This will include exploration of options for financial sustainability over the long term.<br />Capacity building and transfer of knowledge are integral, cross-cutting objectives of this assignment.&nbsp;</p><p><br />The Scope of services<br />The Scope of services shall include undertaking the full set of tasks described below. The scope is organized in five (5) work streams.<br />i.&nbsp; &nbsp; Work Stream A - DAP Model Refinement and Institutional Framework;<br />ii.&nbsp; &nbsp; Work Stream B - Digital Literacy Curriculum and Training Package;<br />iii.&nbsp; &nbsp; Work Stream C - DAP Pilot Design, Rollout and Evaluation;<br />iv.&nbsp; &nbsp; Work Stream D - DTC Scale-Up Assessment and Implementation Plan; and<br />v.&nbsp; &nbsp; Work Stream E - Financial Sustainability Model and Bidding Documents.<br />Invitation to eligible Consulting Firms</p><p>The SZI now invites eligible consulting firms (&ldquo;Consultants&rdquo;) to indicate their interest in providing the Services by submitting Expressions of Interest (EOI). Interested Consultants should submit EOI complete with information demonstrating that they have the required qualifications and relevant experience to perform the required Services. The selection criteria include:</p><p>i.&nbsp; &nbsp; Core business of the firm(s) and years in business.<br />ii.&nbsp; &nbsp; Relevant experience which should specifically include the following:<br />The Consultant shall demonstrate the following minimum firm-level experience, evidenced by contracts signed within the last ten (10) years. The build-out of a national digital service framework is essential to reposition government services around citizens&rsquo; needs - shifting from a model that requires citizens to come to government to one where government is digitally available anywhere, in a simplified, secured and accessible manner.&nbsp;</p><p>In April 2024 the World Bank Group (WBG) conducted a<strong> Digital Economy Assessment (DEA) </strong>of Jamaica&rsquo;s digital landscape. The purpose of the DEA was to identify gaps and make recommendations on policy, strategic and operational issues across Six (6) pillars; digital infrastructure, digital public platforms, digital financial services, digital businesses, digital skills and the trust environment. The findings revealed, among other things, the need to:</p><ol><li>Strengthen institutional capacity and accelerate the implementation of the data privacy/data protection framework;</li><li>Improve the affordability of internet services by, <em>inter alia</em>, strengthening competition in the telecommunications market;</li><li>Address certain barriers that currently impede the inclusive and productive adoption of digital technologies; and</li><li>Continue the modernization of the digital financial services ecosystem.</li></ol><p>Considering the foregoing and following discussions with the WBG and other Government entities, it was proposed in July 2025 to develop a Foundation for Digital Government Transformation (FDGT) programme. To facilitate expediting the scoping and design of the FDGT, the WBG has provided a Grant to the GOJ, through the Office of the Prime Minister (OPM). The Grant is administered by the Information and Communications Technology (ICT) Authority. The consulting services (&ldquo;the Services&rdquo;) include conducting site investigations and feasibility study to support preparation of the <strong>Nairit Environmental Remediation and Regeneration Project</strong> by enhancing knowledge and data on the chemicals on-site and identifying suitable options for treatment and remediation.</p><p><strong>Task 1: Inception report</strong></p><p>To mobilize and start preparation works at the consultant&rsquo;s head office and in the field, familiarization with the project and all stakeholders and inquiry of ongoing projects and site activities.</p><p>&nbsp;</p><p><strong>Task 2. Chemical Inventory and Characterization</strong></p><p>To establish supported by a comprehensive sampling program sound data on types, quantities and status of chemicals stored on the site in warehouses, storage tanks and installations, as well as facilities and installations contaminated with chemical materials.</p><p>&nbsp;</p><p><strong>Task 3. Treatment Options Assessment</strong></p><p>Based on the results of Task 2 - Chemical Inventory and Characterization to present to the PIU available and suitable technical options for the treatment and neutralization of identified chemicals. The assessment shall include potential equipment and technologies for extraction, transport/storage, treatment and disposal of chemicals.</p><p>&nbsp;</p><p><strong>Task 4. Regulatory and Environmental Compliance</strong></p><p>For identified potential treatment technologies, to carry out an assessment of existing local, national and international regulations, carry out a compliance assessment against identified technologies, assess potential environmental and health risks,and develop a compliance report.</p><p>&nbsp;</p><p><strong>Task 5.
