The Government of the Philippines (GoP) has received a Grant from the World Bank toward the cost of <strong>Hiring of Consultancy Firm (Independent Verification Agent) for Data Collection and Verification of Philippines Sustainable Agricultural Transformation (PSAT) Program&rsquo;s Disbursement Linked Results (DLRs)</strong> and it intends to apply part of the proceeds of this Grant to <strong>One Hundred Sixteen Million Pesos (116,000,000.00)</strong> payments under the contract for <strong>DASBAC 2026-09-001</strong>.</p><p>2. The Department of Agriculture Philippines Sustainable Agriculture Transformation and Technical Assistance for Sustainable Agriculture Transformation Project Management Office (DA PSAT &amp; TASAT PMO) now calls for the submission of short-listing documents for the Hiring of Consultancy Firm (Independent Verification Agent) for Data Collection and Verification of Philippines Sustainable Agricultural Transformation (PSAT) Program&rsquo;s Disbursement Linked Results (DLRs) using the<strong> Quality Based Selection (QBS) Selection</strong>. Short-listing documents of interested consultants must be duly received by the Bids and Awards Committee (BAC) Secretariat <strong>on or before</strong> <strong>2:00 pm October 9, 2026</strong> at <strong>DA PSAT &amp; TASAT Project Management office</strong>. Applications for eligibility will be evaluated based on a non-discretionary &ldquo;pass/fail&rdquo; criterion.</p><p>3. A complete set of Bidding Documents may be acquired by interested Bidders on October 15, 2026 from the given address below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of <strong>Fifty Thousand Pesos (50,000.00).</strong></p><p>It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.</p><p>5. The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the Harmonized World Bank&rsquo;s Procurement Guidelines and provisions of Republic Act (RA) No. 12009, otherwise known as the &ldquo;New Government Procurement Act,&rdquo; and its Implementing Rules and Regulations (IRR). The short-list shall consist of five (5), which should not be fewer than three (3) but not more than seven (7) prospective bidders; in case of one (1) or less than the required number apply for eligibility and short-listing, and/or the minimum score required in the short-listing, the BAC shall consider the same who will be entitled to submit bids manually. <strong>The criteria and rating system for short-listing is attached as Annex 1.</strong></p><p>Bidding of this will be conducted through <strong>Quality Based Selection (QBS) </strong>as specified in the Harmonized World Bank Procurement Guidelines and Project Operations Manual.</p><p>In addition, DA PSAT and TASAT PMO bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR.</p><p>6. Bidding will be conducted in accordance with relevant procedures for competitive selection as specified in the IRR with some amendments, as stated in these bidding documents and is open to all bidders from eligible source countries as defined in the applicable guidelines of the <strong>Harmonized World Bank&rsquo;s Procurement Guidelines and provisions of Republic Act (RA) No. 12009, otherwise known as the &ldquo;New Government Procurement Act,&rdquo; and its Implementing Rules and Regulations (IRR) as applicable.</strong></p><p>7. The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality Based Selection. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.</p><p>8. PSAT is a five-year program (July 2026 to December 2030) that aims to improve productivity, diversification, climate resilience, and public resource use efficiency in the agrifood systems in the Philippines.</p><p>&nbsp;</p><p>The DA will implement the PSAT program that will support achievement of the agriculture and fisheries sectors&rsquo; development objectives by providing budgetary assistance for five (5) years to existing and new department programs. It will incentivize DA performance by linking funding support to the accomplishment of the set of Disbursement Linked Indicators (DLIs) and its corresponding Disbursement Linked Results (DLRs). The promised additional funding will compel and enable the agency to accelerate its programs to meet established targets and deliver on its commitments.