PJSC "Ukrhydroenergo" has received financing from the World Bank toward the cost of the Project: 176114 Ukraine – Improving Power System Resilience for European Power Grid Integration (Installation of Hybrid Systems for Electricity Production in Ukrhydroenergo), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include comprehensive supervision and project management support to UHE for the implementation of contract for Design, Supply and Installation of Battery Energy Storage Systems (BESS) with Energy Management Systems (EMS) and Ancillary Equipment at Kyiv HPP / PSP, Kaniv, Kremenchuk and Seredniodniprovska Hydropower Plants, including related services (training of UHE staff). The Project envisages the installation of BESS and the creation of an energy management system (EMS) of a total capacity of 197 MW 2-h BESS across 4 abovementioned locations. Each location and project Site is to be tendered as a separate Lot (meaning that each separate location might have their own separate contractor and their own separate contract with terms that might differ from the other), but construction is to be carried out simultaneously. Potential participants should keep in mind that they might have to deal with up to 4 different contractors and their own specific contracts during the implementation of this project. The Contract(s) is foreseen to commence on 01/02/2027, for an estimated duration of: from Effective Date until Operational Acceptance (DSI schedule, ~18 months), plus Defects Liability Period (DLP) as defined in DSI contract (forty-two (42) months from the date of Completion of the Facilities or thirty-six (36) months from the date of Operational Acceptance of the Facilities, whichever first occurs). Total estimated duration – 54 months.
PJSC "Ukrhydroenergo" now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
The purpose of this Request for Expressions of Interest is to establish a shortlist of qualified consulting firms. The Request for Proposals, including the detailed evaluation methodology and contract conditions, will be issued only to shortlisted firms.
A Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method set out in the World Bank’s Procurement “Procurement Regulations for IPF Borrowers” (November, 2020 edition) (“Procurement Regulations”)and as further specified in the Request for Proposals.

Relevant experience and qualifications of the Consultant:
Experience under IFI-funded projects (e.g., World Bank, EBRD, KfW, ADB or similar) is acceptable; specific prior experience under WB Plant contracts is not mandatory, provided that equivalent supply-install (Plant-like) supervision experience is demonstrated.
Key Experts will not be evaluated at the shortlisting stage. Key Experts shall be proposed and evaluated at the Request for Proposals stage by shortlisted firms. The shortlist will contain up to 5 firms.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

At the same time, the Consultants may, at their own discretion, formulate and present relevant information in any form that, in the Consultant’s opinion, reflects the Consultant’s vision of presenting their qualifications and experience for the services provision best of all.
Consultants that will provide not only the information confirming their compliance with the qualification requirements, but also be able to demonstrate the ability to perform the tasks as stated in the Terms of Reference and meet the stated per-expert requirements as per ToR will be at advantage during the selection process. The Consultants will be ranked based on the above. The Consultant with the highest rating determined in accordance with the established criteria for evaluating the Consultant’s qualifications will be invited to submit its technical and financial proposal.
The information about the Consultant’s experience provided by the Consultant shall be confirmed by documentary evidence (copies of contracts or parts thereof and service acceptance certificates, and possibly clients’ references disclosing the specifics of the assignment performed may also be provided).
Additionally, attention of the interested Consultants is drawn to the following aspects of preparing their information:
Expressions of Interest submitted after the deadline may not be accepted by the Client for consideration if the list of Consultants with the required qualifications has already been formed up by that time.
The Consultants who already submitted their Expressions of Interest shall not submit any documents or information after the deadline for submission of Expressions of Interest, except for the cases when they provide relevant documents and/or information at the request of the Client to clarify or specify the submitted Expressions of Interest.

Bangladesh Bank (BB), the central bank of Bangladesh, plays a pivotal role in maintaining financial stability, safeguarding depositors’ interests, and strengthening the soundness of the banking sector. As the financial system grows in size and complexity, concerns have emerged regarding credit quality, loan classification, provisioning adequacy, capital adequacy, and overall risk management practices in banks.
To address these systemic vulnerabilities and reinforce prudential oversight, BB intends to undertake a comprehensive Asset Quality Review (AQR) of selected banks under the Project Preparation Advance (PPA) of the proposed Financial Sector Support Project-II (FSSP-II), supported by the World Bank.
BB seeks to engage an international consulting/audit firm with proven expertise in AQRs, diagnostics of banks, and credit risk assessments to carry out this assignment.
The assessment will comprise two stages:
The assessment will be based on fair, prudent, and realistic assumptions consistently applied to all banks.

