REQUEST FOR EXPRESSIONS OF INTEREST
Georgia Project Name: Irrigation and Land Market Development Project Additional Financing – P171796 Loan No. 9043-GE Assignment Title: Consultant for the ICT readiness assessment Reference No. LMDC/CS/IC-014
Government of Georgia (GoG) and International Development Association (IDA) (World Bank) signed in 2014 a $50 million loan agreement for improvement of delivery of irrigation and drainage services and development of improved policies and procedures as a basis for a national program of land registration. The resulting Irrigation and Land Market Development Project consists of three components: Component 1 - Irrigation and Drainage Improvement implemented by the Ministry of Agriculture of Georgia, Component 2 - Land Market Development implemented by the Ministry of Justice through the National Agency for Public Registry and Component 3 - Project Management.
The Land Marked Development component financed a pilot phase of a land registration program designed to redefine and test the policies and procedures for registration of agricultural land. The pilot would inform the design of the nationwide land registration program. The pilot phase implemented the new Law on Systematic and Sporadic Registration passed by the Parliament on June 3, 2016, and designed to resolve several overarching challenges to land registration in Georgia. Prior to the national rollout, a pilot project conducted surveying and proactive land registration activities in 11 pilot areas consisting of 12 settlements across Georgia selected to represent geographic variety and land tenure situations in the country. The pilot project successfully tested the NAPR Strategy of Land Registration and Improvement of Cadastral Data in Pilot Areas and provided important data on potential challenges of implementing it on a national scale.
Based on the successful implementation of the pilot project, Georgia and World Bank (IBRD) agreed to sign an agreement on providing additional financing in the amount of Euro 18.2 Million in order to (a) improve delivery of the irrigation and drainage services in selected areas; and (b) develop improved policies, procedures, and systems as a basis for a national land management program.
The resulting additional financing for the Irrigation and Land Market Development Project consists of three components: Component 1 and 3.1 - Irrigation and Drainage Improvement implemented by the Ministry of Environmental Protection and Agriculture of Georgia, Component 2 and 3.2. - Land Market Development implemented through NAPR under the supervision of MoJ and Component 3 - Project Management. The additional financing allocated to the Irrigation and Land Market Development Project (ILMDP) is EUR 18.2 Million.
The Land Market Development component of the project will support: (i) the development of a strategy, action plan and guidelines for the pilot phase of a land registration program; (ii) pilot registration in selected locations to test and adapt policies and guidelines; and (iii) the design and implementation of a system for monitoring land registration and measuring its economic impact.
One of the core tasks of project is NAPR IT System Upgrade: NAPR IT System upgrade is required to: (i) boost NAPR's capacity in processing and storing additional data from systematic registration within the Project; (ii) build readiness for national systematic registration program; (iii) continue providing hosting platform for data, applications and services to more than 240 entities (23,500 professional users and more than 1 million consultations in 2018; and (iv) fulfill its given role in hosting Georgia’s NSDI and connecting its public and corporate stakeholders. The NAPR will use AF funds to support the development of a robust national land platform. A strategy for upgrading NAPR IT infrastructure and applications will be developed and will include: (i) NAPR immovable property registration program optimization and maintenance; (ii) a new generation of NAPR IT System design preparation; and (iii) NAPR storage and calculation capacity upgrade. Following the recommendations contained in the strategic document, the NAPR will upgrade its IT Systems (hardware and software), including a new Immovable Property Registration System (IPRS) design and development. In particular: NAPR will be supported to utilize:
In parallel, NAPR will launch a design and implementation process to prepare a new generation of IPRS ready for national roll-out and based on the principles of electronic governance, built on international standards (ISO 191152 for LADM) and leveraging latest IT technologies (e.g. smart contract, cloud storage, and blockchain). The effective upgrade implementation will follow the recommendations informed by the findings of business area analysis, business process reengineering, and system architecture design. Different options for NAPR IT System Architecture design and implementation approaches will be considered including inter alia (i) continuation of in-house development and maintenance, (ii) outsourcing to an external service or system provider for development, with or without subsequent maintenance and upgrades by in-house team, and (iii) Private Public Partnership type implementation and financing following the results of Concept Viability Assessment. All technically viable options will undergo economic and financial analysis with at least 10-15 years of perspective. NAPR storage and calculation capacity upgrade will be implemented, once an upgrade option is selected. The NAPR will engage additional qualified IT personnel and will improve the qualifications for existing staff through training and capacity building. Therefore, it is intended to apply part of the proceeds for consulting services of the ICT readiness assessment (Individual National Consultant).
Scope of work:
The purpose of this assignment is to conduct a comprehensive assessment of existing ICT infrastructure and processes at the Agency, to identify existing level of development of technical, operational, information and cyber security, management and governance of NAPR and deliver general recommissions for improvement.
Assessment have to be based on information, which are provided by Beneficiary, and data, which are collected by the Expert in the course of fulfillment of the assignment by means of personal interviews and other necessary information gathering exercises;
This assignment does not Include analysis of software systems.
Activities on this task will be performed in the following sequence:
The Expert shall analyze current state and usage of the NAPR computer information system at central and regional levels on the basis of information, which is provided by Beneficiary, and data, which are collected by the Expert in the course of fulfillment of the assignment by means of questionnaire polls. In addition, organize a participatory stakeholder consultations to collect and analyse their opinion on the necessary improvements and finally present the deliverable results.
In the course of this assignment complete, actual and reliable information shall be obtained for each object, and such information shall cover:
Composition and type for presentation of information on analysis of current state and usage of NAPR IT-resources shall be developed by the Expert subject to a written endorsement by NAP.
The Expert shall summarize, arrange in a system and fully analyze the results for the NAPR objects.
Collection and processing statistics, needed to analyze current state and usage of NAPR IT-resources, shall be aimed to reduce the burden on NAPR staff, who are engaged in the process of information preparation. When it is possible, the Expert shall use analyzable relevant data, which are available in NAPR divisions. The Expert shall state its approach and intended methodology for arrangement of information collection in the NAPR divisions and analysis of condition and usage of IT-resources in the bid in details.

The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the firm’s consulting services in accordance with the requirements of paragraphs 3.16, 3.17 and 3.18 of the Guidelines.