&nbsp;</p><p>&nbsp;</p><p>The PSAT program is funded by the World Bank through a Program-for-Results Financing (PforR) Loan in the amount of One Billion US Dollars (1,000,000,000.00 USD). The PforR instrument is linked to the achievement of targets for a set of ten (10) DLIs and associated DLRs. There are a total of twenty (20) DLRs spread over five years. The disbursement will be contingent upon the&nbsp;</p><p>DA endorsing to DOF an acceptable Results Verification Report (RVR) and the DOF subsequently furnishing the RVR to the World Bank as satisfactory evidence that the relevant Disbursement-Linked Results (DLRs) have been achieved and independently verified by the Independent Verification Agency (IVA). Therefore, verification of these results is an integral part of the Program given the nature of the instrument.</p><p>&nbsp;</p><p>The purpose of this Terms of Reference (ToR) is to appoint an administratively, technically, and financially autonomous Independent Verification Agency (IVA) to undertake verification of the achievements of the DLRs. The appointed agency will verify the achievement of the DLRs as per the methods outlined in the ToR and submit the verification reports to the Project Management Office (PMO) and the World Bank.</p><p>&nbsp;</p><p>The PSAT Loan Agreement signed with the World Bank on April 2026, and Project Appraisal Document (PAD) establishes a monitorable and verifiable Disbursement-Linked Indicator System, where the completion status of the pre-identified DLIs through verified DLRs is directly linked to loan disbursement.&nbsp;</p><p>&nbsp;</p><p>Therefore, the Project Management Office (PMO) intends to procure an Independent Verification Agency (IVA) to facilitate this aforementioned Disbursement-Linked Indicator System</p><p>&nbsp;</p><ol><li>Program Result Areas</li></ol><p>&nbsp;</p><p>The PSAT activities are organized around three result areas that contribute to the achievement of the Program Development Objective of improving productivity, diversification, climate resilience and public resource use efficiency in the agrifood systems in the Philippines:</p><p>&nbsp;</p><ul><li>Result Area 1: Enhanced production and incomes in rice-based farming, supports climate-resilient and diverse rice-based farming by (a) improving the rice seed program by ensuring distribution of approved and registered rice varieties suited to local agro-climatic conditions; (b) increasing diversification of rice-based farming by integrating the government&rsquo;s rice program with other commodity programs; (c) promoting mechanical direct seeding to lower labor costs, optimize seed use, and reduce GHG emissions; (d) implementing the use of IMC to improve the efficiency of fertilizer support; (e) fostering climate-smart agriculture through training and adoption of resilient technologies; and (f) increasing the intensity of available mechanization for rice-based farming;&nbsp;</li></ul><p>&nbsp;</p><ul><li>Result Area 2: Enhanced efficiency and resilience of food value chains, supporting climate-resilient, high-value crop production and enhancing post-harvest infrastructure to minimize food losses and improve marketable output through, among others: (a) increasing vegetable production using modern technologies such as tissue culture, climate-resilient screen-houses, and rain shelters; (b) expanding cold storage and promoting green technology adoption, including modular storage designs for broader private sector uptake; and (c) facilitating agricultural exports by upgrading food safety and plant quarantine laboratories and providing certification for agricultural exports; and</li></ul><p>&nbsp;</p><ul><li>Result Area 3: Enhanced institutional delivery and performance, strengthening institutional frameworks and systems to support a competitive agri-food economy by, among others: (a) improving budgetary processes to enhance programmatic and results-based public expenditure; (b) establishing and operationalizing a data Command Center for integrating, storing, and analyzing datasets across DA agencies, enabling data-driven decision-making and climate disaster response; and (c) optimizing DA procurement systems to improve efficiency, shorten bid evaluation and award timelines, and promote environmentally sustainable &ldquo;green procurement&rdquo; practices.