03. Commencement and Duration
The Services are expected to commence in January 2027, and service providers should perform the components in Para 2within 120 calendar days from the date of the contract.
Interested international consulting firms must demonstrate the following qualifications:
(i) The Firm's Incorporation/Trade/registration documents from the country of the firm (ii) Firm’s brochures; and (iii) description of similar consultancy contracts, including the scope, contract amount, name of Client, period of the contract (date of contract signing to date of completion), location/country of the services, etc.

04. Conflict of Interest
The attention of interested consultants is drawn to Section III, Paragraphs 3.14, 3.16, 3.17, 7.3 of the World Bank’s Procurement Regulations for IPF Borrowers, February 2025, which set forth the World Bank’s policy on conflict of interest.
A consulting firm is allowed to submit the expression of interest alone if it considers itself to be fully qualified on its own for the assignment, as it is not mandatory for consultants to associate with any other firm(s), whether foreign or local. Alternatively, if consultants themselves choose to associate to enhance their qualifications and capability for the assignment, then such associations may either be as a Joint Venture (i.e. all members of the joint venture shall be jointly and severally responsible) and/or Sub-consultants (i.e. the Consultant will be responsible, including for the services of the sub-consultant). In case of an association, the Consultants must explain in the EOI submission (a) the rationale for forming the association and (b) the anticipated role and relevant qualifications of each member of the Joint Venture and/or of each sub-consultant for carrying out the assignment, to justify the proposed inclusion of the JV members and/or sub-consultants in the association. Failure to provide the above explanation in the Expression of Interest may risk the association not being shortlisted for the assignment. However, the qualifications/experience of sub-consultants will not be considered by the Client in the evaluation of Expressions of Interest for Shortlisting purposes.
If shortlisted, Consultants will still have opportunity at the subsequent proposal preparation stage to further enhance their expertise for the assignment by associating with non-shortlisted consultants in the form of a Joint Venture or as Sub-consultants. In all such cases a shortlisted Consultant must obtain the written approval of the Client prior to the submission of the Proposal, for which the shortlisted Consultant will be required to justify the rationale for associating and specify the proposed role and relevant qualifications of the proposed associate(s) for carrying out the assignment. When associating with non-shortlisted firms in the form of a joint venture or a sub-consultancy, the shortlisted Consultant shall be a lead member. However, Instruction to Consultant (ITC) clauses of RFP will prevail in regards to associate with non-shortlisted firm or sub-consultant during proposal preparation stage.
Failure to provide this explanation may result in the association not being shortlisted. To maintain efficiency, it is preferable to limit associations to a maximum of two (2) firms.
05. Selection Method
Consulting Firms will be selected in accordance with the ‘Quality and Cost Based Selection’ (QCBS) method of the World Bank Group set out in the Procurement Regulations, following an open international competitive process. The assessment will be carried out in Batches which will be detailed out in Request for Proposal (RFP) document. The consulting firm may express it’s interest for one or more batches; however, one firm will not be allowed to be awarded for more than one Batch.

The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Development Agency (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIDP-2) and intends to apply part of the proceeds for Consultancy Services related to “CONSULTANCY SERVICES FOR PROCUREMENT AUDIT OF THE WSIDP 2”. The main objective of this assignment is to review the procurement, contracting, and implementation processes followed for contracts under the Project and to determine whether they were carried out in accordance with the World Bank’s Procurement Regulations and the provisions of the applicable financing agreements.

TERMS OF REFERENCE
CONSULTING SERVICES TO UNDERTAKE A CONTINENTAL DIAGNOSTIC STUDY ON THE STATE OF DECENTRALISATION AND LOCAL GOVERNANCE IN AFRICA

