The Rural Development Agency (RDA) is a state agency under the Ministry of Environmental Protection and Agriculture of Georgia (MEPA), which is responsible for the administration of the &ldquo;Preferential Agro-Credit Project.&rdquo; The Project provides access to loans and leasing products by subsidizing the interest rates. The proposed PACPS will support RDA and MEPA in administering the Preferential Agro-Credit Project on a fully digital, centrally governed, and auditable basis. The system will comprise a Core Case Management System, a Transactional and Financial Reconciliation Module, an API and Integration Layer, and a Financial Institutions Portal, and will enable structured, API-based and portal-based interoperability with participating financial institutions (banks and leasing companies) and relevant state registers.</p><p>The installation, configuration, and full operational acceptance of the system shall be completed within twelve (12) months from the Effective Date of Contract, followed by an eleven (11)- month warranty.</p><p>The Project implementation will take place in Tbilisi, Georgia, primarily at MEPA&rsquo;s and RDA&rsquo;s central offices, with remote access and integration points across participating agencies.</p><p>3. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank&rsquo;s &ldquo;Procurement Regulations for IPF Borrowers&rdquo;, September&nbsp; 2025, (&ldquo;Procurement Regulations&rdquo;), and is open to all eligible Proposers as defined in the Procurement Regulations.</p><p>4. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): <strong>75 % and for Bid cost: 25%.</strong></p><p>5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Interested eligible Proposers may obtain further information from<em>&nbsp;the Ministry of Environmental Protection and Agriculture of Georgia (ME</em><em>PA)</em> and inspect the request for proposals document during office hours <em>10:00 to 17:00 hours </em>at the email addresses given below iosebtchonkadze@gmail.com<u>; </u>mariam.bakhtadze@mepa.gov.ge; rusudan.manjgaladze@mepa.gov.ge;</p><p>6. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The request for proposals document in <em>English</em> may be requested by interested eligible Proposers upon the submission of a written application to the email address below. The document will be sent in an electronic format, free of charge.</p><p>7. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Proposals must be delivered to the address below on or before <strong>November 16, 2026, 12 hrs. local time</strong><em>.</em> Electronic procurement <strong><em>will not</em></strong> be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked &ldquo;ORIGINAL PROPOSAL&rdquo;, and the inner envelopes marked &ldquo;TECHNICAL PART&rdquo; will be publicly opened in the presence of the Proposers&rsquo; designated representatives and anyone who chooses to attend, at the address below on<strong> November 16, 2026, 12 hrs. local time</strong>. &nbsp;The Proposers may attend the opening online as specified in ITP 26.1.