</li></ul><p><br />&nbsp;</p><ol><li>Objective of the Assignment&nbsp;</li></ol><p>&nbsp;</p><p>The objectives of this consultancy assignment are to:</p><p>&nbsp;</p><ol><li>Conduct an independent verification of the achievement of DLRs&nbsp; under the PSAT Program, based on the Verification Protocol agreed between the Government of the Philippines and the World Bank; and&nbsp;</li></ol><p>&nbsp;</p><ol><li>Prepare and submit to DA comprehensive Results Verification Reports (RVRs), in form and substance acceptable to the DA and the World Bank, documenting the achievement of the DLRs and providing the evidence required to support withdrawal applications. Upon acceptance by the DA, the RVRs shall be endorsed by the DA to the Department of Finance (DOF) for submission to the World Bank as part of the requirements for loan disbursement.&nbsp;</li></ol><p>&nbsp;</p><p>These reports will be reviewed by the DA. Subsequently, the DA will submit to the DOF an acceptable RVR for the World Bank&rsquo;s review as part of the requirements for processing PSAT Loan disbursements.</p><p>&nbsp;</p><ol><li><p>Scope of Work</p></li></ol><p>&nbsp;</p><p>The Procurement of the Independent Verification Agent will follow the World Bank Procurement Guidelines harmonized with the Philippines&rsquo; domestic consulting service procurement guidelines and approach through a Quality Based Selection (QBS).&nbsp;</p><p>&nbsp;</p><p>The World Bank&#39;s Project Appraisal Document (PAD) and Loan Agreement (LA) for PSAT outlines the following DLIs and DLRs with its relevant Loan Disbursement schedule (<u>See Annex A</u>).</p><p>&nbsp;</p><p>The independent verification agency must use the PAD and LA as the primary references to ensure the method of verification of the DLIs and DLRs as well as ensuring that the conduct of monitoring and evaluation (M&amp;E) of the project are in line with the Project Design and the Verification Protocols.&nbsp;</p><p>&nbsp;</p><p>The verification agency shall verify the accomplishment of the above-mentioned DLR Items. Verification will take place against a verification framework and frequency, described in detail in the Verification Protocol (See <u>Annex B</u>).</p><p>&nbsp;</p><p>The detailed scope of work of the Independent Verification Agency (IVA) will cover the following:</p><p>&nbsp;</p><ol><li>Submission of an Inception Report for the PSAT and TASAT PMO&rsquo;s review and approval. This report shall include a DLI and DLR verification plan, which shall be approved by the PSAT and TASAT PMO and shall accomplish the following:&nbsp;</li></ol><p>&nbsp;</p><ol><li>Establish the evaluation framework and detailed methodology for assessing the baselines and results against DLRs, which includes the sampling design, data collection instruments, primary and secondary information sources, and verification methods;</li></ol><p>&nbsp;</p><ol><li>Prepare DLI/DLR Verification Procedures and On-site Verification Plans, field operations and processing manuals, interview or survey plan,&nbsp; questionnaires and other analogous methods or instruments for Verification; and</li></ol><p>&nbsp;</p><ol><li>Conduct a workshop on the proposed Verification Procedures, On-site Verification Plans and related documents of the Verification Agent which must be in line with that provided by the World Bank. Such protocols must consider all inputs from all relevant offices for each DLI/DLR.</li></ol><p>&nbsp;</p><ol><li>Carry out the Independent Verification of DLIs and DLRs, which involves but is not limited to the following tasks:&nbsp;</li></ol><p>&nbsp;</p><ol><li>Implement the approved Disbursement-Linked Indicator Verification Plan and conduct verification in a timely manner. Any additions or changes to the verification plan will require prior approval in writing by the DA and the World Bank;</li></ol><p>&nbsp;</p><ol><li>Generate and provide&nbsp; empirical, statistically robust and qualitative/ anecdotal evidence to the DA as Verified Accomplishment of the pre-identified DLIs and DLRs for PSAT;</li></ol><p>&nbsp;</p><ol><li>Pre-test data collection instruments especially those requiring large-scale data collection conducted over multiple time periods;&nbsp;&nbsp;</li></ol><p>&nbsp;</p><ol><li>Implement the Verification Procedures and On-site Verification Plans. This includes conducting field data collection visits to farms, farming households, offices of relevant government institutions and the private sector as well as any stakeholder deemed appropriate and necessary. The visits will be conducted in coordination with the PSAT-TASAT PMO to complement desk reviews and will include spot checks and interviews with government