1. Cette sollicitation de manifestations d’intérêt (MI) fait suite à l’Avis Général de Passation des Marchés publié dans le système STEP de la Banque mondiale, puis dans United Nations Development Business (UNDB) Online, sous la référence publiée le 29 mars 2022, ainsi qu’à la publication nationale parue dans le quotidien Le Soleil N° 16668 des mercredi 24 et jeudi 25 décembre 2025.
2. L’État du Sénégal a reçu un financement de l’Association Internationale de Développement (IDA) et a l’intention d’utiliser une partie des ressources de ce crédit pour effectuer les paiements au titre du contrat portant sur le :
« Recrutement d’un consultant pour la réalisation des études d’Avant-Projet Sommaire (APS), d’Avant-Projet Détaillé (APD), pour l’électrification à moindre coût des Localités situées dans le périmètre de SENELEC. »
3. OBJECTIF DE LA MISSION :
L’objectif global de la mission est de recruter un consultant chargé de réaliser l’étude de faisabilité de l’électrification des localités situées dans le périmètre de Senelec et éligibles à une électrification par extension du réseau moyenne tension.
A cet effet, le consultant sera chargé de réaliser les prestations suivantes :
De manière spécifique, il est attendu du consultant qu’il propose une méthodologie claire, cohérente et optimisée permettant la réalisation, à moindre coût, des études de faisabilité relatives à l’électrification des localités concernées, ainsi que l’élaboration du dossier d’appel d’offres.
Les objectifs spécifiques de la mission sont les suivants :
Le consultant devra mobiliser toutes les compétences, ressources humaines et moyens matériels nécessaires à la bonne exécution de la mission et à l’atteinte des objectifs fixés.
4. DESCRIPTION DU PROJET :
Pour soutenir l’ambition nationale d’atteindre l’accès universel à l’électricité d’ici 2029, la SENELEC, avec l’appui de ses partenaires au développement, a engagé des investissements stratégiques visant à moderniser et à étendre le réseau électrique national.
La présente étude portera sur les 1661 localités restantes, réparties comme indiqué dans le tableau ci-après :

NB : La présente liste de localités est fournie à titre indicatif. Certains départements et/ou localités pourront être remplacés par le Client avant le démarrage de l’étude. De même, les linéaires des réseaux HTA indiqués ci-dessus pourront connaître des variations significatives en fonction des réalités constatées sur le terrain au moment de l’exécution de la mission.
Compte tenu de la répartition géographique des localités, illustrée par la figure ci-après, le périmètre de l’étude est subdivisé en deux (02) lots :

