description of the work carried out;</li><li>Museum organization concept, exhibition and lighting schemes, and classified list of exhibits;</li><li>Visitor routes for viewing the key monuments and displayed exhibits:<ul><li><strong>For Dvin:</strong> An integrated visitor route covering the archaeological site and the museum, indicating the entrance, exit, all visitor stops, and the visitor-use scheme for supporting facilities, including the ticket office, restrooms, caf&eacute;, library, recreation area, viewing platform, etc.</li><li><strong>For Dashtadem:</strong> An integrated visitor route covering the <strong>Great Wall, fortress, other historical structures, and the museum</strong>, indicating the entrance, exit, all visitor stops, and the visitor-use scheme for supporting facilities, including the ticket office, restrooms, pavilions, etc.</li></ul></li></ul><p>The exhibit lists shall be consolidated using the <strong>proposed format presented below</strong>.</p><table cellspacing=\"0\" style=\"border-collapse:collapse; The outputs shall be developed as separate packages for Dvin and Dashtadem.</strong></p><p><strong>Task 1.</strong> <strong>Development of Museum Content and Exhibition Planning</strong></p><ul><li>Define the overall exhibition concept, the key <strong>interpretation themes</strong>, and the expected learning outcomes for visitors, ensuring their alignment with the cultural and historical significance of the archaeological site.</li><li>Prepare <strong>curatorial notes</strong> and <strong>research dossiers</strong> for significant exhibits. At the same time, define the key interpretation themes and sub-themes that will connect the exhibits to meaningful narratives and visitor experiences.</li><li>Develop the exhibition <strong>narrative structure, storylines, and educational content</strong>.</li><li>Develop the textual content of the exhibition, including <strong>labels, information panels, guides, and catalogues</strong>.</li><li>Develop all informational materials, exhibit labels, and other textual materials in <strong>Armenian and English</strong>, with the Armenian and English texts presented together on the same exhibit labels, posters, and other information panels.</li><li>Integrate the descriptive content of the exhibition into <strong>audio and video systems</strong> in order to enhance visitors&rsquo; understanding of and overall experience of the exhibition.</li></ul><p><strong>Task 2. Integration of the Solutions Approved under Phase 2 into the Museum Design Documentation</strong></p><ul><li>Develop <strong>Design Assignment No. 1</strong>, containing clear instructions regarding the changes, additions, and further developments to be incorporated into the design and cost-estimate documentation of the Dvin and Dashtadem museums. The assignment shall be substantiated by the schemes, specifications, and instructions approved under Phase 2.</li><li>Develop <strong>Design Assignment No. 2</strong>, containing clear requirements to be included in procurement requests for the acquisition and/or fabrication of furniture and reconstructed/reproduced exhibits. The assignment shall be substantiated by the design developed and approved under Phase 2, including sketches, schemes, specifications, quantities, and other relevant instructions.</li></ul><p><strong>Task 2. and</li><li>Incorporates revisions made based on comments received from the Client and relevant stakeholders.<ol><li><strong>Review and Approval Sequence</strong></li></ol></li></ul><p>All deliverables shall be submitted and reviewed according to the following sequence:</p><ol><li>Initial submission by the Consultant to the <strong>Client (ATDF)</strong>;</li><li>Coordination with the <strong>MoE Tourism Committee</strong> and relevant stakeholders, including the <strong>MoESCS, World Bank, and other relevant authorities</strong>;</li><li>Consolidated comments communicated to the Consultant through the ATDF;</li><li>Submission by the Consultant of a revised version incorporating all comments, including the relevant revisions and/or clarifications;</li><li>Obtaining <strong>&ldquo;no objection&rdquo; confirmation</strong> from the MoE Tourism Committee, MoESCS, World Bank, and other relevant authorities regarding the revised materials;</li><li>Final approval by the <strong>Tourism Committee</strong> and acceptance by the <strong>ATDF</strong>.<ol><li><strong>Review Periods</strong></li></ol></li></ol><ul><li>Each review stage shall not exceed <strong>three (3) weeks</strong> from the date of submission.</li><li>The Consultant shall be provided with <strong>one to two (1&ndash;2) weeks</strong> to incorporate comments and submit the revised version.</li><li>The duration of the review process, number of review iterations, and approval procedure shall be agreed upon during the inception stage.