officials, beneficiaries and end-users;</li></ol><p>&nbsp;</p><ol><li>Hire the needed dedicated personnel, consultants, Contract of Service (COS) Workers, Statistical Researchers, and Processors to be available during the entire period of the verification process and analysis/ reporting;</li></ol><p>&nbsp;</p><ol><li>Coordinate closely with the PSAT-TASAT PMO and conduct regular consultation meetings based on agreed outputs and timetable of activities, or as needed. The timetable of activities as provided in a latter section of this TOR;</li></ol><p>&nbsp;</p><ol><li>Strictly follow the timetable of activities in the delivery of outputs and revisions thereto;</li></ol><p>&nbsp;</p><ol><li>Comply with any changes provided by the DA in relation to the timeline of activities;</li></ol><p>&nbsp;</p><ol><li>Report to the DA the occurrence of any event or condition that might delay or prevent the completion of the survey or the services following the schedule, indicating the steps that are being undertaken to rectify the situation; and</li></ol><p>&nbsp;</p><ol><li>Comply with any comments of the DA in relation to the outputs provided in this Section of the TOR.</li></ol><p><br />&nbsp;</p><ol><li>Data Management and Analysis Systems. The IVA shall design and set up the back-end data processing systems (simple and robust) to host field data. A secure database system storing primary data collected for analysis and reporting will be shared with the PSAT PMO. This system must be in line and in compatible with the PMO&rsquo;s Monitoring and Evaluation (M&amp;E) framework and system</li></ol><p>&nbsp;</p><ol><li>Process Documentation. Prepare detailed documentation of all evaluation processes to ensure transparency and accountability to be shared with the DA and other stakeholders.</li></ol><p>&nbsp;</p><ol><li>Submit Verification Reports documenting the DA&rsquo;s implementation of program interventions resulting in the achievement of DLIs and DLRs. The report must be written in English and should include: summaries of verification activities undertaken to check the accuracy of results data, supporting documents, verified baselines and results of all DLIs and DLRs, recommended disbursement levels for each DLI, summaries of major discrepancies accompanied by short explanations, and recommendations and analysis of progress for each DLI.&nbsp;</li></ol><p>&nbsp;</p><p>These reports must include the work conducted, data sources and analysis, verification process and methods, assessment criteria, indicator achievement status, and conclusions.&nbsp;&nbsp;</p><p>&nbsp;</p><ol><li>Develop standardized verification mission templates for each DLR to be applied in every semi-annual verification cycle, detailing (i) the DLR description and measurement criteria (qualitative and/or quantitative), (ii) applicable verification targets for the relevant period, and (iii) the scope of activities covering pre-verification, verification, and post-verification stages; and</li></ol><p>&nbsp;</p><ol><li>Assist the DA, PSAT-TASAT PMO and project stakeholders in understanding project progress and implementation effectiveness, identifying issues arising during execution, and providing a basis for adjustments to DLIs and DLRs.</li></ol><p><br /><br /><br />&nbsp;</p><ol><li><p>Functions of the PSAT-TASAT PMO and IVA</p></li></ol><p>&nbsp;</p><p>Responsibilities of the PSAT PMO.&nbsp;</p><p>&nbsp;</p><p>The PMO is responsible for:&nbsp;</p><p>&nbsp;</p><ol><li>coordinating the work of all designated staff from PMO for monitoring DLI / DLR progress and for all data collection activities and support the work of the IVA related to validating DLIs and DLRs that are declared as achieved by the participating institutions;</li></ol><p>&nbsp;</p><ol><li>providing pre-verification information, documents and updates appropriate for the assignment to the IVA;&nbsp;</li></ol><p>&nbsp;</p><ol><li>coordinating the work of the IVA and ensuring its engagement with the DA&rsquo;s PSAT implementing offices, direct project beneficiaries and other key stakeholders;&nbsp;</li></ol><p>&nbsp;</p><ol><li>Review IVA reports and provide comments where needed and formally endorse and submit final verification reports and evidence to the World Bank through the DOF for disbursement purposes</li></ol><p>&nbsp;</p><p>Responsibilities of the IVA.