Le Consultant, la Firme ou le Groupement a la possibilité de soumissionner pour les deux (02) lots, en le précisant dans sa lettre de soumission. Toutefois, un même consultant ne pourra être attributaire que d’un seul (01) Lot.
Par ailleurs, un consultant ne peut être retenu simultanément à titre individuel et en qualité de membre d’un groupement. De même, un même consultant ne peut participer à plusieurs groupements.
Dans le cas où un consultant serait classé premier sur plus d’un lot, il lui sera attribué le lot présentant le linéaire HTA le plus important.
Tout consultant souhaitant soumissionner pour les deux (02) lots devra présenter deux propositions techniques distinctes et deux propositions financières distinctes. S’il choisit de soumissionner pour un seul lot, il devra clairement préciser le lot concerné dans son offre.
5. Qualification et Compétences du Consultant
Le Consultant doit être un Cabinet ou Firme ou un Groupement et doit respecter les critères de préqualification ci-après :
NB : Le Consultant doit fournir des Attestations de Bonne Exécution ou de Services Faits pour chaque expérience annoncée. Les Contrats signés ne remplacent pas les Attestations de Bonne Exécution ou de Services Faits.
6. DUREE DE LA MISSION :
La durée prévisionnelle de la mission du Consultant est de Quinze (15) mois à partir de son Entrée en Vigueur marquée par la Notification du Contrat immatriculé au Consultant par Senelec et un (01) mois pour l’Elaboration du Rapport de Consolidation.
7. Les Consultants (Cabinet ou Firme ou Groupement), seront sélectionnés selon la méthode de Sélection Fondée sur la Qualité et le Cout (SFQC). Les Critères d’Eligibilité, l’établissement de la liste restreinte et la procédure de sélection seront conformes aux Règlements de la Passation des Marchés pour les Emprunteurs sollicitant le Financement de Projet d’Investissement (FPI) des éditions référenciées au-dessus (Juillet 2016, révisée en Novembre 2017, Août 2018, Novembre 2020 et en Février 2025) », applicable au Projet et les dispositions de la Section III, paragraphes 3.14, 3.16 et 3.17 du Règlement, relatives aux Règles de la Banque Mondiale en matière de Conflit d’Intérêts sont applicables.
8. CONSULTORÍA PARA EL DISEÑO, PILOTAJE Y PUESTA EN FUNCIONAMIENTO DEL SISTEMA DE GESTIÓN DE PRUEBAS ESTANDARIZADAS Y BANCO DE ÍTEMS (ECOSISTEMA DE EVALUACIÓN)
1. El Gobierno de la República de El Salvador ha recibido un préstamo del Banco Internacional de Reconstrucción y Fomento (BIRF), Convenio de Préstamo N° BIRF 9067-SV y Subvención N° TF0B9765-ES, Alianza Mundial por la Educación (AME) por un monto de 15 millones adicionales, para financiar el costo del Proyecto “Crecer y Aprender Juntos: Desarrollo Integral de la Primera Infancia en El Salvador” y se propone utilizar parte de los fondos para efectuar los pagos bajo el contrato de esta consultoría.
2. El Ministerio de Educación, Ciencia y Tecnología (ejecutor de dicho préstamo), a través de la Dirección de Compras Públicas (DCP), invita a firmas consultoras elegibles (“Consultores”), a expresar su interés en prestar los servicios de la CONSULTORÍA PARA EL DISEÑO, PILOTAJE Y PUESTA EN FUNCIONAMIENTO DEL SISTEMA DE GESTIÓN DE PRUEBAS ESTANDARIZADAS Y BANCO DE ÍTEMS (ECOSISTEMA DE EVALUACIÓN), cuyo plazo de ejecución es de 12 meses. Los consultores interesados deberán proporcionar información que indique que están cualificados para suministrar los servicios (folletos, descripción de trabajos similares, experiencia en condiciones similares, disponibilidad de personal que tenga los conocimientos pertinentes, etc.). Los consultores se podrán asociar con el fin de mejorar sus calificaciones.
3. 4. Las firmas consultoras interesadas deberán proporcionar información y documentación (Antecedentes de la firma y Constancias de trabajos realizados) que demuestren que tienen las calificaciones requeridas y la experiencia pertinente para realizar esta Consultoría:

Los consultores serán seleccionados conforme al procedimiento de Selección Basada en Calidad y Costo (SBCC) detallada en las Regulaciones de Adquisiciones para Prestatarios en Proyectos de Inversión del Banco Mundial, sexta edición (Febrero de 2025.), y está abierta a todos los interesados de países elegibles, según se definen en dichos lineamientos. Adicionalmente, se solicita a los interesados referirse al numeral 3.14, de la Sección III. Gobernanza, relativo al Conflicto de Intereses, que textualmente establece lo siguiente: “El Banco exige que las empresas o los individuos que participan en las adquisiciones correspondientes a operaciones de financiamiento para proyectos de inversión no tengan conflictos de interés” y a los numerales 3.16 y 3.17, que establecen las referidas regulaciones en materia de conflicto de interés para los Servicios de Consultoría.
6. Las firmas consultoras (Consultores) pueden conformar asociaciones temporales con otras empresas nacionales o extranjeras para mejorar sus calificaciones y capacidades y pueden ser de largo plazo (independientes de un proceso de adquisición en particular) o conformarse para participar en un proceso de adquisición específico, pero deberán indicarlo claramente a través de documento impreso. (Ver numeral 5.38 de las referidas regulaciones).
7. Del conjunto de firmas que hayan presentado expresión de interés, se conformará una lista corta de entre 5 y 8 las empresas elegibles entre las que se postulen y se les invita a presentar sus propuestas.