<ol><li><strong>Scope of the Consultant&rsquo;s Activities and Responsibilities</strong></li></ol></li></ul><p>The Consultant shall be responsible for:</p><ul><li>Collecting and studying historical data related to the two cultural sites; conducting site visits and field assessments; and collecting, studying, classifying, and supplementing information on exhibits related to the sites;</li><li>Cooperating with specialists in the cultural, museum, and archaeological fields; determining the types of the Dvin and Dashtadem museums (archaeological, historical, thematic, etc.) and agreeing the proposed museum types with the Client;</li><li>Studying and analyzing baseline data, existing materials, and approved design documentation;</li><li>Preparing conceptual/sketch proposals for the content, organization, and design of the exhibitions and agreeing them with the Client;</li><li>Developing and agreeing with the Client the design of the furnishing of the museum buildings, including exhibit pedestals, niches, supports, exhibition hall partitions, exhibits displayed in entrance/lobby areas, posters, signage, and other related elements;</li><li>Developing the lighting system and lighting scenarios for exhibition halls and other public spaces, and providing specifications for lighting fixtures;</li><li>Designing audio-visual systems for the museums and preparing audio and video guides;</li><li>Within the scope of its assignment, the museum specialist may propose changes to the functional designation of certain rooms, subject to agreement with the Client (e.g., auditorium/lecture hall, temporary exhibition hall, caf&eacute;, workshop/studio for children, etc.);</li><li>Organizing training sessions and providing support to museum staff;</li><li>Cooperating with the design organization under the coordination of the Client.</li></ul><p>The Consultant shall be responsible for the <strong>timely delivery of high-quality outputs</strong>, as well as for effective communication and coordination of activities with the Client and the Program stakeholders.</p><p>The Consultant shall <strong>not be responsible for the physical collection or acquisition of archaeological objects and other exhibits</strong>. However, the Consultant shall provide recommendations regarding their selection, acquisition, scholarly interpretation, and display.</p><p>The Consultant shall prepare an <strong>Exhibit Identification and Acquisition Plan</strong>, specifying:</p><ul><li>Proposed exhibits and collections;</li><li>Locations of the exhibits, potential acquisition opportunities, and preliminary arrangements;</li><li>Exhibits to be provided by archaeological expeditions, museums, state institutions, or private collections;</li><li>Exhibits requiring reproduction, reconstruction, illustration, modeling, or creation of a digital version;</li><li>Recommendations regarding the development of replicas, scale models, audiovisual materials, and interactive interpretation tools.</li></ul><p>The Consultant&rsquo;s recommendations shall <strong>not require changes to the architectural and/or structural solutions</strong> included in the Museum designs. Where recommendations concerning finishes or interior treatments are made, they shall be coordinated with the design author and the Client.</p><p>At the Client&rsquo;s request, the Consultant shall prepare <strong>reports/presentations</strong> on visitor routes, exhibition schemes, and furniture/display design. The Consultant shall be prepared, under the coordination of the Client, to discuss the proposed solutions with the Design Team, stakeholders, and community representatives.</p><p>The Consultant shall participate in working meetings organized by the Client to ensure the <strong>accuracy, completeness, and integration of the exhibition content and the interconnection of its various components</strong>.</p><p>The Consultant shall independently bear all costs associated with the provision of the consulting services, including:</p><ul><li>Transportation costs;</li><li>Office and administrative expenses;</li><li>Costs related to organizing meetings;</li><li>Costs of <strong>interpretation and translation services</strong>;</li><li>Costs of printing and reproduction of documents.<ol><li><strong>&nbsp;&nbsp;Client Responsibilities and Scope of Activities</strong></li></ol></li></ul><p>The Client shall ensure coordination among the <strong>Museum Specialist, the Designer, and all relevant stakeholders</strong>.</p><p>The Client shall coordinate the deliverables submitted for each phase with the <strong>MoESCS, MoE Tourism Committee, World Bank</strong>, and, as necessary, other relevant stakeholders. Upon obtaining the required coordination and approval from the MoE Tourism Committee, the Client shall accept the respective deliverable.</p><p>The deliverables of each phase shall be approved before proceeding to the activities of the subsequent phase. The approval timelines shall be agreed upon among the relevant stakeholders; however, as a general principle, they shall <strong>not exceed ten (10) working days</strong>.</p><p>Following the Client&rsquo;s acceptance of proposals submitted by the Museum Specialist&rsquo;s team that involve modifications to the <strong>lighting, audio-visual, and/or other engineering systems</strong>, such proposals shall be forwarded to the design authoring organization with instructions to incorporate them into the working design documentation and cost estimate.</p><p>The production of <strong>furniture, exhibit pedestals, and other soft elements</strong> shall be procured by the Client through a separate procurement process. The design proposals, sketches, and three-dimensional visualizations developed by the Museum Specialist shall contain sufficient information to enable the furniture manufacturer to prepare detailed shop drawings and manufacture the furniture and related elements.</p><ol><li><ol><li><strong>Intellectual Property Requirements</strong></li></ol></li></ol><p>The Consultant shall be the <strong>author of the work</strong> prepared under this Terms of Reference, and the work shall constitute the Consultant&rsquo;s intellectual property.</p><p>The Client shall be the <strong>owner of the accepted work</strong> and may use it at its discretion, in whole or in part.
