7. For submission of the bid, the bidder is required to have Digital Signature Certificate (DSC) in the name of the person duly authorized to sign on behalf of the Bidder from one of the Certifying Authorities (CAs), authorized by Government of India for issuing DSC (e.g. Verasys/ Sify/ nCode/ eMudhra etc.), with their profile. It is mandatory for the bidder to register their firm with e-procurement system https://etenders.hry.nic.in and obtain the user ID and password for participating in e-procurement in this Project. Bids comprise two Parts, namely the Technical Part and the Financial Part, and both parts must be submitted simultaneously online on the e-procurement system on or before 15:30 Hrs. (IST) by 18.11.2026. Any bid or modifications to bid (including discount) received outside e-procurement system will not be considered. The electronic procurement system would not allow any late submission of bids. The “TECHNICAL PART” of the Bids will be publicly opened online on 18.11.2026 at 16.00Hrs. (IST) in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 16:00 hours (IST), and this could also be viewed by the bidders online. The “FINANCIAL PART” shall remain unopened in the e-procurement system until the second public Bid opening for the financial part. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue.
8. All Bids must be accompanied by (i) “Bid Security” of INR 16,62,53,000/- (Indian Rupees Sixteen crore sixty-two lakh fifty-three thousand only) or USD 1,750,000/- (USD one Million seven hundred fifty thousand only) and (ii) Local Labour Method Statement. The form of Bid Security and details of submission are given in Vol.1A – Instructions to Bidders of the Bidding Documents.
9. A pre-bid meeting will be held in hybrid mode on 21.10.2026 at 11.00 hours (IST) at the office of General Manager/Contracts and through video conferencing by software apps such as Webex / Microsoft Teams, to clarify issues and to answer questions on any matter that may be raised at that stage as stated in ITB Clause 7.4. Bidders are advised to download the bidding document prior to the pre-bid meeting in order for bidders to have a good understanding of the scope of the requirements under this contract for discussion and clarification at the pre-bid meeting.
10. Other details can be seen in the bidding document. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest information related to this bid.
11. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

Approximate Cost of Work | Rs. 1662.53 Cr. (including GST) |
Tender Security Amount | Rs. 16,62,53,000/- (Indian Rupees Sixteen crore sixty-two lakh fifty-three thousand only); or USD 1,750,000/- (USD one Million seven hundred fifty thousand only). The Bid Security shall be in any of the following forms at the Bidder’s option:
“from a reputable source i.e. Nationalized/Scheduled Commercial Bank of an eligible country. If the unconditional guarantee is issued by a non-bank financial institution located outside the Employer’s Country, the issuing non-bank financial institution shall have a correspondent financial institution located in the Employer’s Country to make it enforceable. In the case of a bank guarantee, the Bid security shall be submitted either using the Bid Security Form included in Section IV, Bidding Forms, or in another substantially similar format approved by the Employer prior to Bid submission. The Bid Security shall be valid for twenty-eight (28) days beyond the original validity period of the Bid, or beyond any period of extension if requested under ITB 18.2.”
Bid Security (in original) shall be accepted only up to the last date of Bid submission upto 15:00 Hrs. on 18.11.2026, in the office of GM/Contracts, Gurugram Metro Rail Limited at the address mentioned hereinafter.

Cost of Bid documents | Non–Refundable Tender Fee of Rs.23,600/- (Rupees twenty-three thousand six hundred only) (inclusive of 18% GST) shall only be accepted online on or before 15:00 hours on 18.11.2026. The tenderers are required to upload the receipt towards payment of tender cost along with the tender upto 15.00 hrs. on 18.11.2026. |
