REQUEST FOREXPRESSIONS OF INTEREST
FOR CONSULTING SERVICES TO UNDERTAKE THE Mid-Term Review of the Global Partnership on Output-Based Aid (GPOBA) Improved electricity access program
1. The Department of Energy (DoE) of Vanuatu's Ministry of Climate Change and Adaptation is seeking Expression of Interest from a consultant to undertake the mid-term review ofthe Global Partnership on Output-Based Aid (GPOBA). The GPOBA Programmanaged through the DoE with oversight support from the Word Bank.
2. The GPOBA commenced in 2014 and is expected to complete on 30th June 2018. The objective GPOBA is to contribute to access to, and affordabilityof electricity for low-income households. The GPOBA Program provides subsidies for new electricity service connections and household wiringfor low-income households in grid connected areas.
3. The mid-term review is needed as part of ongoing efforts to improve the management, delivery, monitoring and evaluation of the Project.

5. The consultants shall have the following qualifications:
Not less than a Bachelor's degree in engineering or equivalent in a relevant field.
Minimum of 5 years' experience in project design & implementation in Pacific Region.
Basic understanding of grid connected electricity.
Knowledge and extensive interface experience with Pacific Island energy sector is preferred.
Experience in World Bank or other major donor project reviews strongly preferred.
Essential requisites include theability to:
make meaningful, rapid and independent assessments through hearing stakeholder views and through astute observation
prepare succinct and clear reports
communicate findings effectively to both donor and government representatives.
The DoE now invites eligible Consultants to submit their Expression of Interest to provide the Services in the ToR. Interested Consultants express their interest through a letter to the Director, Department of Energy and provide their CV and information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Assignment Title: Elaboration of bidding documents on remaining works for the Contract 2.1 (Lots 2.1-2.3): km 210+000 - km 275+000 andthe Contract 2.2 (Lots 2.4-2.6): km 282+000 - km 333+250 of capital repair of M-03 Kyiv Kharkiv Dovzhanskiy road, on selected sections between towns Lubny and Poltava.
The State Road Agency of Ukraine has received financing from the World Bank toward the cost of the Second Roads and Safety Improvement Project, and intends to apply part of the proceeds for consulting services.
The consulting services (\"the Services\") include preparation of Bidding Documents on remaining works for the Contract 2.1 (Lots 2.1-2.3): km 210+000 - km 275+000 and the Contract2.2 (Lots 2.4-2.6): km 282+000 - km 333+250 of capital repair of M-03 Kyiv Kharkiv Dovzhanskiy road,on selected sections between towns Lubny and Poltava.
The Ukravtodor now invites eligible consulting firms (\"Consultants\") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria are:
Experience in highway design survey, in accordance withinternational and current Ukrainian standards;
Experience in ensuring authorization procedures in the sphere of construction, subject to the regulatory acts of Ukraine;
Experience in preparation of bidding documents subject to FIDIC contract conditions according to IBRD Standard bidding documents for works procurement;
Given the short time required for execution ofworks on preparing of high quality bidding documents, the decisive selection criterion is the availability of external specialists with work experience at this object and aware of details in the design on these projects and aware of the actually completed works and remaining volumes of works.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants by WorldBank Borrowers (January 2011) (\"Consultant Guidelines\"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture ora subconsultancy to enhance their qualifications. Associations between Ukrainian design firms and consultants with international practice and experience are appreciated.
A Consultant will be selected in accordance with the Selection Based on the Consultants' Qualifications (CQS) method set out in the Consultant Guidelines.
