BACKGROUND OF THE PROJECT:</strong></p><p>The Elol Etas Subdivision Marketing, Allocation and Sale Process (ESMASP) is the government-led process for the transparent marketing, allocation, and sale of residential lots in the Elol Etas (Etas Gardens) Subdivision. It is implemented by the Ministry of Lands and Natural Resources (MoLNR), with operational and administrative support from the Project Management Unit (PMU) of the Vanuatu Affordable and Resilient Settlements (VARS) Project, financed by the World Bank. The ESMASP Office operates visibly as a MoLNR function, reinforcing that the subdivision is a Government of Vanuatu-led project.</p><p>The ESMASP is delivered by a three-person core implementation team the ESMASP Manager, an ESMASP Project Officer and an ESMASP Applications Officer supported by the VARS PMU and MoLNR and complemented by a defined set of allied in-house resources drawn from the PMU and the Ministry: nominated outreach leads, a pool of PMU interns providing outreach and intake support, in-house database, web-administration and IT support staff, and PMU vehicles. Public awareness, marketing and community engagement are delivered in-house by this team. Applications are received through a single, controlled channel in person at the ESMASP Office, where they are entered directly into the application system by ESMASP staff. Given anticipated oversubscription in the order of 20:1, the integrity of the selection process is the single most important deliverable of the ESMASP, and all positions carry explicit transparency, conflict-of-interest, and documentation obligations.</p><p>&nbsp;The ESMASP Project Officer is responsible for the operational delivery of public awareness, marketing, and community engagement within the team, under the ESMASP Manager&#39;s direction. The role is centred on executing the outreach campaign directly, in line with the calendar, messaging and strategy approved by the ESMASP Manager - working with the allied outreach leads nominated from MoLNR and the PMU, the intern pool, settlement contact points and the Shefa Provincial Council.</p><p><strong>2. PURPOSE OF THE ASSIGNMENT:</strong></p><p>To operationally deliver, under the ESMASP Manager&#39;s approved campaign strategy the community-facing public awareness and marketing campaign for the ESMASP including the settlement outreach calendar, session facilitation with allied outreach leads, approved Bislama messaging, priority-group outreach, support to central public events and media products, and workshop logistics and to operate the ESMASP grievance intake function to the standards of Appendix 8, so that outreach is accurate, accessible, consistent and well-documented, eligible households are informed and directed to the ESMASP Office to apply, and complaints are received, logged and acknowledged reliably across all channels.</p><p><strong>4. REQUIRED QUALIFICATIONS AND EXPERIENCE:</strong></p><p>Qualifications and Experience</p><ul><li><strong>Required: </strong>A diploma or bachelor&#39;s degree in a relevant field community development, social science, communications, public administration, project management or similar from a recognised institution; or a secondary school certificate (Year 12/13) combined with at least three to four years of relevant work experience in community engagement, public awareness campaigns, outreach coordination or project support.</li><li><strong>Desirable: </strong>A bachelor&#39;s degree in the fields above; certificate-level training in project management, monitoring and evaluation, communications, or grievance redress/safeguards (including familiarity with World Bank Environmental and Social Framework requirements); or training in facilitation or community mobilisation.</li></ul><p>Essential</p><ul><li>Excellent Bislama plain-language communication, drafting, public speaking and facilitation skills, with demonstrated ability to present government messaging accurately and confidently to large and diverse community audiences.</li><li>Demonstrated experience planning and delivering community outreach, awareness, or information campaigns in Greater Port Vila or Shefa Province settlements, including coordination with local authorities and community leaders.</li><li>Demonstrated coordination and logistics capability, including organising community events or workshops (venues, transport, scheduling, equipment, monitoring) and coordinating the inputs of staff who are not under the Officer&#39;s direct line management.</li><li>Aptitude for grievance handling: sound judgement, impartiality, discretion, and accurate record-keeping in receiving and logging complaints.</li><li>Strong written reporting skills in English, including preparation of statistics, dashboards, or summary reports.</li><li>Competence in the Microsoft Office suite, particularly Excel, Word and PowerPoint, and other relevant programs for preparing materials, statistics, dashboards, and reports.</li><li>Ability to work with government, civil society, and community stakeholders, including local authorities in Greater Port Vila and Shefa Province, and with priority groups including women-headed households and persons with disabilities.</li><li>Integrity and willingness to sign and comply with the ESMASP Conflict-of-Interest Declaration, the outreach guardrails and documentation disciplines.</li></ul><p>Desirable</p><ul><li>Experience supporting donor-financed projects (e.g., World Bank), community engagement programmes, or grievance redress mechanisms.</li><li>Familiarity with the Greater Port Vila settlement context, warden and area-administrator structures, and provincial coordination arrangements.</li><li>Experience supervising or coordinating volunteers, interns, or junior staff in field settings.</li><li>A valid driver&#39;s licence.</li></ul><p><strong>5. REPORTING:</strong></p><p>The Project Officer reports to the ESMASP Manager, who leads the ESMASP implementation team within the VARS PMU and owns the campaign plan and approved messaging. The Officer works alongside the ESMASP Applications Officer; coordinates the rostered inputs of the allied outreach leads; supervises interns assigned to session logistics; coordinates with settlement contact points and the Shefa Provincial Council; and draws on VARS PMU operational and administrative support, including vehicles and surge support during peak periods. The Officer has no authority to vary the scope or time limits agreed for allied staff; conflicts of priority are referred to the ESMASP Manager. The ESMASP Manager retains strategic ownership of the marketing and communications strategy, the campaign budget, and Project Steering Committee/World Bank liaison on marketing and outreach matters; the Project Officer delivers approved activities operationally in the community and has no authority to vary campaign strategy, budget allocations or approved messaging without the ESMASP Manager&#39;s prior approval.</p><p><strong>6. DURATION OF ASSIGNMENT</strong>:</p><p>Approximately fifteen (15) months (full sales and marketing process), full-time.</p><p><strong>7.