</p><p>&nbsp;</p><p>The IVA is responsible for</p><p>&nbsp;</p><ol><li>Maintaining regular communication with the PSAT-TASAT PMO via direct meeting, audio-conference, videoconference, and email regarding all aspects of the assignment;&nbsp;</li></ol><p>&nbsp;</p><ol><li>Providing the PSAT-TASAT PMO and the World Bank with copies of the evaluation framework, workflow, timelines and data collection methodology for review at inception;&nbsp;</li></ol><p>&nbsp;</p><ol><li>Submitting in a timely manner the Verification Reports to PSAT-TASAT PMO and the World Bank; and</li></ol><p>&nbsp;</p><ol><li>Strictly complying with all general independence, confidentiality, and professional integrity codes.&nbsp;</li></ol><p>&nbsp;</p><p>The IVA shall seek advice from the PMO when uncertain about the responsibilities and requirements.</p><p>&nbsp;</p><ol><li><p>Deliverables, timeline, and payment schedules</p></li></ol><p>&nbsp;</p><p>A locally registered and specialized firm with relevant experience, resources and personnel will be procured for the estimated cost of One Hundred Sixteen Million Pesos (116,000,000.00) as the verification agency for DLIs and DLRs during the entire project implementation period CY 2026-2030.&nbsp;</p><p>&nbsp;</p><p>The total budget allocated covers all expenses, including applicable taxes, consultant fees, enumerator costs, site visits, and logistical requirements. For transparency and simplicity, all costs, such as personnel, materials, travel, and other project-related expenses, have been consolidated into a lump sum price, adhering to the terms outlined in the contract.</p><p>&nbsp;</p><p>Payments will be based on the submission of specific outputs, duly accepted and found satisfactory by the DA, in accordance with the terms outlined in the contract, TOR, Inception Report, and any other pertinent agreements documented during meetings. The Consulting Firm or IVA is mandated to provide the DA with both hard and soft (via email) copies of the reports, including data files, at least one week before the designated deadline for approval acceptance. Each deliverable will undergo a rigorous review, assessing alignment with the agreed-upon content to ensure quality of each report.&nbsp;</p><p>&nbsp;</p><p>It is crucial to note that the DA shall possess and retain the intellectual property rights of all the reports and data files generated by the activities, and all data is confidential, not to be released to third parties without written approval.</p><p>&nbsp;</p><p>In the event of failure to deliver any or all of the Services within the specified period, the Procuring Entity reserves the right to deduct liquidated damages from the contract price, equivalent to the price of the unperformed portion of the Services for each day of delay based on the approved schedule. The delay is tracked from the Intended Completion Date (stipulated in the contract plus any formally approved Extension of Time). This deduction shall be in the form of liquidated damages which shall be 1/10 of 1% (0.1%) of the value of the unperformed or delayed services per day. Under this lending instrument the World Bank disburses funds directly to Government of the Philippines contingent upon meeting the agreed result areas (RAs) which will be assessed using Disbursement-Linked Indicators (DLIs) and verified through the Disbursement-Linked Results (DLRs). DLIs are the framework/ indicators and DLRs are the specific targets/achievements within that framework.</p><p>&nbsp;</p><p>As such, a Verification Agent is warranted to conduct surveys for the verification of select agriculture and institutional related performance results such as the yield of rice production, income of rice farmers and production performance of selected high value crops among other statistics.</p><p>&nbsp;</p><p>The Consultancy Firm or Evaluation Team will be selected through the Quality Based Selection (QBS) process.</p><p>&nbsp;</p><p>The Independent Verification Agency (IVA) must provide consulting service contracts and Certificate of Completion as reference attachments. The IVA must submit proof of employment for the project team members, including employment contracts, labor service agreements, or proof of willingness to undertake the project. Additionally, the IVA must provide documents demonstrating the project team members&rsquo; roles in similar projects, including: work content descriptions, project approval certificates, copies of work outcomes.