1. El Gobierno de la República de Honduras ha recibido financiamiento del Banco Mundial para cubrir el costo de Proyecto de Seguridad Hídrica en el Corredor Seco de Honduras, y tiene la intención de aplicar una parte de los fondos obtenidos para realizar pagos en virtud del contrato correspondiente al Diseño y Rehabilitación de la Planta de Tratamiento de Agua Potable de Nacaome, (PTAP Nacaome).
2. La Secretaría de Agricultura y Ganadería (SAG), a través de la Unidad de Administración de Proyectos (UAP) y Unidad de Gestión de Proyecto (UGP) del Proyecto de Seguridad Hídrica en el Corredor Seco de Honduras, invita a los Proponentes elegibles a presentar Propuestas en sobre cerrado para El Diseño y Rehabilitación de la Planta de Tratamiento de Agua Potable de Nacaome, (PTAP Nacaome). Cuya capacidad es de 72 L/s. El proyecto se encuentra ubicado en las siguientes coordenadas, Zona 16P (13.529722, -87.485278) y tiene contemplado los siguiente:

La contratación se llevará a cabo a través de competencia internacional mediante Solicitud de Propuestas (SDP) conforme se especifica en las “Regulaciones de Adquisiciones para Prestatarios: Adquisiciones para Prestatarios: Regulaciones de Adquisiciones en Operaciones de Financiamiento para Proyectos de Inversión del Banco Mundial publicado en julio del 2016 revisados en noviembre del 2017 y agosto del 2018 (“Regulaciones de Adquisiciones”), y estará abierta a todos los Proponentes inicialmente seleccionados.
4. Los Proponentes elegibles pueden pedir más información a la UGP de Seguridad Hídrica en el Corredor Seco de Honduras, dependiente de la UAP, de la Secretaría de Agricultura y Ganadería (SAG), se pueden comunicar por medio del correo electrónico: procesosseguridadhidrica6680@gmail.com e indagar los documentos de la SDP durante el horario de atención 8:30 a.m. a 4:30 p.m. en la dirección que se indica al final de esta SDP.
5. Los Proponentes interesados pueden adquirir el documento de la SDP en español mediante el envío de una solicitud por escrito a la dirección que se indica más abajo. El documento se enviará por correo electrónico.
6.Se utilizará un proceso de SDP de dos sobres y una sola etapa, y la Propuesta consistirá en (i) la Parte Técnica, sin ninguna referencia a los precios; y (ii) la Parte Financiera, como se detalla en el documento de la SDP. Las Partes Técnica y Financiera de las Propuestas se presentarán simultáneamente en dos sobres cerrados separados.
7. La Propuesta, tanto la Parte Técnica como la Parte Financiera, debe entregarse a la dirección que figura al final de esta SDP, en o antes del Trece (13) de octubre de 2026, a las 14:00 horas, hora oficial de la República de Honduras, La adquisición electrónica no será permitida. Las Propuestas tardías serán rechazadas. La Parte Técnica de las Propuestas se abrirá públicamente en presencia de los representantes designados de los Proponentes y de cualquier persona que elija asistir a la dirección que figura a continuación al final de esta SDP, el Trece (13) de octubre de 2026, a las 14:00 horas, hora oficial de la República de Honduras. La Parte Financiera permanecerá sin abrir y se mantendrá en custodia segura de la UAP hasta la segunda apertura pública de la Parte Financiera, luego de la evaluación de la Parte Técnica de las Propuestas.
8. Todas las Propuestas deben estar acompañadas por una Declaración de Mantenimiento de la Propuesta y una Declaración del Método de Contratación de Mano de Obra Local.

