DISASTER VULNERABILITY REDUCTION PROJECT
Assignment Title: Senior Spatial Data Management Coordinator (SDM Coordinator)
The Government of Saint Lucia has requested financing from the World Bank to develop a project, the Disaster Vulnerability Reduction Project (DVRP) that would contribute to the reduction of vulnerabilityto natural hazards in Saint Lucia. Part of the proceeds would be usedto hire a Consultant to provide services as Senior Spatial Data Management Coordinator.
The Ministry of Finance, Economic Affairs, Planning and Social Security now invites eligible individual consultants to indicate theirinterest in providing the services. Interested individual consultantsmust provide information indicating that they are qualified to perform the services (CV's, description of similar assignments, experience in similar conditions, clients' references, etc.).
A consultant will be selected in accordance with the proceduresfor Selection of Individual Consultants set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (2011).
SERVICES REQUIRED
The overall objective is to ensure the sustainable implementation and governance of a Geodata/national GIS platform within the Government of Saint Lucia. In addition,the SDM coordinator will provide technical assistance and build capacity in spatial data management and GIS analysis for climate impact assessment and other related areas.
SPECIFIC DUTIES AND OUTPUTS
a. The SDM coordinator must be able to understand emerging GIS or spatial data management technologies and their application to aNational GIS service;
b. Assess the appropriateness and integrity of the existing datasets for use in a GIS format;
c. Identify core spatial datasets and the standards and maintenance of these datasets;
d. Ensure that metadata guidelines are developed for all custodial spatial datasets collected at all determined levels;
DURATION
The assignment will be for a duration of one year with the option of extension for an additional one year based upon performance and quality of work outputs.
Qualifications Requirements and Performance Criteria
Master's degree in GIS, Geography, Earth Science, Engineering, Computer Science or a related field from an accredited college or university with at least 5 years' experience using GIS software and mapping services; or
Bachelor's degree in GIS, Geography, Earth Science, Engineering, Computer Science or a related field from an accredited college or university with at least 8 years' experience using GIS software and mapping services; and
Demonstrated experience developingtechnical training materials and conducting training; and
Knowledge of remote sensing technology, mapping and /or surveying equipment, spatial data management software and working knowledge of ArcGIS, database design and administration, AutoCad, and surveying principles;
Knowledge of GPS technology and well versed inoperation of GPS equipment;

The Government of the Republic of Malawi through Ministry of Agriculture and Food Security (MoAFS) has received a loan from the International Development Agency (IDA) in the amountof US$ 29,800,000. 00 equivalent from the World Bank toward the cost of Agricultural Productivity Programme for Southern Africa (APPSA) , and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.
The Project Development Objective is toimprove the availability of agricultural technologies within and across SADC countries. The project will include the following components;
Component 1: Technology Generation and Dissemination. This will focus on technology generation and dissemination activities associated with the commodity or commodity group being targeted by Regional Centres of Leadership (RCoLs).
Component 2: Strengthening Regional Centers of Leadership (RCoLs). The component will support activities to strengthen the core capacity of the RCoLs.
Component 3: Coordination and Facilitation. The component will finance three main categories of activities and these will include National level research coordination and management, Regional facilitation, Research & Development policy analysis and dialogue.

Civil Works: Construction of a Regional Centers of Leadership (RCoL), construction and rehabilitation of irrigation schemes and rehabilitation of offices and laboratories of several research stations.
Consulting Services: Architectural and engineering design for construction and rehabilitation works, supervision of works, technical assistance for (i) handling laboratory equipment, (ii) establishment of scientific data base, (iii)research and management and financial and M&E audits.

Mongolia has received a credit from the International Development Association for a Multi-Sectoral Technical Assistance Project (\"MSTAP\"), and intends to apply a part of the project proceeds for consulting services.
The project is designed for four components: (i) enhancing capacity for fiscal management; (ii) supporting government effortsto better protect the poor; (iii) enhancing capacity for maintaining the stability of the financial sector; and (iv) project management. A. SCOPE OF WORK
The consultancy service consists of one field mission. The field mission commencement date will be determined upon evolving business needs. Key responsibilities of the consultant will include the following, but not limited to:
Field mission - 20 working days of field assignment:
1. To review treasury system (Government's financial management system) and related processes from information technology perspective;
2. Based on the review, determine treasury system's weaknessesand make risk assessment, and provide recommendations;
3. Develop practical internal audit guidance for treasury activity in conformity with local context;
4. Conduct in-house training and information sessions on the relevant subjects and documents developed under the assignment;

The candidate should have a proven track record of working as an international consultant to Governments of developing countries in the field of public internal auditing wouldbe an advantage;