</p><p>&nbsp;</p><p>The IVA could be any locally registered and specialized firm having the following experience and qualifications:</p><p>&nbsp;</p><ol><li>The IVA must be a third party with no conflict of interest with any project implementation unit at any level- the firm shall have no financial or institutional interests that could conflict with its verification mandate;</li></ol><p>&nbsp;</p><ol><li>The IVA must have at least eight (8) years of experience in providing similar consulting services in government and/or private project evaluation, rural and agricultural statistics or planning, policy and theoretical research, government agency surveys, social assessments, or related fields.</li></ol><p>&nbsp;</p><ol><li>The IVA must have completed similar consulting services with project cost in the amount of twenty five percent (25%) of the Estimated Project Cost within the past ten (10) years.&nbsp;</li></ol><p>&nbsp;</p><ol><li>The IVA must have completed similar consulting services in monitoring and evaluation of projects funded by international financial institutions (such as the World Bank and ADB), experience with results-based loans is preferred;</li></ol><p>&nbsp;</p><ol><li>The IVA should have demonstrated capacity to collect and verify gender-disaggregated data, with experience in applying gender-sensitive verification approaches;</li></ol><p>&nbsp;</p><ol><li>Have access to data management software and IT infrastructure with demonstrated ability to carry out data processing and analysis.&nbsp;&nbsp;</li></ol><p>&nbsp;</p><ol><li>The project team members assembled for this consulting activity should have participated in or independently completed similar consulting services in monitoring and evaluation of projects funded by international financial institutions (such as the World Bank and ADB), experience with results-based loans is preferred; Subcontracting and Joint Venture</strong></p><p>&nbsp;</p><p>In case the Prospective IVA is a Joint Venture, the Joint Venture Agreement must be submitted as a Shortlisting Requirement. The Joint Venture Partners will be evaluated in accordance with the provisions of RA 12009.&nbsp;</p><p>&nbsp;</p><p>Subcontracting for this procurement is not allowed.</p><p>&nbsp;</p><p><strong>9. Breach of Contract</strong></p><p>&nbsp;</p><p>The procuring entity may suspend or terminate the Contract in case of fraud, gross negligence and inordinate delay in the implementation of the agreed timeline of activities by written notice of said suspension or termination.</p><p>&nbsp;</p><p>In case of suspension, this shall be immediately effective upon issuance of notice of suspension until lifted by the resolution erring fraud, gross negligence or inordinate delay.&nbsp;</p><p>&nbsp;</p><p>On the other hand, if termination shall be imposed, the procuring entity may terminate the Contract should the submitted Reports fail to meet or comply with the requirements stated above.</p><p>&nbsp;</p><p>The termination shall take effect thirty (30) calendar days after notice of suspension or notice of non-compliance to submitted Report&rsquo;s requirements, if there is no resolution to the non-compliance, erring fraud, gross negligence or inordinate delay acceptable to the aggrieved party within the period above provided.&nbsp;</p><p>&nbsp;</p><p><strong>10. Supervision and Management</strong></p><p>&nbsp;</p><p>The verification agency is responsible for timely communication with the DA, PMO and the World Bank regarding project-related matters and must comply with their supervision and oversight. The PMO will provide the necessary conditions to facilitate the execution of tasks for the consulting experts. The verification agency must also cooperate with the PMO to complete the World Bank&rsquo;s requirements related to DLIs and DLRs verification and monitoring &amp; evaluation.</p><p>&nbsp;</p><p><strong>11. Confidentiality Statement</strong></p><p>&nbsp;</p><p>All data and information received for the purpose of this assignment are to be treated confidentially and are only to be used in connection with the execution of this TOR. All intellectual property rights arising from the execution of this TOR are assigned to the Philippines Government represented by the DA. The contents of written materials obtained and used in this assignment may not be disclosed to any third parties without the expressed advance written authorization of the DA.</p><p>&nbsp;</p><p><strong>12.