Se llama la atención sobre las Regulaciones de Adquisiciones que requieren que el Prestatario divulgue información sobre la propiedad efectiva del adjudicatario, como parte de la Notificación de Adjudicación de Contrato, utilizando el Formulario de Divulgación de la Propiedad Efectiva incluido en el documento de la SDP.

The Government of Mozambique (GoM), through the National Youth Institute (INJ) under the supervision of the Ministry of Youth and Sports (MJD), and with the support of the World Bank, is implementing the “East Africa Girls' Empowerment and Resilience” (EAGER) investment project. This regional initiative, financed by the World Bank and implemented in partnership with the Africa Union, aims to increase girls’ and women’s educational attainment and earnings in the program areas, and to strengthen the institutional capacity to implement gender-equality policies.
In Mozambique, the EAGER investment operation (2024 to 2029) is implemented jointly by the Ministry of Labor, Gender, and Social Action (MTGAS) and the MJD.
Component 4. Support for Project Implementation. This component will support the project’s implementing agencies (MJD and MTGAS) in designing and implementing multisectoral activities at national level and within the regional context. The project will fund the strengthening of the existing Project Management Units (PMUs) within the two institutions responsible for the day-to-day management and implementation of the project; operational costs; equipment; and training.
These Terms of Reference refer to the selection of a Consultant To support the project’s implementing agencies (MJD and MTGAS) in operationalizing the Complaints Resolution System (CRS), which is sensitive to Gender-Based Violence, Exploitation and Sexual Abuse and Sexual Harassment (GBV/SEA/SH), Violence Against Children (VaC), in particular child sexual abuse, forced and early marriages, and child labour, including the referral and monitoring of cases to ensure access to holistic support services for survivors in the project’s implementation areas (115 districts across 11 provinces).

The Government of South Sudan (GoSS) has received funding from the World Bank towards the cost of implementing Access and Institutional Strengthening Project (ASSIST) and is being implemented by the Ministry of Energy and Dams (MoED) and South Sudan Electricity Corporation (SSEC). The Project seeks to increase access to electricity services and strengthen the institutional capacity of the electricity sector in Juba, Yei, and Upper Nile Region and Bahra-Gazal, in South Sudan. The effective implementation of the Project requires the development and structuring of practical, commercially viable, bankable, and implementable transaction arrangements to support the delivery and sustainability of electricity infrastructure and services.
MoED intends to apply part of the proceeds for consulting services (“the Services”) which include procurement of a Transaction Advisor (Individual Consultant) assignment for a period of Twelve (12) months. Background
The Government of Liberia has signed financing agreements with the International Development Association (IDA) of the World Bank Group for the implementation of the Excellence in Learning in Liberia (EXCEL) Project. The project is co-financed through a Grant from the Global Partnership for Education (GPE) and a concessional loan/credit from IDA.
The project will support the Government in implementing a defined strategy to improve foundational learning and access in public primary schools and to strengthen the education system in Liberia. To do this, the project will use a combination of investment project financing and results-based financing.
The project’s development objective (PDO) is to improve foundational learning and access in public primary schools and to strengthen the education system.
The EXCEL Project is a five-year initiative that aims to drastically reduce learning poverty by improving foundational literacy and numeracy for students in kindergarten 2 (KG-2) through Grade 6. Current gaps include a severe shortage of high-quality textbooks and a lack of structured, evidence-based pedagogical tools, resulting in low proficiency levels. This assignment will contribute to addressing these challenges by developing English Language Arts (ELA) Teaching and Learning Materials (TLMs) that align with the recently updated curriculum standards and the Global Proficiency Framework (GPF), ensuring that all outputs are pedagogically sound, culturally relevant, and foster mastery of core literacy skills.