Decentralisation and local governance are central components of democratic governance, public sector reform, and sustainable development across the African continent. By bringing government closer to citizens, decentralisation strengthens accountability, improves service delivery, promotes participatory governance, and supports inclusive development at the local level.
Recognising the importance of decentralised governance, the Heads of State and Government of the African Union adopted the African Charter on the Values and Principles of Decentralisation, Local Governance and Local Development in Malabo, Equatorial Guinea, in June 2014. The Charter establishes a continental normative framework aimed at promoting democratic decentralisation, strengthening local authorities, and enhancing citizen participation in governance processes.
The Charter also aligns with the aspirations of Agenda 2063: The Africa We Want, particularly Aspiration 3, which calls for an Africa characterised by good governance, democracy, respect for human rights, justice, and the rule of law. Effective decentralisation systems are critical for achieving these goals by strengthening governance at sub-national levels and enabling local governments to contribute to development and service delivery.
Despite significant efforts undertaken by many African countries to advance decentralisation reforms, the design, scope, and effectiveness of decentralisation systems vary widely across the continent. Different models have been adopted, including devolution, delegation, and deconcentration. In many cases, decentralisation reforms face challenges related to limited fiscal autonomy, unclear legal frameworks, institutional capacity constraints, and weak coordination between central and local government structures.
After the adoption of the Charter by Heads of States in 2014, the African Union established a Specialized Technical Committee on Public Service, Local Government, Urban Development and Decentralization (AU-STC.No.8). The Committee which comprises of Ministers, Senior Government Officials responsible for Public Service, Decentralization, Local Governance and Urban Development, operates under the authority of the Executive Council, and it is tasked with preparing projects, supervising implementation, coordinating programmes and submitting recommendations to the African Union Policy Organs. The Committee is organised into three (3 sub committees) being i) Public Service & Administration, ii) Decentralisation & Local Governance and iii) Urban Development & Human Settlements.
The AU-STC.No.8 Sub-Committee on Decentralisation and Local Governance is the main consultative body charged with the responsibility of promoting and enhancing local governance at Sub National Level across the Continent by;
At its Fifth Ordinary Session held in Tunisia in December 2024, the STC-8 Sub-Committee on Decentralisation and Local Governance requested the African Union Commission to undertake a continental assessment of the state of decentralisation in Africa in order to better understand the progress made, identify key challenges, and promote policy learning among Member States.
In response to this request, and as part of the implementation of the World Bank Funded - Building Institutions and Systems to Harness and Realize Agenda 2063 (BIASHARA) project objectives in terms of supporting the work of the STC no 8, the African Union Commission intends to undertake a continental study on the State of Decentralisation and Local Governance in Africa. The study will generate evidence-based knowledge on decentralisation systems across AU Member States, assess progress in implementing the African Charter on Decentralisation, identify challenges and best practices and reform innovations, and provide policy recommendations to strengthen decentralised governance across the continent.
Given the scale and complexity of this assignment, the African Union Commission intends to recruit a qualified consulting firm with demonstrated expertise in governance research, decentralisation policy, public administration reform, and comparative institutional analysis.
The overall objective of the assignment is to undertake a continental diagnostic study on the state of decentralisation and local governance in Africa in order to generate evidence-based knowledge that supports governance reforms and strengthens decentralized governance systems across AU Member States.
The specific objectives of the assignment are to:
The consulting firm will undertake a comprehensive continental study covering African Union Member States. The assignment will involve the collection of primary and secondary data, analysis, synthesis, and dissemination of evidence on decentralisation systems and local governance frameworks across the continent.
The consulting firm will be expected to carry out, at a minimum, the following tasks:
The firm shall prepare and submit a comprehensive draft report presenting the findings of the continental assessment. It will include Continental Mapping and Institutional Analysis of Decentralisation including primary and secondary data collection and be a comprehensive analytical report mapping the decentralisation systems across all African Union Member States. This deliverable will document the legal, political, administrative, and fiscal dimensions of decentralisation across the continent and analyse the institutional arrangements governing decentralised governance and local authorities. The draft report shall include comparative analysis, identification of decentralisation trends, documentation of innovative governance practices, and an assessment of the effectiveness of decentralisation reforms across AU Member States.
Following stakeholder consultations and validation of findings including review by the Committee of Experts, the firm shall submit the final analytical report incorporating feedback received from the African Union Commission and relevant stakeholders. The final report will provide evidence-based analysis of decentralisation processes across Africa and propose strategic policy recommendations to strengthen decentralised governance systems.

1. The Ministry of Water Resource and Sanitation has received financing from the World Bank toward the cost of the Sierra Leone Water Security and WASH ACCESS Improvement Project, and intends to apply part of the proceeds toward payments under the contract for The Development and Implementation of an Integrated Knowledge Management System (KMS) for the Water, Sanitation and Hygiene (WASH) Sector in Sierra Leone, For this contract, the Borrower shall process the payments using the Special Account Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The Ministry of Water Resource and Sanitation now invites sealed Proposals from eligible Proposers for The Development and Implementation of an Integrated Knowledge Management System (KMS) for the Water, Sanitation and Hygiene (WASH) Sector in Sierra Leone.
3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 and September 2025 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60%. This should comply with the mandatory requirements for Rated Criteria in the Procurement Regulations and for Bid cost: 40%.
